Neither Claude Enterprise nor ChatGPT Enterprise is universally more secure. Both provide enterprise identity administration, encryption, retention controls, audit capabilities, and compliance tooling. The practical choice turns on four differences: how retention is configured by default, what compliance evidence can be exported, where data is stored and processed, and how identity and encryption keys are managed.
Claude Enterprise is the stronger fit when you need an explicit custom-retention control with a 30-day minimum, a documented six-year Compliance API activity record, customer-managed encryption keys, or an available US-only inference control. ChatGPT Enterprise is preferable when regional storage and inference options, OpenAI tenant administration, or alignment with an existing OpenAI deployment are decisive. Confirm the signed agreement, enabled features, region, and endpoint coverage before deployment because defaults vary.

At a glance: the security and compliance differences
| Requirement | Claude Enterprise | ChatGPT Enterprise |
|---|---|---|
| Single sign-on and provisioning | Enterprise SSO- and SCIM-oriented administration, with audit logs and role-based ownership controls documented by Anthropic. | OpenAI recommends configuring SSO and SCIM before broad onboarding. SCIM synchronizes users and groups but does not itself grant access to a workspace. |
| Customer-controlled encryption keys | Customer-managed encryption keys are listed as an Enterprise feature. | Enterprise Key Management lets customers control their own encryption keys; covered content is encrypted in transit and at rest. |
| Retention default | Enterprise chats and project data are retained indefinitely until an owner sets a custom period. | The workspace retention policy governs Enterprise chats and files. Deleted content is generally scheduled for permanent deletion within 30 days, subject to legal or security exceptions. |
| Shortest documented custom period | 30 days. The period is measured from the last observed activity. | The applicable period depends on the workspace policy and product endpoint; a universal minimum is not stated in the available Enterprise documentation. |
| Compliance evidence | Compliance API Activity Feed records organization activity for six years. Message bodies require separate compliance endpoints and permissions. | Compliance Platform/API availability and retention depend on workspace settings, endpoint, and administrator configuration. |
| Storage and processing location | US-only inference is listed as an available control. | At-rest storage residency is available in Australia, Canada, and Europe (the EEA plus Switzerland), with inference residency for eligible customers in supported regions. |
| Use of workspace data for training | Retained data is not used for model training without express permission; safety and legal exceptions can apply. | Workspace content is not used to train models by default. |
These are documented product controls, not a guarantee that every tenant has every feature enabled. Your contract, region, plan configuration, and administrator settings determine the controls that actually apply.

Enterprise security is a collection of controls rather than a single certification or setting. For this comparison, the important layers are identity (who can enter and what they can do), encryption (who controls keys), retention and deletion (how long content remains), audit and compliance evidence (what can be proved later), residency (where content is stored and processed), and model-training policy (whether workspace content is used to improve models).

Both products are designed for organizations that need centralized administration instead of individual consumer accounts. That means a security review should examine the tenant-level configuration and the evidence available to your legal, privacy, and security teams—not just the marketing description of the model.
Identity, SSO, SCIM, and administrator control
Claude Enterprise
Anthropic documents Enterprise administration built around SSO and SCIM, with audit logs and role-based ownership controls. SSO gives employees a centrally managed sign-in path through your identity provider. SCIM supports automated user and group lifecycle management, so changes such as a departure or a group reassignment can be reflected without manual account work.
Audit logs and ownership roles matter after the initial login. They let administrators investigate authentication and administrative events and limit who can control workspaces, projects, or organization settings. Before rollout, establish which roles can change retention, export compliance data, manage keys, or invite members; an identity connection alone does not define those responsibilities.

OpenAI recommends enabling SSO and SCIM before onboarding the wider organization. SCIM synchronizes users and groups from your identity provider, but it does not itself grant a user access to a ChatGPT workspace. Workspace membership and authorization therefore remain an administrator task after directory synchronization.
That distinction prevents a common provisioning mistake: a person can exist in the synchronized directory without being entitled to use the Enterprise workspace. Test joiner, mover, and leaver workflows with a pilot group, and verify that removing a group assignment also removes workspace access according to your policy.
What to test in either tenant
- Require SSO for all members and confirm that local-password fallback is disabled or restricted as intended.
- Provision a test user and group through SCIM, then verify the resulting workspace role.
- Remove the test user from the source directory and measure how quickly access is revoked.
- Check which administrator actions appear in the audit stream and which role can export them.
- Document owner and administrator succession so a departure does not strand retention or compliance settings.
Encryption and control of keys
Claude Enterprise customer-managed keys
Customer-managed encryption keys are listed as an Enterprise capability for Claude. This model can give your organization control over key creation, rotation, revocation, and access monitoring through your key-management system, subject to the integration and contract terms Anthropic provides. A key-control feature does not automatically mean every data store or backup is covered, so ask which content classes and services are in scope.
Rank #2
ChatGPT Enterprise Key Management
OpenAI’s Enterprise Key Management lets customers control their own encryption keys. OpenAI states that covered content is encrypted in transit and at rest. Confirm whether your deployment uses the key-management option, which objects it protects (for example, chats, files, or connected-app data), and what happens when a key is disabled or rotated.

Questions for a key-management review
- Which content repositories, indexes, logs, and backups are encrypted with the customer-controlled key?
- Can the customer rotate or revoke the key without vendor intervention?
- What is the documented recovery path if a key is unavailable?
- Are administrator actions and key-use events available for audit?
- Do remote sessions, temporary processing stores, and compliance exports follow the same key policy?
Data retention and deletion: the numbers that matter
Retention figures are easy to misread because commercial API defaults and Enterprise product behavior are different. Treat “30 days” as a qualified value, not a universal promise.
| Data or control | Claude documentation | ChatGPT documentation |
|---|---|---|
| Enterprise conversation and project data | Indefinite by default until an owner sets a custom retention period. | Controlled by the Enterprise workspace retention policy for chats and files. |
| Shortest Claude Enterprise custom period | 30 days minimum, calculated from the last observed activity. | Not stated as a universal minimum; the effective period depends on policy and endpoint. |
| Anthropic commercial API default | Inputs and outputs are automatically deleted within 30 days. This is distinct from Claude Enterprise product chats. | Not applicable to Claude’s API policy. |
| Deleted ChatGPT data | Not applicable. | Generally scheduled for permanent deletion within 30 days, unless legal or security obligations require longer retention. |
| Compliance records | Compliance API Activity Feed and remote session transcripts retain data for six years under Anthropic’s documented model. | Retention depends on the workspace setting, endpoint, and administrator configuration. |
How Claude Enterprise retention works
Claude Enterprise keeps chats and project data indefinitely unless an owner configures a custom period. The shortest documented custom period is 30 days, and Anthropic calculates that period from the last observed activity. A conversation that continues to receive activity therefore has a moving deletion horizon rather than a fixed date from its creation.
The commercial API’s automatic deletion of inputs and outputs within 30 days is a separate policy. Do not use that API number to describe Enterprise workspace chats, and do not assume that an Enterprise retention setting changes an API integration unless the applicable agreement says so.
How ChatGPT Enterprise retention works
ChatGPT Enterprise uses a workspace retention policy for chats and files. When content is deleted, OpenAI generally schedules it for permanent deletion within 30 days. OpenAI identifies legal and security obligations as exceptions that can require longer retention. Your policy should therefore distinguish an administrator’s deletion action, the scheduled deletion window, and any preservation obligation.

Setting a 30-day policy
Claude Enterprise explicitly documents a 30-day minimum custom period, so a 30-day policy is within the stated range. For ChatGPT Enterprise, confirm that the workspace policy and each relevant endpoint support the period you need; the available documentation does not establish one universal minimum for every Enterprise data type.
In either product, map retention by data class. Chats, uploaded files, project artifacts, audit events, remote-session transcripts, and compliance exports may have different lifecycles. A short chat-retention period does not necessarily shorten a six-year compliance record.
Audit logs and compliance evidence
Claude Compliance API
Anthropic’s Compliance API Activity Feed retains six years of organization activity. The feed records who did what and when, including authentication, chat creation, file uploads, project changes, and administrative actions. It does not capture the prompt text or model responses inside chats or messages.
That limitation is central to an e-discovery design. If investigators need message bodies, the Activity Feed alone is insufficient. Anthropic documents separate compliance endpoints and permissions for message content. Your compliance role should be authorized for those endpoints, and your export process should prove that the retrieved body corresponds to the activity event without weakening least-privilege access.
Anthropic also documents six-year retention for remote session transcripts under its compliance model. Confirm whether that record type is enabled for your organization and whether your legal hold process can prevent deletion when required.
ChatGPT Enterprise compliance tooling
OpenAI provides Compliance Platform/API capabilities, but availability and retention depend on workspace settings, the endpoint used, and administrator configuration. Ask for a tenant-specific inventory of available event types: authentication, membership changes, administrative actions, chats, files, connected applications, and other records your regulators may require.
Rank #4
Do not assume that an audit event contains the full prompt, response, or attachment. Test an export with a controlled conversation, inspect the returned fields, and document which permissions are required. Align the export schedule with your retention policy so a downstream SIEM, archive, or e-discovery system does not preserve data longer than your approved purpose allows.
Evidence checklist for either platform
- Record the event types, message fields, file metadata, and timestamps available through the compliance interface.
- Verify the documented retention period for each record type, including remote sessions and administrative events.
- Test whether deleted content is still available during a scheduled-deletion window and how legal holds change that behavior.
- Use a dedicated compliance role with the narrowest permissions that can satisfy investigations.
- Preserve export integrity with access logs, time synchronization, and an auditable chain of custody.
Where enterprise data is stored and processed
Claude: US-only inference
Claude Enterprise lists US-only inference as an available control. “Inference” is where the model processes a request; it is different from the location of stored files, logs, or backups. If your policy requires US processing, verify that the control is enabled for your organization and covers every feature your users can invoke, including projects, file analysis, and remote sessions.
ChatGPT: regional storage and inference
ChatGPT Enterprise supports storage-at-rest residency in Australia, Canada, and Europe—the European Economic Area plus Switzerland. Eligible customers can also use inference residency in supported regions. Storage residency means in-scope customer content remains stored at rest in the selected region; inference residency addresses where processing occurs. They are related but not interchangeable guarantees.
Ask OpenAI to identify which services and content types are in scope for your selected region, whether backups and support systems follow the same boundary, and which features are excluded. Eligibility for inference residency is not universal, so obtain written confirmation for your tenant and plan.
Residency questions to put in the contract review
- Which region stores chats, files, indexes, logs, backups, and compliance exports?
- Where are prompts and files processed during inference for each enabled model or feature?
- Do support access, abuse monitoring, or security investigations involve another jurisdiction?
- Are connected applications or integrations governed by the same residency boundary?
- What notice and approval process applies if a processing location changes?
Are enterprise prompts and files used for model training?
Claude Enterprise
Anthropic documents that retained data is not used for model training without express permission. The documentation also notes that safety and legal exceptions can apply. Your privacy notice should therefore state the contractual rule and the exceptions rather than promising that data can never be accessed for any purpose.

ChatGPT Enterprise
OpenAI states that ChatGPT Business, Enterprise, and Edu workspace content—including information accessed through apps—is not used to train models by default. “By default” means the setting and agreement should be verified for your tenant, especially if administrators enable optional data-sharing or evaluation features later.
Best Value
Governance controls beyond the default
- Write the training-use setting into your vendor and internal data-processing records.
- Restrict who can change workspace privacy or data-sharing options.
- Classify regulated or confidential information before allowing uploads.
- Review app and connector permissions because imported data can carry separate retention and access obligations.
- Recheck the setting after plan changes, contract renewals, or major feature releases.
Which platform fits common enterprise requirements?
| Your primary requirement | More favorable documented fit | Why, and what to verify |
|---|---|---|
| A clearly documented custom retention period of exactly 30 days | Claude Enterprise | Anthropic states a 30-day minimum, measured from last activity. Confirm how files, projects, and compliance records are treated. |
| Long-lived organization activity records | Claude Enterprise | The Compliance API Activity Feed and remote session transcripts are documented with six-year retention. Message bodies require separate endpoints. |
| US-only model processing | Claude Enterprise | US-only inference is listed as an available control. Obtain feature-by-feature confirmation. |
| Storage in Australia, Canada, or Europe | ChatGPT Enterprise | At-rest residency is documented for those regions. Check the exact services and content classes covered. |
| Regional inference where eligible | ChatGPT Enterprise | Inference residency is available to eligible customers in supported regions; eligibility and scope must be confirmed. |
| Existing OpenAI identity and compliance operations | ChatGPT Enterprise | SSO, SCIM, Enterprise Key Management, and Compliance Platform/API can align with an existing OpenAI tenant model. Validate the configured endpoints. |
| Customer-controlled encryption keys | Both | Both document customer-managed key capabilities. Compare covered data, rotation, revocation, recovery, and audit behavior in the agreement. |
Deployment checklist for a defensible rollout
Before signing
- List every data class that will enter the service: prompts, responses, uploads, project files, connector data, audit events, and remote-session records.
- Obtain the retention schedule for each class, including deletion timing, legal holds, backups, and compliance exports.
- Confirm the storage and inference regions in writing for the plan, models, and features you will enable.
- Confirm whether customer-managed keys are available in your region and what repositories they cover.
- Review the training-use clause and its safety, legal, or optional-sharing exceptions.
During configuration
- Connect your identity provider through SSO and test enforcement with a pilot group.
- Enable SCIM, then verify that synchronization and workspace authorization behave as intended.
- Set the approved retention policy and record the administrator role that can change it.
- Configure key management, rotation, revocation, and recovery procedures.
- Enable compliance access with a dedicated least-privilege role and route exports to an approved archive.
Before broad onboarding
- Run a controlled conversation containing a test file and verify where each artifact appears in audit and compliance exports.
- Delete the test data and observe the scheduled-deletion behavior without claiming that deletion is immediate.
- Remove the test user from the identity provider and confirm access revocation.
- Test a legal-hold or preservation scenario with your records team.
- Publish an internal handling rule for regulated data, connectors, and administrator access.
Common mistakes and how to avoid them
Confusing API retention with product retention
Anthropic’s 30-day commercial API deletion default does not describe Claude Enterprise chats, which are indefinite until an owner sets a custom period. Keep API integrations and workspace products in separate policy entries.
Assuming a 30-day deletion window means no copies exist
A deletion schedule can coexist with legal or security exceptions, backups, compliance records, or downstream exports. Document the complete lifecycle rather than quoting one number.
Treating storage residency as inference residency
Data can be stored in one region while processing occurs under a different control. Ask for both locations and identify exclusions for support, abuse prevention, connectors, and backups.

Assuming audit logs contain prompts and responses
Claude’s Activity Feed explicitly records actions and timestamps but not message bodies; separate endpoints are required. ChatGPT exports likewise need field-level testing. Never promise investigators full content until a controlled export proves it.
Assuming SCIM grants access
For ChatGPT Enterprise, SCIM synchronizes users and groups but does not itself grant workspace access. Treat directory synchronization and application authorization as separate tests; apply the same discipline to any identity integration.
Bottom-line decision
Choose Claude Enterprise if your non-negotiable controls are an explicit 30-day-or-longer custom retention setting, six-year organization activity records, customer-managed keys, or US-only inference. Choose ChatGPT Enterprise if regional storage or eligible regional inference in Australia, Canada, or Europe, OpenAI-centered identity administration, or an existing OpenAI compliance workflow carries more weight.
For either choice, the secure deployment is the one whose signed terms and tenant configuration match your data map. Have security, privacy, records, and legal teams jointly verify retention, exports, residency, key scope, and training-use settings before users upload production information.
