Claude Code vs Cursor vs GitHub Copilot: Which Coding Agent Protects Secrets Best?

Cursor has the strongest documented secret-specific controls for cloud-agent work, provided you configure them. It combines encrypted credential storage, runtime-secret redaction, file exclusions, network egress allowlists, isolated per-agent virtual machines, audit logs, and human review of draft pull requests. GitHub Copilot Business and Enterprise have the clearest default IDE data-minimization promise: GitHub documents IDE chat prompts and code-completion suggestions as not retained by default. Claude Code is the most plan-dependent; its privacy outcome changes substantially with model-improvement settings, Incognito chats, and whether you use a consumer or commercial arrangement.

None of the three should be treated as a magic “zero-retention” vault. Each can receive contextual code, and local risks such as shell history, editor logs, prompt injection, and misconfigured permissions remain. The right choice depends on whether your priority is preventing secrets from reaching the model, minimizing default retention, or controlling an organization-wide workflow.

What “protects secrets best” actually means

A coding agent can expose a credential at several points: when it reads a file, when it sends context to a model, when a tool returns output, when a transcript is stored, when generated code is committed, or when an agent connects to an external service. Comparing products only by whether they advertise encryption misses those paths.

  1. Context and transcript protection: Can a secret be prevented from entering model context, tool output, transcripts, or commits?
  2. Retention defaults: How long are prompts, suggestions, chats, or coding sessions kept?
  3. Model-improvement use: Can customer content be used to improve models, and what opt-out or Incognito controls exist?
  4. Isolation and network control: Does the agent run in an isolated environment, and can outbound connections be limited?
  5. Audit and approval: Can an administrator see activity and require a person to approve changes before they merge?

These are documented product controls, not results from a controlled third-party leakage test. Behavior can vary by plan, client, model, configuration, and date.

At-a-glance comparison

Security question Cursor Cloud Agents GitHub Copilot Business/Enterprise Claude Code
Preventing secrets from reaching model context or transcripts Runtime Secrets are designed to stay out of the transcript, tool output, commits, and model; encrypted secret storage and .cursorignore add separate controls. Repository and file controls can limit sensitive context, but Copilot still sends relevant editor and workspace context to generate suggestions. No equivalent single secret-redaction system is established here; avoid placing raw credentials in prompts or transcripts.
Default retention Retention period is not stated in the cited security documentation; review the applicable account and agent settings. IDE chat prompts and code-completion suggestions are documented as not retained by default for Business and Enterprise. GitHub.com, mobile, and CLI surfaces retain prompts and suggestions for 28 days by default. Deleted consumer chats disappear from history immediately and from backend systems within 30 days.
Model-improvement use Configure the account and workspace policy; the cited material emphasizes controls rather than a universal default. The cited retention statement is not a blanket claim that no context is transmitted or used under every Copilot surface; verify your contractual and administrative settings. If model improvement is allowed, de-identified chats or coding sessions may be retained for up to five years. Incognito chats are not used to improve Claude.
Isolation and network egress Per-agent virtual machines and configurable egress allowlists are documented for Cloud Agents. The cited material does not establish an equivalent per-agent VM and egress-allowlist design. Encryption is documented, but an equivalent Cloud-Agent-style isolation and egress-control set is not established here.
Audit and human approval Audit logs and draft pull-request review are documented; you can require a person to review proposed changes. Organization-level policy controls are available in Business and Enterprise; the cited material does not describe a single mandatory human-approval workflow for every change. Anthropic states that Claude Code Security identifies problems and suggests solutions, while developers make the final call.

Why Cursor leads for secret-specific cloud-agent controls

Cursor’s Cloud Agent documentation is unusually explicit about the places where credentials can leak. Its Runtime Secrets feature is intended for values such as API keys that an agent needs while running a task. Cursor says values marked this way stay out of the transcript, tool output, and commits and never reach the model. That is a narrower and more useful guarantee than simply saying a connection is encrypted.

Controls that work together

  • Encrypted secret storage: Store credentials in the agent’s secret store rather than in a repository file or a pasted prompt.
  • Runtime Secrets: Mark sensitive values so they can be available at execution time without being exposed to the model, transcript, tool output, or commit.
  • .cursorignore exclusions: Exclude files and paths such as environment files, local certificates, cloud-provider configuration, database dumps, and private keys from agent access.
  • Egress allowlists: Restrict outbound connections to approved domains. This limits where a compromised dependency, prompt injection, or accidental command can send data.
  • Isolated per-agent virtual machines: Run each cloud-agent task in a separated environment rather than granting it unrestricted access to a developer workstation.
  • Privacy Mode: Apply the account privacy setting required by your organization’s policy instead of relying on an individual developer’s default.
  • Audit logs: Review agent activity and investigate unexpected file access, commands, or network behavior.
  • Draft pull requests: Keep generated changes in a reviewable state and require a human to inspect them before merging.

Recommended Cursor setup

  1. Create the credential in the encrypted secret store. Do not commit it to the repository or paste it into a chat.
  2. Mark the value as a Runtime Secret. Use the documented Runtime Secret mechanism for any value the agent must consume while running.
  3. Add sensitive paths to .cursorignore. Include every environment file, key directory, backup, export, and generated artifact that should never become agent context.
  4. Set an egress allowlist. Permit only the package registries, APIs, source-control endpoints, and internal services the task genuinely needs.
  5. Prefer short-lived OIDC credentials. Where your identity provider supports it, issue a temporary token for the job rather than a long-lived static key.
  6. Enable the required privacy setting and audit logging. Verify that the organization’s policy is applied to the account and workspace used by the agent.
  7. Require draft-PR review. Inspect the diff, generated configuration, dependency changes, and any command output before approving a merge.

What Cursor’s controls do not solve

Runtime redaction cannot protect a key that a developer has already pasted into an ordinary prompt, committed to a branch, or printed in a command’s output before the redaction boundary applies. An allowlist also cannot make an approved but malicious destination safe. Treat the feature set as defense in depth, not proof that a task is harmless.

GitHub Copilot: strongest default IDE minimization, not zero transmission

For organizations that mainly use an IDE assistant, GitHub’s documented Business and Enterprise defaults are attractive: IDE chat prompts and code-completion suggestions are listed as “Not retained.” That reduces the period during which those particular interactions remain in the service.

The surface matters

The non-retention statement is not universal across every Copilot client. GitHub documents a 28-day default retention period for prompts and suggestions on GitHub.com, mobile, and the command-line interface. A team that bans retention in the IDE but permits unrestricted CLI or web use can therefore create a policy gap.

What Copilot sends to generate a suggestion

“Not retained” does not mean “never transmitted.” Copilot uses contextual editor information, which can include nearby code, open files, file paths, workspace information, the prompt, and the developer’s selection. A secret in an open or nearby file may therefore be sent to the service even if the resulting prompt and suggestion are not retained under the documented IDE default.

Copilot safeguards for an organization

  • Use Business or Enterprise. These plans provide organizational policy controls and the documented IDE non-retention default.
  • Separate client policies. Review IDE, GitHub.com, mobile, and CLI usage independently; do not assume one surface’s retention behavior applies to another.
  • Apply repository and file-type restrictions. Keep environment files, private keys, production exports, and regulated data outside the context available to the assistant.
  • Limit open-editor context. Developers should close sensitive files before requesting completion or chat help and avoid selecting credentials in the editor.
  • Use repository rules and code review. Scan proposed changes for embedded keys, altered authentication checks, unexpected telemetry, and dependency substitutions.
  • Document the policy. Tell developers which clients are approved, what data may be sent, and where retention differs.

Copilot is therefore a good fit when your priority is predictable IDE retention behavior and centralized policy. It is a weaker fit than Cursor when you need a documented mechanism that keeps a runtime credential out of model context, tool output, and commits.

Claude Code: privacy depends on plan and session mode

Claude Code requires the most careful reading of account type and privacy settings. Anthropic states that deleted consumer chats are removed from history immediately and deleted from backend systems within 30 days. That is a deletion timeline, not a promise that a chat was never processed or temporarily available in systems needed to operate the service.

Model-improvement setting

If a user allows model improvement, Anthropic says de-identified chats or coding sessions may be retained for up to five years. That is materially different from the IDE non-retention default documented for Copilot Business and Enterprise. Organizations handling proprietary code should make the model-improvement decision at the policy level, not leave it to individual preference.

Incognito for sensitive sessions

Anthropic’s Privacy Center statement dated March 16, 2026 says Incognito chats are not used to improve Claude, even when Model Improvement is enabled in Privacy Settings. Use Incognito for work that policy permits but that should not contribute to model improvement, and still avoid entering raw credentials.

Encryption and access controls

Anthropic says data is encrypted in transit and at rest. It also says employee access is limited by user consent or controlled trust-and-safety review. Those measures protect the service boundary, but they do not remove risks on the local machine: shell history can record a token, a command can print it, and a malicious instruction in a repository can ask the agent to disclose it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Safer Claude Code practice

  1. Identify the arrangement. Determine whether the session uses a consumer account or a commercial/team contract; do not apply consumer assumptions to a managed deployment.
  2. Disable Model Improvement when policy requires it. Confirm the setting at the account or organization level.
  3. Use Incognito for sensitive coding sessions. This prevents those chats from being used to improve Claude according to Anthropic’s March 16, 2026 statement.
  4. Keep credentials outside prompts and transcripts. Use your existing secret manager or short-lived environment injection, and never paste a production key for convenience.
  5. Review shell and tool output. Remove commands that echo secrets, redact logs, and inspect scripts before allowing execution.
  6. Require human approval. Anthropic says Claude Code Security identifies problems and suggests solutions, while developers make the final decision. Treat every proposed fix as untrusted until reviewed.

Which is safest for an .env file?

Do not give any of the three an unfiltered .env file. For Cursor Cloud Agents, add the path to .cursorignore and move values the task needs into encrypted Runtime Secrets. For Copilot, keep the file closed and outside the assistant’s repository or file context, then apply repository and file-type controls. For Claude Code, do not paste the file into a prompt or let a command print it; use a separate secret-management mechanism and a session mode that matches your policy.

If an agent only needs one database URL or API token, expose that single short-lived value at runtime instead of the entire file. Rotate a credential immediately if it appears in a transcript, terminal log, pull request, or model-visible output.

Is any of them a true “zero data retention” agent?

No universal zero-retention guarantee is established by these documented controls. Copilot’s “not retained” label applies to specified IDE prompts and suggestions for Business and Enterprise, while other Copilot surfaces have a 28-day default. Claude’s consumer deletion process takes up to 30 days in backend systems, and model-improvement data may be retained for up to five years when that option is enabled. Cursor’s cited controls focus on preventing secret exposure and governing cloud-agent execution; they do not establish a single retention period that applies to every account and workflow.

For procurement, define zero retention precisely: which client, which content types, which logs, which backups, which support systems, and which legal or safety exceptions. Obtain the applicable contractual terms for your plan instead of treating a product label as a blanket promise.

Threats that product settings cannot eliminate

Prompt injection in a repository

Instructions hidden in a README, issue, test fixture, or dependency can tell an agent to upload files or reveal environment variables. Restrict network egress, exclude sensitive paths, and require review of commands and diffs.

Local workstation exposure

Shell history, editor backups, crash reports, terminal recording, and diagnostic logs may contain credentials even when the cloud service does not retain a prompt. Use redaction, ephemeral tokens, and least-privilege accounts.

Accidental commits

A secret can enter a generated configuration file or test snapshot after the agent finishes. Scan the complete diff and repository history, revoke exposed keys, and block the merge until remediation is complete.

Overbroad credentials

An agent with a production-wide token can cause more damage than one with a narrowly scoped, short-lived credential. Prefer read-only access, environment-specific identities, expiration, and explicit domain allowlists.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choosing by your risk priority

Your primary requirement Best documented fit Why Condition
Keep runtime credentials out of model context and transcripts Cursor Cloud Agents Runtime Secrets, encrypted storage, redaction, path exclusions, isolated VMs, and egress controls are described together. All controls must be configured correctly.
Minimize default retention in an IDE GitHub Copilot Business or Enterprise IDE chat prompts and completion suggestions are documented as not retained by default. Do not confuse IDE behavior with GitHub.com, mobile, or CLI behavior.
Use a privacy mode for a sensitive chat Claude Code with Incognito Incognito chats are not used to improve Claude, even when Model Improvement is enabled. Do not paste credentials; confirm the account and plan policy.
Require human approval before generated changes merge Cursor Cloud Agents or a governed Claude Code workflow Cursor documents draft-PR review; Anthropic says developers make the final call on Claude Code Security suggestions. Make approval a process requirement, not an informal habit.

A practical secret-safe workflow for any coding agent

  1. Classify the data. Mark production credentials, private keys, customer records, regulated data, and unreleased source as restricted before starting the task.
  2. Minimize context. Open only the files needed, exclude secret paths, and avoid copying credentials into prompts, issues, or tickets.
  3. Use temporary identities. Issue short-lived, least-privilege credentials; prefer OIDC or equivalent workload identity over static keys.
  4. Constrain execution. Run the agent in an isolated environment and permit only the network destinations required for the task.
  5. Inspect every tool action. Pay special attention to commands that read environment variables, archive directories, upload files, or alter authentication.
  6. Review the full diff and generated artifacts. Search for keys, tokens, URLs containing credentials, debug output, and unexpected telemetry.
  7. Rotate on exposure. Revoke and replace any credential that appeared in a prompt, transcript, terminal output, commit, or pull request.
  8. Record the policy. Specify approved clients, retention expectations, Incognito or privacy settings, and the people responsible for final approval.

Final verdict

Choose Cursor when the central question is, “Can I keep a credential out of the agent’s model context, transcript, tool output, and commit while controlling its runtime environment?” Its documented Cloud Agent controls are the most explicit, but they are configuration-dependent.

Choose GitHub Copilot Business or Enterprise when your organization primarily wants a low-retention IDE assistant with centralized policy controls. Verify every client your developers use, because the documented 28-day default on GitHub.com, mobile, and CLI differs from the IDE default.

Choose Claude Code only with a deliberate privacy plan: disable Model Improvement where required, use Incognito for eligible sensitive sessions, distinguish consumer from commercial terms, and keep credentials out of prompts and shell output. Across all three, least-privilege secrets, network restrictions, and mandatory human review matter more than a product name alone.
