CityFibre vs Openreach full-fibre broadband: coverage, speeds and provider choice

Neither network is automatically better. Openreach has the wider UK footprint and far more retail providers, while CityFibre can offer faster, more symmetrical upload and download tiers where its network and a suitable ISP package reach your address. Check both networks at your exact address, then choose the ISP package with the best total price, upload speed, contract, installation terms, router and support.

CityFibre and Openreach are networks, not the broadband company you pay

CityFibre and Openreach build and operate wholesale full-fibre networks. Your monthly contract is normally with an internet service provider (ISP), which buys access to one of those networks and supplies the broadband service, router, billing and support.

As an Amazon Associate I earn from qualifying purchases.

That distinction matters because a familiar ISP can use different underlying networks in different locations. A plan sold by the same provider may run over CityFibre at one address and Openreach at another, with different speed tiers, installation dates or prices. The network logo alone is therefore not enough to choose a package.

Full fibre means FTTP (fibre to the premises) or FTTH (fibre to the home): the fibre-optic connection runs all the way to your property rather than changing to copper for the final section. Openreach says this reduces the effects of weather and electrical interference. Both networks use this full-fibre architecture, but the available ISP product and the local installation determine what you actually receive.

Coverage: Openreach is larger, but only an address check tells you what you can order

Openreach reports that its full-fibre network is connected to 19 million premises and has a target of 25 million by December 2026. CityFibre reports that its network passes more than 4.5 million premises and that more than one million are connected.

Those figures describe different measurements: Openreach’s cited number is connected premises, while CityFibre gives both premises passed and connected. “Passed” means the network has been built in the area and a property may be serviceable; it does not mean every passed property has an active broadband line. The figures should not be treated as a like-for-like market-share comparison.

Measure CityFibre Openreach
Network role Independent wholesale full-fibre network Wholesale access network with a very broad UK footprint
Coverage statistic cited More than 4.5 million premises passed; more than one million connected 19 million premises connected; 25 million target by December 2026
Retail providers cited More than 30 More than 650
What the statistic does not establish It does not prove your specific address can order every CityFibre ISP or speed It does not prove every Openreach-served address has every wholesale tier

Ofcom reported in 2025 that 22.5 million UK homes (74%) could access a full-fibre service and 25.9 million (86%) could access a gigabit-capable service. These are nationwide household figures, not a guarantee of service at an individual property.

Use the postcode and the exact address—not just the town or street—to establish availability. A network can be present in a neighbourhood while a particular building still needs a final connection, wayleave approval or an installation appointment.

Speed comparison: CityFibre has the clearer upload advantage

CityFibre’s consumer full-fibre information lists 160 Mbps, 1 Gbps, 2.5 Gbps and up to 8.5 Gbps symmetrical services, subject to availability and the ISP package. On the 8.5 Gbps tier, the cited upload rate is up to 7 Gbps where available. “Symmetrical” means the advertised upload and download rates are the same; the 8.5 Gbps service should be checked for its specific upload figure rather than assumed to be fully symmetrical.

Openreach advertises download speeds of up to 1,600 Mbps, while its wholesale information includes tiers up to 1.8 Gbps. Upload speed is determined by the ISP product and is commonly lower than the download rate. Two Openreach packages with the same download headline can therefore have different upload performance.

When symmetrical upload is valuable

A high upload rate matters when your household regularly sends large files, backs up photos or video to the cloud, hosts demanding video calls, streams live content, works with remote servers or has several people uploading at once. For ordinary browsing, streaming films and downloading games, the download rate is usually the more visible specification.

Do not pay for a multi-gigabit tier solely because its headline is larger. Your router, Ethernet ports, Wi-Fi standard, computers and home network may not be able to deliver that speed to one device. Ask the ISP which router and wired ports are included, and whether a mesh system is available if coverage is the limiting factor.

Retail choice: Openreach offers more providers, but CityFibre can still have the right package

Openreach says more than 650 service providers use its network. Its cited examples include BT, Sky, TalkTalk and Zen. CityFibre says more than 30 providers use its network, with examples including Vodafone, TalkTalk, Zen and Giganet.

A larger provider pool can make it easier to find a particular support model, contract length, static-IP option or bundle. It does not guarantee a lower price or better service at your address. CityFibre may be the only full-fibre network available in a particular location, or it may offer the only local package with the upload rate you need.

Check the underlying network shown during the ISP’s address search. Do not infer it from the ISP’s national advertising, an old bill or a neighbour’s connection.

How to decide which network is best at your address

Your priority Likely better fit Why
Maximum chance of availability Openreach, if its service is orderable at your address Its cited footprint is substantially broader
High upload for cloud work, media or frequent large-file transfers CityFibre package with a symmetrical tier Symmetrical upload and download options are explicitly listed
A specific ISP or bundle Whichever network carries that package at your address The same ISP can use different networks by location
Several competing offers Often Openreach More than 650 providers are cited, compared with more than 30 on CityFibre
Gigabit or faster download Either, subject to the local product Both networks have gigabit-capable options; the exact tier is address- and ISP-dependent
Lowest total cost Cannot be decided from the network name Promotional pricing, post-promotion price, fees and contract terms vary by ISP and postcode

Address-checking workflow: compare the service you can actually buy

  1. Run an Ofcom postcode and address check. Use it to understand which full-fibre and gigabit-capable services are broadly reported for the property.
  2. Check both network availability tools. Enter the full address into CityFibre’s and Openreach’s checkers, not just the postcode. Record whether the result says service is available, coming soon or requires further work.
  3. Repeat the check on each ISP’s order page. The ISP result is the one that reveals the sellable package, upload rate, installation charge, contract and date options.
  4. Write down the underlying network. Confirm whether the quoted plan is delivered over CityFibre or Openreach. If the same ISP presents multiple network routes, compare them as separate products.
  5. Capture the full price. Record the introductory monthly price, its duration, the price after promotion, one-off installation or activation fees, and any annual price-change language shown in the order summary.
  6. Check the contract and exit terms. Note the minimum term, early-termination charges and any conditions attached to moving home or changing package.
  7. Verify technical details. Confirm download and upload rates, whether the quoted speed is minimum, typical or maximum, the supplied router, Wi-Fi or mesh options, Ethernet port speeds and any static-IP availability.
  8. Compare support and installation. Check who handles faults, the advertised installation window, accessibility arrangements and how the ISP communicates delays or missed appointments.
  9. Choose the complete package. Select the offer that meets your upload need at an acceptable total cost; do not select solely because the network brand sounds faster or larger.

Costs and contract terms: why there is no single CityFibre-versus-Openreach price

Retail prices and promotions change by postcode, ISP and date. The available evidence does not establish a stable nationwide retail price table for CityFibre against Openreach, so a network-level claim that one is always cheaper would be misleading.

  • [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by

Compare the amount you will pay over the whole minimum term. A lower introductory price can be outweighed by a higher post-promotion rate, an installation fee, a charge for a faster router or mesh nodes, or an early-termination bill. Keep a copy of the final order summary, including the upload speed and the date the promotional period ends.

  • Monthly price after promotion: the figure that matters for the rest of the contract.
  • Up-front charges: installation, activation, postage or optional equipment.
  • Contract length: a cheaper offer may tie you in longer.
  • Exit cost: check how remaining monthly charges are calculated if you leave early.
  • Price-change terms: read the ISP’s stated method and timing for increases.
  • Included hardware: establish whether the router, Wi-Fi extenders or mesh equipment are supplied or rented.

Installation, router and home-network checks

The network operator and the ISP have different responsibilities. The network builds the access line; the ISP schedules the customer order, supplies the service credentials and normally manages first-line support. Ask the ISP who will attend the installation and who to contact if the external network is ready but the broadband service is not activated.

For a multi-gigabit plan, inspect the entire path between the fibre termination point and your devices. A 1 Gbps Ethernet port, older Wi-Fi equipment or a low-performance computer can become the bottleneck even when the access line is faster. If your priority is whole-home coverage rather than a single wired device, compare the ISP’s mesh hardware and any extra monthly or one-off cost.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Installation dates are address-specific and can change with engineer capacity or building work. Treat the date shown by the ISP as the quoted appointment or target, and confirm the cancellation or rearrangement process before ordering if a firm deadline matters.

Reliability: what the network comparison can and cannot prove

Full fibre removes the copper final leg used by older fibre-to-the-cabinet services. Openreach says fibre is less affected by weather and electrical interference. That is a benefit of the technology, not proof that one wholesale network is universally more reliable than the other.

The available information does not provide a controlled, nationwide CityFibre-versus-Openreach reliability test. Real-world uptime can depend on local construction, power, equipment in the home, the ISP’s routing and support, and an incident affecting a particular street. Compare the ISP’s fault-reporting channel, service-status information and support terms rather than assuming reliability from the network name.

Common mistakes when comparing the two networks

Using “passed” as if it means “connected”

A passed premise may still need an order, final connection or installation. Confirm that the exact property can place an order for the speed and ISP you want.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Comparing download headlines only

Upload rates can differ dramatically, especially on Openreach-based products. Put the upload figure next to the download figure in your comparison notes.

Assuming the ISP always uses one network

Network allocation varies by address. Check the result returned after entering your property details.

Ignoring the post-promotion price

Record the recurring price after the introductory period and any stated increases before comparing offers.

Expecting a faster line to fix poor Wi-Fi

Wireless coverage, device capability and router placement can limit the speed experienced around the home. Compare the included router and mesh options as part of the package.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reading a maximum as a guaranteed result

“Up to” figures describe the top tier that may be available. The ISP’s address result and product terms determine the rate you can order.

Practical verdict by household type

Most households that want dependable full fibre

Choose the available package with the clearest total cost, suitable download and upload rates, a reasonable contract and good support terms. If both networks are available, there is no technical reason to reject one solely because it is CityFibre or Openreach.

Home workers and creators sending large files

Give priority to the highest upload rate you can actually order. A CityFibre symmetrical product may be the stronger fit, but verify the ISP’s exact upload figure and the router’s wired and wireless capabilities.

Households that want a particular provider

Start with that provider’s address checker, then identify whether the resulting plan uses CityFibre or Openreach. If the preferred provider is unavailable on one network, compare an alternative ISP on the other rather than waiting for a network label to change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Renters, flats and buildings with access restrictions

Check installation permissions, internal wiring arrangements and the appointment process before paying a fee. A network shown as present nearby may not yet be orderable in your building.

What to write down before you order

  • Network: CityFibre or Openreach.
  • Download and upload rates, including whether either is an “up to” maximum.
  • Monthly price during and after promotion.
  • Minimum contract term and early-termination calculation.
  • Installation or activation fee and quoted date.
  • Router model, Ethernet port speeds and mesh options.
  • Support contact, fault process and any static-IP requirement.
  • Whether the result is for your exact address, not merely your postcode.

The best choice is the complete ISP offer that passes these checks. Openreach is the safer starting point when broad availability and provider choice matter most; CityFibre deserves priority when its address-level package supplies the symmetrical upload or price you need.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
