Cisco’s “Switzerland” strategy means it does not want one proprietary AI model to sit at the center of every enterprise deployment. Instead, the company is positioning itself as a neutral layer for connecting, securing, observing and managing competing models, agents, clouds and data-center networks. The commercial logic is straightforward: Cisco can remain useful whichever model provider a customer chooses.
What Cisco means by “Switzerland”
The phrase comes from Cisco Collaboration executive Snorre Kjesbu, who said, “Cisco is going to be Switzerland when it comes to working with a lot of players.” In this context, Switzerland is a metaphor for neutrality. Cisco wants customers to use different AI models and agents without rebuilding their network, security and operations stack each time they change providers.

That is a different position from a model-centric AI company whose main advantage is a proprietary foundation model, or a cloud provider that strongly favors its own model marketplace. Cisco’s proposed value is the connective tissue around AI: networking, security, observability, collaboration tools, policy enforcement and operational management.

Is Cisco building its own foundation model?
Not according to the strategy Cisco is describing. The company is presenting third-party model support, bring-your-own-LLM capability and agent-to-agent interoperability as central features. Its stated opportunity is above the model layer, where enterprises must move data and workloads, enforce policy, monitor systems and connect applications.

That positioning leaves room for customers to use multiple vendors at once. Cisco has described working with Microsoft, Zoom and Google as an example of meeting customers where they are. However, public statements do not establish a complete, permanent list of supported integrations with every major model provider, including OpenAI or Anthropic.
Webex is the clearest customer-facing example
Cisco says Webex already supports third-party AI models and agents, bring-your-own-LLM capabilities, agent-to-agent interoperability and integrations with external providers. In practical terms, an organization can seek to keep its collaboration workflows while choosing models according to its privacy, cost, latency or accuracy requirements.

For an IT team, the important distinction is between a stated capability and a universal compatibility promise. “Bring your own LLM” does not by itself specify which model APIs, hosting locations, security controls, context limits or agent protocols are supported. Buyers still need to verify the exact Webex edition, connector, data-handling policy and regional availability for their deployment.
The infrastructure bet goes far beyond collaboration
Cisco’s June 2025 AI-ready data-center announcement shows how broad the strategy is. It included expanded AI PODs, Unified Nexus Dashboard, Intelligent Packet Flow, Silicon One and integration with NVIDIA Spectrum-X. Cisco also named AI security products such as Cisco AI Defense and Hypershield, alongside partnerships involving HUMAIN, G42 and Stargate UAE.
The point is not simply to sell faster switches. AI systems generate heavy traffic between GPUs, storage, services and users. Enterprises also need a way to see those flows, segment workloads, apply policy and operate infrastructure that may span a central data center, a cloud and remote sites. Cisco is trying to make those operational functions its defensible layer.

Evidence of demand at hyperscaler scale
In its fiscal third-quarter 2025 announcement, Cisco said it had surpassed $1 billion in annual AI infrastructure orders from hyperscalers, reaching the target one quarter earlier than planned. That is an order figure, not a measure of all AI revenue or proof that every enterprise deployment uses the same architecture.

In February 2025, Cisco and NVIDIA announced a unified architecture combining Cisco Silicon One with NVIDIA Spectrum-X and joint enterprise reference architectures. Cisco described it as an open ecosystem intended to give customers flexibility and a common management fabric across front-end and back-end networks.
NVIDIA supplies important GPU networking and accelerated-computing technology in this relationship. Cisco’s stated role is to connect that technology to enterprise-grade switching, routing, management and security. The distinction matters: Cisco is not claiming to replace the model or GPU layer; it is trying to make large AI environments easier to deploy and operate as integrated systems.

What buyers should examine
- Traffic design: Ask how front-end user traffic, storage traffic and GPU-to-GPU traffic are handled and measured.
- Management: Confirm which components are visible through a common dashboard and which require separate tools.
- Security: Identify where inspection, segmentation and policy enforcement occur, including any hardware or software dependencies.
- Interoperability: Check whether the reference architecture supports the models, agents, clouds and orchestration systems already in use.
- Exit options: Determine how easily workloads can move to another model provider or network design.
Secure AI Factory extends the idea to the edge
In March 2026, Cisco expanded its Secure AI Factory with NVIDIA from large data centers to edge locations such as hospitals, warehouses and vehicles. The architecture supports Cisco Nexus One, NVIDIA Spectrum-X, Cisco AI Defense and Hybrid Mesh Firewall enforcement on NVIDIA BlueField DPUs. It also includes guardrails for NVIDIA OpenShell agent runtimes.
Cisco says the framework is intended to help organizations move AI projects from pilot to production while embedding security. Edge deployment raises different requirements from a centralized data center: latency can be decisive, connectivity may be intermittent, data may need to stay local and physical sites may have limited staff. A common architecture is meant to address those constraints without abandoning central governance.

The same logic applies to sovereign-cloud and service-provider environments. Cisco’s service-provider material cites Menlo Ventures’ 2024 estimate that 46% of AI processing will be inferencing by 2027. Inference happens when a deployed model answers requests, making proximity to users, predictable network performance and local control increasingly important.
Why neutrality could matter to partners
If Cisco’s approach works, partners can build services around a customer’s existing network rather than forcing a single model choice. The opportunity areas Cisco identifies include managed connectivity, AI hosting, edge services, compliance, monitoring, security and programmable routing.
That openness can benefit systems integrators and service providers because they can package different models and workloads for different customers. It can also benefit customers that need to change models as prices, regulations or capabilities shift.
There is a business trade-off. Neutrality is useful only if Cisco remains genuinely interoperable and does not make one ecosystem the practical default through licensing, tooling or support limitations. Partner economics, certification requirements and the boundaries of each integration need to be verified in contracts rather than inferred from the “Switzerland” message.

Still requiring verification
- Whether a particular model, agent framework or cloud is supported in the exact Cisco product and region a buyer plans to use.
- Measured performance, latency and cost across competing architectures.
- How data is retained, processed and transferred by each connector or service.
- Commercial terms and partner margins for managed or hosted offerings.
- How much interoperability is available today versus on Cisco’s product roadmap.
How to evaluate Cisco’s “Switzerland” proposition
- Inventory your dependencies. List current models, agent runtimes, clouds, GPU platforms, data stores and collaboration systems.
- Map the control points. Identify where Cisco would provide switching, routing, identity, segmentation, inspection, observability and lifecycle management.
- Validate integrations. Request the supported-version matrix, regional availability and API or protocol requirements for each model and agent.
- Test a mixed workload. Use more than one model or agent in a pilot so you can measure portability rather than accepting a single-vendor demonstration.
- Measure production concerns. Record latency, throughput, failure handling, policy enforcement, monitoring coverage and operating effort at both core and edge sites.
- Review the contract. Check support boundaries, upgrade responsibilities, data-location commitments and the cost of replacing a model or component later.
The bottom line on Cisco’s enterprise AI position
Cisco is trying to make itself indispensable without owning the winning AI model. Its “Switzerland” message is a strategy to connect rival models and agents while selling the network, security, management and operational layer that enterprises need around them. Webex, the Cisco-NVIDIA data-center architecture and the edge-focused Secure AI Factory provide concrete examples of that approach.
The opportunity is largest for organizations that expect a mixed, changing AI estate rather than a single provider. The caveat is equally important: neutrality is a positioning claim until each proposed integration, performance target and commercial arrangement is demonstrated in the buyer’s environment.
