Cisco Smart Software Manager On-Prem vs. Smart Licensing Using Policy: Key Differences

SSM On-Prem and Smart Licensing Using Policy (SLP) are not competing versions of the same product. SSM On-Prem is a locally deployed license-management application and server. SLP is Cisco’s policy and usage-reporting model for supported product instances. You can use SSM On-Prem as one of SLP’s on-premises deployment options, alongside the Cisco Smart License Utility (CSLU), direct cloud access, or documented offline workflows.

The practical choice depends on the device family, software release, network connectivity, reporting obligations, and whether administrators want devices to communicate directly with Cisco Smart Software Manager (CSSM) or through a local management point.

What is the difference between SSM On-Prem and Smart Licensing Using Policy?

The difference is primarily architectural:

  • SSM On-Prem is software that you deploy inside your organization. It provides a local interface and license-management authority for supported Cisco devices, keeps device communication on the internal network, and can synchronize account and usage information with CSSM.
  • Smart Licensing Using Policy is the licensing policy applied to supported devices. It defines how license use is recorded, when usage reports are created, and how that information reaches Cisco through an approved deployment topology.

Calling them alternatives is therefore misleading. SLP can operate through SSM On-Prem, but it can also use direct cloud connectivity, CSLU, or an offline method when the product family supports that arrangement. SSM On-Prem is a deployment component; SLP is the policy and reporting framework.

SSM On-Prem explained

A local license-management server

SSM On-Prem is Cisco’s on-premises version of its Smart Software Manager. You install and operate it within your own environment rather than having every managed device communicate directly with CSSM. Devices register with the local manager and send license information to it over the organization’s network.

In a connected installation, SSM On-Prem synchronizes account data and license-usage information with CSSM. Administrators can therefore manage devices locally while the organization’s entitlement and reporting information is exchanged with Cisco through the server’s controlled connection.

Connected and disconnected operation

A connected SSM On-Prem deployment has a network path from the local manager to CSSM. The managed devices still use the local manager, but synchronization with Cisco can occur over that path.

A disconnected deployment removes that live path. License-usage data and account information are exchanged through manually transferred files. Disconnected operation does not eliminate reporting work; it changes the transport and adds a controlled export, transfer, and import process.

What SSM On-Prem does not determine

SSM On-Prem does not, by itself, decide which licensing policy a device supports. The device model, operating-system release, license family, and Cisco documentation determine whether SLP and a particular SSM On-Prem release are supported. Installing the server does not make an unsupported product compatible.

Smart Licensing Using Policy explained

A device-side policy and reporting model

SLP describes how a supported Cisco product instance handles license use and reports that use. The policy is implemented on the device and coordinated through a supported reporting topology. Depending on the product family, a device may communicate with CSSM directly, use an on-premises manager or utility, or exchange files through an offline workflow.

SLP is concerned with policy status, usage reporting, and synchronization. It is not a standalone server that you download and install. When administrators say they are “moving to SLP,” they generally mean changing the licensing mode and reporting process on supported devices, then connecting those devices to an approved SLP deployment option.

SLP deployment families

Cisco’s IOS XR guidance groups SLP deployments into direct-cloud, on-premises, and offline families. The on-premises family includes SSM On-Prem and CSLU. The precise choices vary by device family and software release, so a topology that is supported on an IOS XR router may not be supported identically on an enterprise-routing switch or a virtual platform.

How SSM On-Prem and SLP work together

A common architecture looks like this:

  1. A supported Cisco device runs the SLP policy and creates license-usage information.
  2. The device sends that information to SSM On-Prem on the internal network.
  3. SSM On-Prem provides local administration and maintains the device and account records.
  4. In connected mode, SSM On-Prem synchronizes with CSSM. In disconnected mode, an administrator transfers the required files between the local environment and CSSM.

This arrangement separates device-to-manager traffic from direct device-to-cloud traffic. It can simplify firewall policy, centralize administration, and give an organization a consistent local reporting point. It also introduces another system that must be installed, upgraded, monitored, backed up, and kept compatible with the devices it serves.

SSM On-Prem versus SLP: side-by-side comparison

Question SSM On-Prem Smart Licensing Using Policy
What is it? A locally deployed license-management application and server. A Cisco licensing policy and usage-reporting model for supported product instances.
Primary role Provides a local interface and license authority for managed devices; synchronizes information with CSSM when configured to do so. Defines how devices record license use and report that information through a supported topology.
Where does it run? On infrastructure operated by the organization. On supported Cisco product instances, with reporting handled through cloud, on-premises, or offline methods.
Can devices communicate directly with CSSM? Not necessarily. Devices can report to the local manager instead; the manager handles synchronization. Possibly. Direct cloud access is one SLP topology when the product and network support it.
Does it require internet access? Connected mode requires a path from SSM On-Prem to CSSM. Disconnected mode uses manual file transfer instead. Requirements depend on the selected topology: direct cloud, connected on-premises, or offline.
Typical selection factors Local administration, network separation, operating model, and connected or disconnected synchronization requirements. Device-family support, software release, reporting policy, connectivity, and operational requirements.

Connectivity options and when each fits

Direct cloud access

With direct cloud access, supported devices communicate with CSSM without an SSM On-Prem server in the middle. This can reduce local infrastructure and synchronization layers. It is appropriate only when the device documentation allows the topology and the security design permits the required outbound communication.

Direct cloud is not automatically the simplest option for a large or segmented network. Organizations may still prefer a local manager to limit the number of devices with cloud connectivity, standardize administration, or accommodate restricted management zones.

Connected SSM On-Prem

Connected SSM On-Prem places the management interface inside the organization while retaining an automated synchronization path to CSSM. Devices send usage to the local server, and the server exchanges account and usage data with Cisco.

This model suits networks that permit a tightly controlled outbound connection from one management system but do not want every router, switch, or other product instance to reach CSSM directly.

Disconnected SSM On-Prem or other offline methods

Disconnected operation is designed for environments where the local licensing infrastructure cannot maintain a live connection to CSSM. Administrators export the required data, move files across an approved boundary, and import the resulting information back into the local system.

The process must be treated as an operational schedule, not a one-time setup. Missed transfers can leave CSSM and the local manager with different views of usage. File custody, transfer approvals, naming conventions, and retention should be documented before production rollout.

CSLU as another on-premises option

CSLU is another Cisco-documented on-premises SLP option. It is distinct from SSM On-Prem, and the correct choice depends on the device family, management scale, operating system, and the capabilities Cisco documents for that release. Do not assume that a device supporting one local option supports the other in exactly the same way.

How to choose the right approach

Choose SSM On-Prem when local control is the priority

  • Devices are in a restricted network and should not each contact CSSM.
  • A central team needs one local interface for device and usage administration.
  • The organization can operate a server application, including upgrades, backup, access control, and monitoring.
  • The network permits either a controlled outbound connection from the manager or a documented file-transfer process.

Choose direct cloud access when the product and security model allow it

  • The relevant device release explicitly supports direct-cloud SLP.
  • Outbound connectivity to CSSM is acceptable for the affected devices.
  • The organization wants to avoid operating an additional local licensing server.

Choose an offline workflow when isolation is mandatory

  • The environment cannot maintain a live path to CSSM.
  • Administrators can perform recurring, auditable file exchanges.
  • The product documentation defines the required offline sequence for the exact release.

Use compatibility, not preference, as the first filter

Start with the device family and software release. Only after confirming the supported topologies should you compare administrative effort, security boundaries, and infrastructure cost. A preferred architecture that the product does not support is not an available architecture.

Version and compatibility requirements

Cisco’s published version requirements differ by product family, which is why a single “minimum SSM On-Prem version” is unsafe to quote for every Cisco platform.

  • The IOS XR SLP deployment procedure cited by Cisco specifies SSM On-Prem release 9-202407 or higher for that procedure.
  • An enterprise-routing migration chapter specifies SSM On-Prem Version 8, Release 202102 or later for its documented path.

Those values are scoped requirements, not universal compatibility guarantees. Before installation or migration, verify the exact router, switch, virtual platform, operating-system release, license family, and SSM On-Prem release in the current Cisco documentation for that product.

Some platforms also have license-specific prerequisites. Cisco’s enterprise-routing guidance, for example, identifies a required HSECK9 license for certain virtual routing platforms above a stated throughput threshold. That condition belongs to the affected platform and throughput scenario; it should not be treated as a requirement for every SLP deployment.

How to migrate Cisco devices to SLP

The exact commands and screens vary by Cisco product. The following sequence reflects the common control points in Cisco’s migration guidance without assuming that one platform’s commands apply to another.

  1. Inventory the environment. Record each device model, current software release, current licensing mode, installed license packages, account or virtual-account association, and reporting status.
  2. Confirm the target topology. Decide whether the device will use direct cloud, SSM On-Prem, CSLU, or an offline method. Check that the chosen topology is explicitly supported for the device and release.
  3. Check the local manager release. Compare the installed SSM On-Prem version with the requirement in the product-family migration guide. Upgrade the manager first when Cisco’s procedure requires it.
  4. Upgrade the product instance if required. Move the router, switch, or virtual platform to a software release that supports the intended SLP workflow. Follow that platform’s maintenance and rollback procedure.
  5. Prepare the Cisco account relationship. Confirm the correct CSSM account, virtual account, permissions, and entitlement records. Avoid registering production devices to a temporary or incorrect account.
  6. Re-register the local account when the procedure calls for it. Cisco’s enterprise-routing migration guidance includes re-registering the local account with CSSM. Perform this step using the exact workflow for the affected product family.
  7. Configure the device reporting path. Point the device to the approved local manager, utility, cloud endpoint, or offline process. Apply the SLP settings documented for that software release.
  8. Run and verify a usage report. Confirm that the device appears in the intended account, the expected licenses are identified, and the report reaches the selected management layer.
  9. Document the operating schedule. For disconnected deployments, define who exports, transfers, imports, reviews, and archives reporting files. For connected deployments, monitor synchronization and certificate or account errors.
  10. Complete the remaining product-specific steps. Some platforms require additional handling for particular licenses, virtual deployments, or downgrade paths. Do not stop after a device appears registered if the product guide lists further reporting or entitlement actions.

Mixed environments and staged migration

Cisco’s IOS XR guidance allows networks to contain a mix of traditional Smart Licensing devices and SLP devices. That makes a staged transition possible, but it does not make the management process uniform.

Maintain a per-device record of licensing mode, reporting destination, software release, and account association. A shared network may therefore have direct-cloud devices, SSM On-Prem-managed devices, and devices still following an older licensing workflow. Each group must follow its own supported procedure until migration is complete.

Common failure modes and fixes

The device cannot reach the local manager

Check routing, DNS or name resolution, firewall rules, service status, and the manager address configured on the device. Confirm that the local manager is listening on the protocol and port required by that product release. A successful connection from an administrator’s workstation does not prove that the device’s management path works.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

SSM On-Prem cannot synchronize with CSSM

For connected mode, verify the manager’s outbound route, proxy settings if used, time synchronization, certificates, account credentials, and CSSM service reachability. If the environment is intentionally disconnected, do not troubleshoot it as a network outage; follow the documented export and import process instead.

The device is registered but usage is missing

Check the selected virtual account, reporting status, policy state, and the most recent usage-reporting cycle. Confirm that the local manager has received the device’s data and that synchronization or file transfer has completed. Registration alone does not prove that the latest usage record has reached CSSM.

The manager or device release is too old

Use the compatibility matrix and migration guide for the exact product family. Upgrade the local manager and product software in the order Cisco specifies, then repeat account registration or reporting steps that the upgrade invalidates. Do not substitute the IOS XR version requirement for an enterprise-routing requirement, or vice versa.

A downgrade produces inconsistent reporting

Cisco support guidance describes a conditional Catalyst downgrade scenario in which completing a usage-reporting round helps reduce reporting inconsistencies. Treat that as scenario-specific advice, not a universal step for every downgrade. Consult the downgrade instructions for the affected Catalyst release before changing software.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Operational practices after migration

  • Monitor synchronization: Alert on failed CSSM synchronization, stale usage data, certificate errors, and account-registration failures.
  • Keep versions aligned: Track SSM On-Prem and device software releases together; a server upgrade can be required before a device migration.
  • Control permissions: Limit who can change account associations, reporting destinations, and disconnected-transfer files.
  • Back up configuration and records: Preserve the local manager’s data and document recovery steps before maintenance.
  • Review reports on a schedule: Look for devices that have stopped reporting, moved to the wrong account, or show unexpected license states.
  • Record exceptions: Note platform-specific licenses, virtual-platform throughput conditions, offline procedures, and temporary mixed-mode arrangements.

Answers to the questions administrators usually ask

Can I use Smart Software Manager On-Prem with Smart Licensing Using Policy?

Yes. Cisco identifies SSM On-Prem as an on-premises deployment option for SLP. The device still uses SLP; SSM On-Prem supplies the local management and reporting path.

Does SSM On-Prem require internet access?

Only connected synchronization requires a live path from SSM On-Prem to CSSM. A supported disconnected deployment exchanges files manually, although it still requires recurring administrative reporting work.

What version of SSM On-Prem supports SLP?

There is no single version that applies to every Cisco product. Cisco’s IOS XR procedure specifies release 9-202407 or higher, while an enterprise-routing migration procedure specifies Version 8 Release 202102 or later. Verify the requirement for the exact platform and release you are changing.

How do I migrate Cisco devices to SLP?

Inventory the devices, verify topology and release support, upgrade SSM On-Prem or device software when required, re-register the relevant account, configure the reporting path, and validate a usage report. Product-specific instructions control the commands and any additional license steps.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bottom line

Think of SLP as the rulebook for how supported Cisco devices report license use, and SSM On-Prem as one local system that can carry out that reporting and administration. Select the topology only after checking device-family support, software versions, connectivity constraints, and the organization’s ability to operate connected or disconnected synchronization. Cisco or a qualified partner can help with a migration, but the authoritative procedure remains the guide for the exact platform, release, and licensing state.
