CIB, Sealed, and Graded: How Vintage Video Game Condition Affects Value

CIB, sealed, and graded describe different things. CIB (complete in box) describes which original parts are present. Sealed describes whether the original factory packaging remains intact and authentic. Graded describes an evaluator’s opinion of authenticity and condition, usually recorded on a numbered scale and supplied in a protective holder.

None of those labels is a universal price multiplier. A game’s value depends on the exact title, platform, region, release variant, completeness, seal authenticity, documented condition, buyer demand and recent completed sales. To estimate value responsibly, compare copies that match on as many of those attributes as possible rather than applying a fixed percentage to a label.

What “CIB” means for a vintage video game

At its core, CGC defines a CIB game as “a game including the box, manual and game cartridge or disc.” That definition answers the common question “What is a CIB video game?”: it is more than a loose cartridge or disc, but it is not automatically factory sealed or professionally graded.

The box, manual and game are the baseline. Condition still matters within each part: a complete copy can have a crushed box, writing in the manual, a damaged label or a heavily scratched disc. CIB describes contents, not a guaranteed level of preservation.

CGC’s stricter 100% CIB designation

CGC announced its 100% CIB designation on August 16, 2024. For that designation, the box, cartridge and manual must match, and the package must include game-specific, console or publisher inserts and original packing materials when those materials belong with that release. Examples include dust sleeves, cartridge trays and baggies. Original plastic wrap is not required for 100% CIB.

Mismatched components and reproduction items can disqualify a copy from the designation. A cartridge paired with the wrong regional box, a photocopied manual or a replacement tray may still form a useful collectible for some buyers, but it should not be represented as a fully original 100% CIB example.

Label What it primarily tells you What it does not establish
Loose The cartridge or disc is being offered without the complete original package. It does not establish that the box, manual or inserts exist elsewhere.
CIB The game, box and manual are present; a stricter designation may also require matching inserts and packing materials. It does not prove factory sealing, perfect condition or professional authentication.
Sealed Original external packaging is claimed to remain intact. It does not by itself prove the wrap is factory original, that contents match the release or that the copy is mint.
Graded A named service has authenticated and assessed the item under its own standards, often with encapsulation. It does not guarantee a particular sale price or make scores from different companies interchangeable.

What “sealed” means—and why authenticity matters

Sealed refers to the original seal, not merely plastic around a box. CGC’s grading-scale material describes traditional video-game sealing as plastic wrap with variations including seams, overlaps and Y-folds. Different publishers, platforms and production runs can therefore show different legitimate wrapping patterns.

Recognizing an original seal

Inspect how the film is folded and joined, whether seams sit where the package design suggests they should, and whether the wrap has consistent tension and aging. A tear, cloudy area, replaced sticker or unusually loose film deserves explanation. Photographs can help, but images alone may not resolve a difficult reseal question; provenance and in-person examination can matter.

A sealed copy can also have manufacturing defects. Dents in the box, scuffs in the film, printing flaws or small tears do not automatically mean the package was opened, but they affect condition and may affect a seal assessment. Record the exact location and extent of every defect before comparing the item with another sealed copy.

CGC seal letters are separate from the game grade

CGC uses numeric grades to describe overall video-game condition and separate letter grades for seal quality. Its scale describes A++ as a nearly perfect original seal with negligible handling or manufacturing defects. A+ indicates a very well-preserved seal with strong eye appeal and several minor defects. Lower letters represent progressively more visible or consequential defects. These are CGC’s standards, not a universal language that every buyer or company applies identically.

When a listing says “sealed,” ask whether the seller means an unbroken factory seal, a professionally assessed seal, or simply that plastic is present. Those are materially different claims.

What professional grading adds

CGC describes its video-game service as combining expert authentication, grading on a 10-point scale and encapsulation in a crystal-clear, tamper-evident holder. The company says it grades games and consoles across platforms including Nintendo, Sega, Atari, Sony, Microsoft and NEC, along with most international games and select cartridge-only titles.

Authentication addresses whether the item and its components appear genuine. The numeric grade records condition under the service’s published criteria. Encapsulation keeps the assessed item together and makes later tampering more apparent. A holder can improve handling and display, but it does not repair a damaged box or create missing original parts.

Scores belong to the grading company that issued them

Video Game Authority (VGA) offers a Standard 100-point scale and a Unified 10-point scale. VGA says the Unified scale is its own system and an alternate display of the same evaluation. Its conversion reference is not intended to compare VGA grades with scores from other grading companies.

Consequently, write and read a score with the provider attached: “VGA Unified 9.4” and “CGC 9.4” are not automatically equivalent. Even when two services use similar numbers, their definitions, designations, seal treatment and tolerances can differ. A bare number without the company and scale removes information a buyer needs.

How condition labels influence value

Condition labels help buyers sort copies, but they do not set a universal premium. The official grading descriptions establish what a service evaluates; they do not establish that grading raises resale prices by a fixed amount. No responsible percentage can be applied to every CIB, sealed or graded game.

Market value is title-specific. A common game with many complete copies may behave differently from a scarce regional release. A desirable variant with an original insert can outperform a higher-scoring but mismatched copy. Demand can also change by platform, region and collecting trend.

Why a grade is not a price promise

  • The grade describes the submitted item under one company’s rules, while buyers decide what they will pay.
  • Two copies with the same numeric score can differ in edition, region, seal style, inserts or provenance.
  • Encapsulation and authentication have fees, and those costs are not evidence of a matching increase in resale value.
  • Exceptional auction results are outliers unless repeated by several comparable completed sales.

How to compare genuinely similar copies

Use a repeatable comparison process before assigning a value. The goal is to remove differences that can make two listings look similar while representing different collectibles.

  1. Identify the exact release. Record the title, platform, region, publisher, release or print variant and edition. Note label differences, language, bundle status and any known revision.
  2. Classify package status. Mark the copy as loose, CIB, sealed or graded. Do not treat “complete” as synonymous with “100% CIB” unless the required components have been checked.
  3. Inventory original components. Confirm the matching box, manual, cartridge or disc, inserts and packing materials. Separate original parts from replacements and reproductions.
  4. Document condition and defects. Photograph box corners, seams, labels, manuals, discs, stickers and every tear or crease. For sealed items, describe the wrap’s seams, overlaps, Y-folds and any opening or reseal concern.
  5. Record grading details. If encapsulated, note the grading company, scale, numeric score, seal letter or other designation, label text and holder condition. Never merge scores from different providers into one ranking.
  6. Use completed sales. Search recent sold transactions and record the sale date, venue and final price. Asking prices show what sellers hope to receive, not what buyers actually paid.
  7. Discard weak comparables. Exclude listings with a different region or variant, missing inserts, questionable seals, uncertain authenticity or a different grading service when those differences materially affect the comparison.

A practical comparison worksheet

Attribute to record Copy A Copy B
Title, platform and region Exact release identification Exact release identification
Edition or print variant Variant-specific description Variant-specific description
Package status Loose, CIB, sealed or graded Loose, CIB, sealed or graded

Seal information Seal pattern, defects and authenticity evidence Seal pattern, defects and authenticity evidence
Grading information Company, scale, grade and designations Company, scale, grade and designations
Sale evidence Date, venue and completed-sale price Date, venue and completed-sale price

If several rows cannot be matched, treat the result as directional rather than a direct valuation. A sealed regional variant and an opened domestic copy may share a title but are not interchangeable evidence.

Should you submit a game for grading?

Grading can be sensible when authentication, a documented condition assessment and a tamper-evident display holder solve a problem you actually have. It can be less compelling when the copy is common, damaged, incomplete or difficult to compare with recent graded sales.

Reasons collectors submit

  • They want an independent authentication opinion for a high-value or frequently counterfeited item.
  • They want the game, inserts and label preserved together in a sealed holder.
  • They prefer a standardized description when selling to buyers who understand that provider’s scale.
  • They need a clear record of seal quality or condition for insurance and collection management.

Reasons to keep a game ungraded

  • The item’s value is driven mainly by rarity or completeness, which encapsulation cannot change.
  • The game has missing or reproduction components that a grade will document rather than replace.
  • You need to inspect, play or handle the original packaging regularly.
  • Submission, shipping and return costs would consume an unreasonable share of the likely selling price.

Fees, tiers and turnaround

CGC’s service page lists Standard and Standard Bulk tiers with estimated turnarounds and maximum fair-market-value limits. VGA’s pricing page lists submission tiers and optional UV material, cleaning and grading-summary upgrades. Prices, limits and turnaround estimates can change, so check the provider’s current page immediately before submitting and record the tier, date, geography, membership requirements and shipping charges.

A grading invoice is a service cost, not a market guarantee. Before submitting, compare the likely benefit of authentication and protection with the complete cost and with recent sales of similarly graded copies.

Common mistakes that distort a valuation

Calling any plastic “factory sealed”

Replacement wrap, a reseal or an opened package with new film should not be grouped with an authenticated original seal. Describe uncertainty plainly and seek specialist review when the distinction changes the decision.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring regional and print differences

Different language versions, publishers, ratings marks, bundle editions and later print runs can have different collector demand. Match these details before using a sale as evidence.

Counting a replacement as original

A reproduction manual or generic tray can make a package look complete while changing its collectibility. List every replacement and do not present the copy as a stricter CIB designation that excludes reproductions.

Comparing grades without naming the service

CGC’s 10-point assessment and seal letters and VGA’s Standard 100-point and Unified 10-point systems are provider-specific. Keep the company, scale and designation attached to every score.

Using an asking price as proof

An unsold listing is an aspiration. Build your range from multiple recent completed sales, then adjust for exact variant, completeness, seal authenticity, grade and sale venue.

Answering “How much is my sealed video game worth?”

There is no reliable answer from the word “sealed” alone. Start with exact identification, verify the wrap, document defects and find recent completed sales of the same release in the same region and edition. If no genuinely similar sales exist, report that the evidence is thin rather than substituting a generic sealed premium or an exceptional auction result.

The same discipline applies to CIB and graded copies. A label narrows the description; matched sales establish the market context.

What to record when selling or buying

  • Clear photos of all sides, seams, labels, corners, manuals and inserts.
  • The exact title, platform, region, edition and print or revision information.
  • A component inventory identifying original, missing and reproduction parts.
  • For sealed games, a description of wrap construction and any tear, lift, overlap or suspected reseal.
  • For graded games, the company, scale, score, seal designation, certification details and holder condition.
  • The sale date, venue and final price for every comparable transaction used in your estimate.

With those records, buyers can distinguish package completeness from seal status and from a professional opinion, and they can judge whether a comparison is truly like-for-like.
