Choosing Broadband: What Download Speed Can—and Can’t—Tell You

Broadband download speed is the rate at which data travel from the internet to your device. It is usually measured in megabits per second (Mbps), but it is only one part of connection performance: it does not tell you upload speed, latency, reliability, or the speed you will receive at every moment.

What download speed measures

When you open a webpage, download a file, or stream a video, data travel from the internet to your device. Download speed describes the rate of that transfer. Internet plans commonly state the rate in Mbps, or megabits per second.

A higher download rate can move more data in the same amount of time, but the number is not a complete description of how a connection feels to use. Actual performance can change over time and across activities.

Mbps is not the same as MB/s

Mbps means megabits per second. A capital B in MB/s means megabytes per second; bits and bytes are different units. Broadband plans generally use Mbps, while some software interfaces show file-transfer rates in MB/s. Check the unit before comparing two figures.

Download speed is not the whole connection

Measure What it describes
Download speed How quickly data travel from the internet to your device.
Upload speed How quickly data travel from your device to the internet.
Latency The delay involved in sending and receiving data; it can matter for time-sensitive uses such as calls and gaming.
Reliability How consistently a connection remains available and usable, which matters when interruptions disrupt an activity.

For example, a service described as 25/3 Mbps lists 25 Mbps download and 3 Mbps upload. That notation does not state latency or reliability. For real-time calls, gaming, or activities that cannot tolerate interruptions, those other qualities can matter alongside download speed.

What the FCC’s 25/3 Mbps benchmark means

In the United States, the FCC has used a benchmark of 25 Mbps download and 3 Mbps upload in its fixed-broadband deployment assessment since 2015, according to the U.S. Government Accountability Office’s 2023 report. It is a regulatory yardstick for that assessment, not a universal technical definition of broadband, a guarantee of a customer’s speed, or proof that the rate is sufficient for every household. GAO’s 2023 report describes the benchmark and the FCC’s assessment process.

Why your experienced speed can differ

A plan’s stated or typical speed is not a promise that every device will always receive that rate. The FCC identifies several factors that can affect experienced speed:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • The equipment you use.
  • How many devices are operating at the same time.
  • Network congestion and nearby customers’ network use.
  • For wireless service, how far you are from a cell site.

A speed test is a measurement under the conditions at the time of the test. Its result can differ from a plan’s advertised maximum or typical speed disclosure; it does not, by itself, establish the speed you will get continuously. The FCC explains these performance factors in its broadband transparency materials.

  • COVERAGE IN EVERY ROOM: Covers up to 1,500 sq. ft. for up to 20 connected devices. Walls, floors, and interference can reduce range. Larger or multi-story homes may benefit from a NETGEAR Orbi mesh WiFi system.

How to compare speed information

Before treating two speed figures as comparable, check what each one represents: download or upload, a typical disclosure or an advertised maximum, or a measurement made in a particular test. Consider latency and reliability separately if your use involves real-time interaction or interruptions would be costly.

In the United States, the FCC National Broadband Map lets you search an address for providers, technologies, and reported speeds. The map displays maximum advertised download and upload speeds reported by providers, not a guarantee of performance at your home. Its default fixed-service view hides offerings below 25 Mbps download; filters can reveal them. See the map’s address-search help for how to view location-specific listings.

Is there one “good” download speed?

No single download rate is established as good for every household or activity. The useful rate depends on what people in the household do at the same time, the service technology, and other performance needs. Compare the relevant download and upload figures, but do not treat either as a substitute for latency, reliability, or the conditions behind a speed disclosure or test.
