Choose Where Proxies Run in an Istio and Cilium Mesh

Istio ambient with Cilium is sidecar-less, not proxyless. It removes the proxy from each application pod, but keeps a ztunnel proxy on every node and can add Envoy waypoint proxies for Layer 7 (L7) features. Cilium remains the cluster’s CNI and network-policy layer; Istio supplies mesh traffic handling. Whether this setup fits depends on where you need proxies, which layer should own HTTP policy, and whether your cluster configuration supports the required traffic path.

Where do the proxies live in ambient mode?

In sidecar mode, each participating application pod has an Istio proxy alongside its workload containers. Ambient moves the base mesh proxy out of those pods: a Rust-based ztunnel runs per node and handles Layer 3/Layer 4 (L3/L4) mesh functions, including mutual TLS (mTLS), authentication, L4 authorization, and telemetry. Ambient uses HBONE, an HTTP CONNECT-based tunnel, for its secure overlay.

A typical ambient path is workload → source node’s ztunnel → destination node’s ztunnel → destination workload. If a flow needs L7 processing, an Envoy waypoint can be placed in that path. Waypoints run outside application pods and can be installed, upgraded, and scaled independently.

Istio’s Ambient Mode Overview describes the model as “sidecar-less mesh.” That is the useful distinction: no per-workload sidecar does not mean no proxies in the system. Ambient is not an eBPF-only data plane; ztunnel and, when needed, waypoint proxies remain part of it.

What changes between sidecar and ambient?

Decision point Sidecar mode Ambient mode
Proxy placement Proxy in each participating application pod. Per-node ztunnel; optional Envoy waypoint outside application pods.
Base mesh features Sidecar handles mesh traffic for its workload. ztunnel handles mTLS, tunneling, L4 authorization, and L4 telemetry.
L7 features Available through the sidecar data plane and configured mesh policy. Require a waypoint for L7 authorization, telemetry, and advanced traffic management.
Cilium’s role Primary CNI and Kubernetes network-policy enforcement; it does not replace Istio’s mesh proxy layer.
Adoption Istio supports sidecar and ambient workloads in the same mesh, enabling phased transition, with enrollment and policy changes to plan.

The table describes the architecture, not a performance guarantee. Istio’s Quickstart recommends ambient as a general starting point for new users, while sidecar mode remains supported. The official material does not establish a universal resource, latency, or cost saving for a Cilium cluster, so choose based on features and operational fit rather than an assumed percentage improvement.

How are Cilium and Istio responsibilities divided?

Cilium acts as the primary cluster CNI and can enforce Kubernetes NetworkPolicy. Istio is not a CNI and does not manage or bypass Kubernetes NetworkPolicy. For ambient, the Istio CNI node agent is required: it chains after the primary CNI plugins, such as Cilium, and configures mesh traffic redirection rather than replacing the primary CNI.

TP-Link Deco S4 Mesh AC1900 WiFi System, Deco S4(3-Pack) | Up to 5,500 Sq.ft. Coverage, Replaces WiFi Router and Extender, Gigabit Ports, Works with Alexa
  • A New Way to WiFi: Deco Mesh technology gives you a better WiFi experience in all directions with faster WiFi speeds and strong WiFi signal to cover your whole home.
  • Better Coverage than traditional WiFi routers: Deco S4 three units work seamlessly to create a WiFi mesh network that can cover homes up to 5, 500 square feet. No dead zone anymore.
  • Seamless and Stable WiFi Mesh: Rather than wifi range extender that need multiple network names and passwords, Deco S4 allows you to enjoy seamless roaming throughout the house, with a single network name and password.
  • Incredibly fast 3× 3 6 Stream AC1900 speeds makes the deco capable of providing connectivity for up to 100 devices.
  • With advanced Deco Mesh Technology, units work together to form a unified network with a single network name. Devices automatically switch between Decos as you move through your home for the fastest possible speeds.

That division matters because the mesh tunnel still has to pass through the cluster’s network controls. NetworkPolicy can block traffic outside the application pod, even when Istio has enrolled the workload. A policy that allows only the application’s service port may therefore be insufficient for ambient flows.

What should you verify before enabling ambient with Cilium?

Confirm CNI chaining and version-specific settings

Cilium’s Istio integration guidance for version 1.20.2 includes cni.exclusive=false and socketLB.hostNamespaceOnly among prerequisites for its ambient demonstration. Istio’s ambient platform prerequisites also call out cni.exclusive=false: Cilium otherwise proactively deletes other CNI plugin configuration. Treat these as version- and cluster-specific guidance, not a universal configuration snippet. If Cilium replaces kube-proxy, follow the ambient-specific additional configuration for the installed versions of both projects.

Check masquerading and probe behavior

Istio’s Cilium prerequisite page, in the configuration documented as of October 7, 2026, says that bpf.masquerade=true is not currently supported for ambient because pod health checks become non-functional. It says Cilium’s default iptables masquerading implementation should continue to work. This is a version-sensitive constraint; verify it against the documentation for the versions you deploy.

There is a separate policy issue with kubelet health probes. Istio identifies these probes using link-local SNAT addresses. Where a Cilium default-deny policy blocks the probe because it does not recognize Istio’s link-local SNAT source, Istio documents a CiliumClusterWideNetworkPolicy exception for IPv4 address 169.254.7.127/32. The exception is not universally necessary: it applies to the relevant default-deny policy situation. IPv6 and dual-stack clusters need corresponding IPv6 treatment; do not assume the IPv4 exception covers them.

Allow the ambient tunnel where policy requires it

Ambient secure-overlay traffic uses TCP port 15008. Review network policies for the nodes and workloads along the path: rules allowing only application ports may also need to allow this tunnel traffic. Istio notes that sidecar workloads receiving traffic from ambient workloads may likewise need port 15008 allowed. The exact rule depends on your CNI and existing policy; ambient does not bypass NetworkPolicy.

Choose one owner for L7 HTTP policy

Cilium advises against applying both Cilium and Istio L7 HTTP policy controls to the same traffic because competing enforcement can create split-brain behavior. In ambient mode, mTLS also prevents Cilium from inspecting the original L7 traffic. If Istio owns L7 enforcement, Cilium still governs the encrypted or tunneled traffic at the network layer, but it does not see the original endpoints and HTTP data as L7 traffic.

If you instead need Cilium L7 policy for selected ambient workloads, Cilium’s guidance requires removing those workloads from ambient or disabling Istio redirection so Cilium can inspect the traffic. In sidecar mode, the Cilium guide says selected workloads using Cilium L7 policy require Istio mTLS to be disabled for those workloads. That is a security and architecture decision: define which layer handles authentication and L7 enforcement before enabling the combination.

Can you migrate gradually from sidecars?

Yes. Istio supports sidecar and ambient workloads in one mesh, so you can add ambient components while leaving existing sidecar workloads in place, then migrate in stages. Enrollment uses the label istio.io/dataplane-mode=ambient on a namespace or pod.

Do not configure the same pod or namespace to be selected for both sidecar and ambient modes. Istio documents that sidecar mode takes precedence if both configurations apply. Its migration guidance also warns that moving L7 policy resources can create a brief enforcement gap, and identifies unsupported integrations such as SPIRE. Check the migration instructions for your Istio version and plan policy changes around that gap.

Which mode is the better fit?

  • Choose ambient when removing per-pod proxies is valuable and the base L4 mesh features are enough, or when you can add waypoints for workloads that need L7 processing.
  • Choose sidecars when your current setup depends on sidecar-specific integrations or workflows, or when a planned ambient migration has unresolved policy or compatibility constraints.
  • For either mode, decide whether Cilium or Istio owns L7 HTTP policy on each flow, and validate CNI chaining, network-policy allowances, and probe behavior against the deployed versions.

These are architectural trade-offs, not proof that one mode is universally faster or cheaper. The relevant official documentation versions are Istio 1.31.1 and Cilium 1.20.2; their integration requirements can change, so check the version-matched project documentation when configuring a cluster.
