China’s Asia-Largest Satellite Factory Nears Operation in Hainan—but Full Production Is Unconfirmed

China’s satellite “super factory” is being built at Wenchang International Aerospace City (WIAC) in Hainan Province. It is designed to produce up to 1,000 satellites a year and combine spacecraft assembly, testing and satellite–rocket encapsulation near Wenchang’s launch infrastructure. Chinese reporting said the project was nearing operation in December 2025, but available evidence through August 18, 2026, does not independently confirm routine commercial production. The 1,000-satellite figure is therefore a planned capacity, not a verified current output.

Where China’s satellite super factory is located

The project sits in Wenchang City, Hainan Province, inside Wenchang International Aerospace City and close to China’s Wenchang spacecraft launch infrastructure. The location addresses a practical problem: spacecraft manufactured elsewhere must be transported to Hainan before launch. Building manufacturing, testing and launch-related integration in one cluster is intended to reduce handling, transport and coordination burdens. CGTN described that original rationale in 2024.

What the project includes

The “factory” is one part of a larger industrial structure reported by the Hainan government as a “1+1+8” model:

  • One satellite super factory.
  • One testing and inspection center.
  • Eight core-unit development centers.

The factory is planned at approximately 60,000 square meters, with estimated investment of about 1.091 billion yuan. Hainan reporting in March 2025 said the project was intended to be completed and produce its first satellite by the end of 2025; that was a schedule target, not confirmation that the milestone occurred. Hainan provincial reporting provides the project figures and timetable.

What “1,000 satellites a year” actually means

The headline number is a design goal: once fully operational, the facility is expected to reach production of up to 1,000 satellites annually. It should not be read as proof that 1,000 satellites are currently leaving the line each year.

Unit counts also need context. A “satellite” can be a relatively small standardized spacecraft or a much larger, more complex platform. Production rates depend on design similarity, payloads, environmental testing, quality assurance, customer demand and financing. Even if the factory reaches its planned rate, annual launches could be lower because rockets, launch ranges, spectrum approvals, ground systems and constellation schedules impose separate limits.

What factory-to-launch integration involves

The intended workflow links several stages within WIAC:

  1. Suppliers deliver satellite and rocket components to the industrial area.
  2. Spacecraft are assembled using standardized, information-linked production processes.
  3. Satellites undergo inspection and qualification testing.
  4. The spacecraft is integrated with its launch vehicle and enclosed in the payload fairing—known as satellite–rocket encapsulation.
  5. The integrated payload proceeds through final launch-site, range and mission procedures.

Encapsulation means placing the spacecraft inside the rocket’s protective fairing and preparing it for flight. It can reduce transport and coordination steps, but it does not mean a satellite launches immediately after assembly. Rocket readiness, regulatory approvals, orbital requirements, weather, range availability and customer decisions still determine the launch date.

CGTN reported that the site combines satellite assembly and satellite–rocket encapsulation and attributed the description of it as China’s only production base with both capabilities to the project and local authorities. “Asia’s largest” is likewise a Chinese official or CGTN characterization, not an independently audited ranking of every Asian satellite plant; it may refer to planned capacity, facility scale or integrated functions.

Why China is building it

Supporting large constellations

Repeatable spacecraft designs and batch production can lower unit costs, simplify procurement and accelerate deployment of low-Earth-orbit networks. The facility is expected to support the Thousand Sails constellation program as well as broader low-orbit constellation plans; it is not described as dedicated exclusively to that program.

Building a complete commercial-space chain

WIAC is being developed as more than a launch site, spanning rockets, satellites, research, manufacturing, tracking, data applications and related services. CGTN reported that more than 20 upstream and downstream companies had signed agreements to establish operations in the area. Such agreements indicate planned settlement, not proof that every company already has a completed, producing plant.

Linking production with launch infrastructure

Co-location can shorten logistics routes and make scheduling between spacecraft manufacturers, launch providers and testing teams easier. It also concentrates industrial, weather and infrastructure exposure in one region, so integration is an efficiency measure rather than a guarantee of uninterrupted launches.

Supporting infrastructure around the factory

The planned ecosystem includes shared testing, inspection and component facilities, automated or digitally managed production and overhead logistics routes designed to move parts without conventional packaging. A reported electrical-interconnection center was intended to make items such as low-frequency cable assemblies and optical-fiber cable assemblies through wiring, potting, baking, cleaning, assembly and packaging. Hainan reporting scheduled that center for completion and operation in April 2026; the schedule should be treated as a plan unless a subsequent completion announcement confirms it. See the Hainan project report.

Wenchang’s Free Trade Port and international ambitions

Hainan presents WIAC as a key Free Trade Port industrial park with launch, high-technology and tourism zones, plus satellite and rocket research, international cooperation and aerospace-data activities. The Hainan government’s English-language overview describes that wider role and related incentives.

CGTN also reported plans for an international satellite-data trading platform and a bonded data zone intended to attract data resources from abroad. A later report described a Nepal-customized small satellite entering Hainan under a special customs model and being launched in China. That example illustrates the region’s internationalization ambitions, but it does not establish that the super factory manufactured that spacecraft. CGTN’s account of the Nepal satellite and customs model.

What is confirmed—and what is not

Question Best-supported answer
Where is it? Wenchang International Aerospace City, Hainan Province.
What is the planned capacity? Up to 1,000 satellites per year once fully operational.
When was operation expected? December 2025 reporting described the facility as nearing operation; March 2025 plans targeted first production by the end of 2025.
Has routine full-rate production been independently confirmed? No, not in the available evidence through August 18, 2026.
Has a satellite made there been publicly confirmed as launched? Not established by the cited reports.
What does “Asia’s largest” mean? A description used by Chinese official reporting and CGTN, without an independent region-wide ranking.

What could limit the headline output

  • Demand may not fill the designed production rate.
  • Testing and quality-control capacity must expand with assembly throughput.
  • Launch vehicles and ranges may deploy spacecraft more slowly than the factory can build them.
  • Constellations still require spectrum, ground stations, financing, insurance and regulatory approvals.
  • Export controls, licensing and geopolitical restrictions can affect foreign customers and components.
  • Different spacecraft sizes and payload complexities make a simple satellite-per-year comparison incomplete.

The project is significant because it attempts to connect mass spacecraft manufacturing with launch preparation in one industrial base. Its success, however, will be measured by completed qualification, recurring production, delivered spacecraft and launches—not by the 1,000-satellite design figure alone.
