China’s Aging Population: Causes, Economic Effects, and Policy Responses

China is aging because far fewer children are being born while people live longer. At the end of 2024, 310.31 million people in mainland China were at least 60 years old—22.0% of the population. The total population was 1,408.28 million, down 1.39 million from 2023, as 9.54 million births were outweighed by 10.93 million deaths.

This is both an age-structure change and a population decline. It affects the size of the workforce, pension financing, health and long-term care, household responsibilities and consumer demand. China is responding with a phased retirement-age increase beginning in 2025, fertility and childcare measures, pension changes, expanded community and medical care, long-term-care insurance work and a government-backed “silver economy.”

How large is China’s older population?

China’s latest annual demographic release shows rapid aging alongside a second year of natural population decrease. The 2024 figures cover the mainland statistical population reported by the National Bureau of Statistics; they should not be treated as a combined figure for Hong Kong, Macao, Taiwan and foreign residents.

Measure 2023 2024
Total population 1,409.67 million 1,408.28 million
Year-over-year population change Down 2.08 million Down 1.39 million
Births 9.02 million 9.54 million
Deaths 11.10 million 10.93 million
Natural growth rate -1.48 per thousand -0.99 per thousand
People aged 60 and over 296.97 million (21.1%) 310.31 million (22.0%)
People aged 65 and over 216.76 million (15.4%) Not stated in the cited 2025 release
Population aged 16–59 Not stated in the cited 2024 release 857.98 million (60.9%)

The percentages use each year’s total population as the denominator. The 22.0% figure is a share of people aged 60 and over, not a 65-and-over share. In its June 2024 China Economic Update, the World Bank described China as having become an aged society in 2023 under the 65-plus threshold used in that analysis.

The 2024 birth count was higher than in 2023, but one year of improvement did not prevent overall decline: deaths still exceeded births by about 1.39 million. The natural growth rate measures births minus deaths and does not by itself describe migration.

Why is China’s population aging?

Fertility fell sharply

The central demographic mechanism is a sustained fall in fertility. The World Bank reports that fertility declined markedly after 1980, during the one-child-policy era and alongside rising incomes and better education, particularly for women. Smaller birth cohorts eventually produce fewer young adults and a higher share of older people even if the number of older residents is unchanged.

The one-child policy accelerated the reduction in cohort size, but it is not the only reason current fertility is low. Later marriage and childbearing, high housing and education costs, demanding work schedules and changing preferences all affect decisions about having children. Official and World Bank sources identify these forces qualitatively; they do not provide a single causal percentage assigning responsibility to each one.

People are living longer

Rising longevity is the second force. Better living standards, public health, medical treatment and disease prevention allow more people to survive into older age. When longer lives coincide with fewer births, the population pyramid narrows at the base and widens in older age groups. China’s aging therefore reflects both the arrival of large earlier cohorts at retirement age and the continuing expansion of later-life survival.

The age structure now carries momentum

Demographic change has built-in momentum. Even if births rise temporarily, children take roughly two decades to enter the labor force. Meanwhile, people already born continue moving into older age groups. That is why a modest increase from 9.02 million births in 2023 to 9.54 million in 2024 did not reverse the population trend.

Is China’s population shrinking?

Yes, on the official annual figures, China’s mainland population declined in both 2023 and 2024. In 2024, 9.54 million births and 10.93 million deaths produced a natural growth rate of -0.99 per thousand and a net reduction of 1.39 million people from the previous year. In 2023, the natural growth rate was -1.48 per thousand.

A shrinking total and an aging population are related but distinct. Population decline describes the number of residents; aging describes the distribution by age. A country can age while still growing if births and migration add people, or shrink without aging as quickly if losses are concentrated among older residents. China is currently experiencing both a smaller total and a larger older share.

How aging affects China’s economy

A smaller labor supply raises the productivity stakes

The 16–59 population was 857.98 million, or 60.9% of the total, in 2024. As younger cohorts become smaller relative to retirees, labor-force growth slows. Employers may face tighter recruitment, higher wage or training costs and a stronger need to retain experienced workers. The effect is not mechanically a collapse in output: productivity, capital investment, automation, better management and participation by older workers can offset fewer workers.

The World Bank’s China analysis says the economic challenges of aging can be overcome through policies that increase labor-force participation and extend productive working lives. It highlights affordable childcare, better work-life balance, eliminating gender bias in hiring, a higher retirement age, skills upgrading and lifelong learning. These measures address both the number of people working and the value produced per worker.

Pensions put more weight on financing and pooling

When the number of beneficiaries grows faster than the number of contributors, basic pension systems face greater financing pressure. The issue is not simply the headline benefit: contribution rates, wage growth, retirement timing, investment returns, regional fiscal capacity and the ratio of contributors to retirees all matter.

China’s aging plans call for broader basic-pension coverage, gradual retirement reform, expansion of enterprise and occupational pensions and development of a third pillar that includes personal pensions. The 2024 reform decision also calls for nationally coordinated basic old-age insurance and stronger supervision of pension funds. National pooling can share demographic and fiscal risks across regions, while supplementary schemes can reduce reliance on the basic tier for people who have access to them.

Health and long-term care demand rises

Older populations typically require more chronic-disease management, rehabilitation, medicines, accessible housing, home assistance and help with daily activities. Demand is distributed across several settings: family homes, neighborhood services, community facilities, hospitals and residential institutions. Medical-care integration is important because an older person may need treatment, rehabilitation and daily support rather than a single hospital episode.

China’s national aging plan calls for a long-term-care insurance framework beginning with people who have severe disability needs. Policy documents also emphasize stronger rural services and support for older people who are alone, disabled or otherwise vulnerable. Nationally comparable figures for a caregiver or eldercare-bed shortfall are not established in the cited sources, so the scale of any gap should not be inferred from the size of the older population alone.

Families and regions absorb uneven costs

Where formal services are limited, relatives provide unpaid care, potentially reducing their hours of paid work and increasing household spending. The burden can be especially difficult for families supporting a disabled parent while raising children. Pension coverage, medical access and service availability vary by employment history, urban or rural location and region, so the same national aging rate can produce very different household outcomes.

The World Bank’s 2024 analysis considers both long-term growth and inequality. It does not establish one national figure for the value of unpaid family care, and a precise estimate should not be assigned without a defined survey and methodology.

Demand shifts toward the silver economy

A larger older consumer base changes what households and businesses need: safer homes, mobility aids, accessible transport, preventive health, rehabilitation, leisure, financial services and forms of care that allow people to remain at home. On 11 January 2024, the State Council General Office described the silver economy as “a series of economic activities that provide products or services for the elderly and prepare for old age.” Its policy asks the sector to develop at scale, with greater standardization, clustering and recognizable brands.

This is a market opportunity, but it is also a welfare test. Products and services must be affordable, safe and usable by people with disabilities or cognitive limitations. Consumer protection, transparent pricing and service quality matter as much as market size.

What retirement-age reform is China implementing?

China began a statutory retirement-age transition on 1 January 2025. The National People’s Congress decision sets a gradual, 15-year increase rather than an immediate change. It describes implementation as small-step, flexible and classified, so the applicable age depends on the worker’s category and the transition schedule.

Worker category Previous statutory age Target after the 15-year transition
Men 60 63
Women in the category previously retiring at 50 50 55
Women in the category previously retiring at 55 55 58

Separate implementing rules provide for flexible retirement choices subject to minimum-age and contribution requirements. The reform is therefore not a single date on which every worker must remain employed until the new target; workers follow the applicable transition and eligibility rules. Raising the statutory age can increase the contributor base and preserve experienced labor, but it also makes workplace health, age discrimination, job redesign and fair access to flexible retirement important policy questions.

How is China responding to low fertility?

The 2024 reform decision treats fertility policy as a package rather than a single cash incentive. It calls for reducing the costs of childbearing, childcare and education; improving maternity support; developing childcare subsidies; and using employer, community and family-based childcare models. It also calls for public services that follow mobile residents, an important issue for families whose employment and residence do not match their household registration location.

These measures address practical constraints, but they cannot instantly change the age structure. Childcare availability, housing, education costs, parental leave, workplace expectations and women’s career penalties influence whether financial support translates into additional births. The available official and World Bank material does not support a guaranteed fertility response or a precise number of births attributable to any individual measure.

What pension and eldercare policies are planned?

Basic and supplementary pensions

The 14th Five-Year aging plan links retirement-age reform with wider basic-pension coverage, more coherent national pooling and reasonable adjustments to contributions and benefits. It also supports enterprise and occupational pensions and a personal-pension third pillar. The objective is to spread retirement income across several sources while keeping the basic system financially sustainable.

Community, rural and integrated care

National plans prioritize community-based services so that older people can receive help near home, alongside improvements in rural eldercare. Integrating medical treatment with daily care is intended to reduce the divide between hospitals and long-term support. Particular attention is directed to people who live alone, have severe disabilities or lack reliable family assistance.

Long-term-care insurance

China is developing long-term-care insurance beginning with severe disability needs. Such coverage is different from ordinary medical insurance: medical insurance pays for eligible treatment, while long-term-care arrangements help with sustained assistance in daily living. Eligibility rules, financing and service standards determine how much protection families ultimately receive.

What should observers watch next?

  • Whether births stabilize or continue falling after the 2024 increase.
  • How quickly the retirement-age schedule changes actual labor-force participation and retirement behavior.
  • Whether national pension pooling and supplementary schemes improve coverage without creating unaffordable contribution burdens.
  • How effectively community and rural services reach people with disabilities and those living alone.
  • Whether silver-economy products become affordable and reliable rather than serving only affluent urban consumers.
  • Whether productivity, automation, skills upgrading and lifelong learning compensate for slower labor-force growth.

China’s aging challenge is therefore not a single crisis with one fix. Fewer births and longer lives have already changed the population structure. Retirement reform, childcare, pensions, health services, long-term care and age-friendly products address different parts of the adjustment. Their combined effect will determine whether a smaller workforce and larger older population translate into slower living-standard gains or into a more productive, better-supported aging society.
