China is the strongest default for complex, high-volume manufacturing. Its cited supplier density, logistics and output per worker are ahead of Vietnam and India. Vietnam is often the better diversification and export-assembly base, especially when lower commercial electricity and corporate-tax indicators improve the landed-cost model. India is most compelling when a project depends on its large domestic market, engineering capabilities, pharmaceuticals, automotive production or policy-supported local capacity.

There is no universal cheapest country. The right answer depends on the product, annual volume, destination market, component mix, quality requirements, lead-time tolerance and total landed cost—not the factory quote alone.

The short answer: match the country to the manufacturing job

Choose China when you need many local component suppliers, tooling, rapid iteration, mature contract manufacturing and dependable high-volume export logistics. Choose Vietnam when you need export-oriented assembly, a second Asian production base, or a cost-sensitive operation that can tolerate a thinner local supplier network. Choose India when local demand, engineering and software capability, pharmaceuticals, automotive and industrial production, or government-supported capacity are central to the business case.

Country Best initial fit Primary advantages Issues to validate
China Complex products, high volumes, tooling-intensive production and multi-component assemblies Deepest supplier ecosystem among the three, highest cited output per worker, and best cited logistics rank Higher cited electricity and corporate-tax rates than Vietnam; tariff, geopolitical, intellectual-property and concentration exposure
Vietnam Export assembly, electronics, footwear, furniture, textiles and supply-chain diversification Lowest cited commercial electricity cost and corporate-tax rate; strong export orientation and recent manufacturing growth Component localization, supplier depth, port capacity and reliance on imported inputs
India Products serving India, engineering-led goods, pharmaceuticals, automotive and industrial equipment Large domestic market, engineering base, software capabilities and policy-supported manufacturing opportunities Lower cited productivity, higher cited electricity and tax costs, state-by-state infrastructure and customs variation

Use this table as a starting hypothesis, not a final award decision. A factory quote can be overturned by freight, duties, working capital, defects, tooling, engineering support or the cost of importing components.

What the latest comparable indicators show

The following figures are the cited cross-country indicators assembled by NITI Aayog in 2025, using World Bank and International Labour Organization data where stated. Electricity and corporate-tax figures are commercial indicators reported for the applicable 2024 comparison period. They are country-level benchmarks, not guarantees for a particular factory, industrial park or state.

Indicator China Vietnam India How to read it
Logistics Performance Index rank 19 43 38 China ranks highest in the cited comparison; the rank is a national context signal, not a shipment quote or plant-level service level.
Output per worker $19.8 per hour $12.4 per hour $10.7 per hour Higher output can reduce labor hours per unit, but product complexity, automation, training and factory management still determine actual productivity.
Commercial electricity $0.08/kWh $0.07/kWh $0.12/kWh A cited commercial electricity comparison; industrial tariffs, demand charges, reliability and local subsidies can produce a different factory bill.
Statutory corporate tax 25% 20% 30% Headline statutory rates; incentives, tax holidays, withholding, local levies and the legal structure can change effective tax.

The productivity gap matters because a lower hourly wage does not automatically produce a lower cost per finished unit. A team that needs more labor hours, more supervision or more rework can erase a nominal wage advantage. Conversely, automation, process engineering and a well-trained local team can narrow or reverse the country-level gap.

China: the default for complex, scaled manufacturing

Where China has the strongest case

China is usually the first country to investigate for products with many components, tight tolerances, frequent engineering changes, custom tooling or demanding annual volumes. A dense cluster can put mold makers, machining shops, electronics assemblers, packaging suppliers, test laboratories and logistics providers within practical reach of one another. That proximity shortens feedback loops: a design change can move from engineering to tooling to pilot production without rebuilding the entire supply chain.

China’s cited output per worker is $19.8 per hour, the highest of the three, and its cited Logistics Performance Index rank is 19, ahead of India at 38 and Vietnam at 43. Those figures support a presumption of operational maturity, but they do not remove the need to audit the individual plant. A large, well-known manufacturing region can still contain factories with weak process control, undocumented subcontracting or insufficient capacity for your order.

China’s cost and risk trade-offs

China’s cited commercial electricity cost is $0.08/kWh and its statutory corporate-tax rate is 25%. Both are higher than Vietnam’s cited $0.07/kWh and 20%, respectively. For an energy-intensive operation, calculate demand charges, backup generation, power quality and local industrial-park pricing rather than multiplying the headline rate by consumption. For tax, model the legal entity, incentives, import VAT treatment, profit repatriation and destination-country obligations.

China also concentrates more of the world’s manufacturing capacity in one geography. A disruption, tariff change, export control, diplomatic dispute, port interruption or supplier failure can affect multiple tiers at once. Intellectual-property exposure must be treated as an engineering and legal-control problem: limit access to complete designs, separate critical processes where practical, use clear ownership and confidentiality terms, and verify that subcontractors follow them.

When China is the wrong first choice

  • Your product is a straightforward export assembly and the local component base is not important.
  • A destination-market tariff or rule of origin makes a Vietnam or India production route materially better.
  • You need a second source outside an existing China concentration.
  • Your business case depends mainly on serving India’s domestic demand rather than exporting from Asia.

China due diligence checklist

  • Map every tier-one and critical tier-two supplier, including tooling, electronics, coatings and packaging.
  • Confirm the factory owns or controls the equipment it promises to use and disclose all subcontractors.
  • Audit incoming inspection, in-process controls, final testing, calibration and traceability.
  • Compare production capacity with your peak forecast, not just the initial purchase order.
  • Calculate destination duties, tariffs, shipping, inventory and defect costs before approving the quoted unit price.

Vietnam: a strong export and diversification platform

Why companies choose Vietnam

Vietnam is a natural candidate for export-oriented assembly and for companies seeking a second Asian manufacturing base. The country is particularly relevant to electronics assembly, footwear, furniture, textiles and selected consumer goods. Its cited commercial electricity cost of $0.07/kWh and statutory corporate-tax rate of 20% are the lowest in this comparison. Those advantages can be meaningful in a labor- or energy-sensitive operation, especially when the facility is located in an industrial area with reliable utilities and efficient port access.

UN Trade and Development reports Vietnam’s 2024 GDP at $454.365 billion, GDP growth at 6.70%, merchandise exports at $404.824 billion and imports at $380.515 billion. The resulting merchandise trade surplus was $24.309 billion. The export and import figures show a highly trade-oriented economy, but they do not prove that a particular product has a complete domestic supply chain.

The localization question

Vietnamese factories may import semiconductors, displays, fabrics, plastics, machinery, components or subassemblies and perform final assembly locally. That can still be an effective sourcing model, but the imported content affects lead time, customs exposure, working capital and the rules of origin that determine destination-market treatment. Ask for a bill of materials showing the source country of every critical input and identify which parts have a qualified local alternative.

Vietnam’s cited output per worker is $12.4 per hour and its Logistics Performance Index rank is 43. These numbers are below China’s cited benchmarks, so a lower utility or tax figure should not be mistaken for universally lower unit cost. Port congestion, inland trucking, training time, yield loss and the need to coordinate imported components can outweigh a modest factory-price advantage.

When Vietnam is the best practical choice

  • You want to reduce dependence on a single China-based production network.
  • The product is suitable for assembly and the component plan is already secure.
  • Your export market rewards a particular origin or tariff treatment after rules of origin are met.
  • Electricity use is material and the plant can lock in a reliable industrial tariff.
  • Your volumes are large enough to support a capable Vietnamese supplier but not so complex that every component must be sourced locally.

Vietnam validation checklist

  • Confirm monthly capacity, peak-season capacity and the number of lines assigned to your program.
  • Test whether ports, inland roads and customs processes meet your required lead-time variance.
  • Price imported components, buffer stock and working capital explicitly.
  • Audit worker training, engineering support, quality systems and language coverage.
  • Check whether a claimed local-content percentage satisfies the destination market’s rule of origin.

India: best when market access and capability outweigh current cost indicators

India’s strategic advantages

India is compelling when manufacturing is tied to the country’s own customers, engineering talent, software integration, pharmaceuticals, automotive production or industrial equipment. Producing near demand can reduce finished-goods freight, shorten replenishment and help a company adapt products to local requirements. India’s engineering and software capabilities can also support products that combine physical hardware, embedded systems, analytics or complex after-sales service.

UN Trade and Development reports India’s 2024 GDP at $3.891743 trillion and GDP growth at 6.90%. Its 2024 merchandise exports were $442.762 billion and imports were $718.261 billion, a merchandise trade deficit of $275.499 billion. The large economy and import volume indicate substantial domestic demand and industrial activity, while the deficit shows that many inputs and finished products still enter from abroad.

India’s cited cost and productivity position

NITI Aayog’s cited indicators put India’s output per worker at $10.7 per hour, below Vietnam’s $12.4 and China’s $19.8. India’s cited commercial electricity cost is $0.12/kWh, the highest of the three, and its statutory corporate-tax rate is 30%. These figures do not make India uncompetitive by definition; they mean a business case should show exactly how local demand, incentives, engineering value, labor content, freight savings or strategic access compensates for them.

India’s Logistics Performance Index rank is 38, better than Vietnam’s 43 but behind China’s 19. Execution can vary substantially by state, industrial corridor, port, airport and customs location. A site near customers with dependable utilities and a skilled workforce may outperform a cheaper site that suffers from congestion, unreliable power or a weak supplier base.

When India is the right answer

  • The majority of sales will be in India or nearby markets and local production reduces finished-goods logistics.
  • The product needs pharmaceutical, automotive, industrial or engineering capabilities available in the chosen cluster.
  • Government programs, local-content requirements or investment incentives materially improve the economics.
  • You need software, electronics integration or engineering collaboration alongside physical production.

India due diligence checklist

  • Evaluate specific states and industrial corridors rather than treating India as one operating environment.
  • Confirm the customs broker’s experience with your tariff classification and import documentation.
  • Measure utility reliability, backup-power cost, water availability and environmental approvals.
  • Validate tier-two and tier-three suppliers for specialized materials and components.
  • Model the cost of moving goods between states, ports, suppliers and distribution centers.

Total landed cost per sellable unit = ex-factory price + tooling amortization + packaging + inland transport + international freight + insurance + duties and taxes + customs and brokerage + inventory financing + inspection + expected defect and rework cost + compliance and engineering support.

Cost block Questions to ask Common country-selection mistake
Factory conversion How many labor hours, machine hours and setup changes produce one good unit? Choosing the lowest hourly wage without comparing output per worker or yield
Materials and components Are inputs local, imported, single-sourced or exposed to currency changes? Assuming a low assembly quote includes a complete local bill of materials
Tooling and engineering Who pays for molds, fixtures, validation builds and design changes? Comparing recurring unit prices while hiding one-time tooling in a separate budget
Logistics What are port-to-door cost, transit time, variability, minimum shipment size and buffer stock? Using a best-case freight quote instead of a normal and peak-season range
Import and tax What tariff classification, duty, VAT/GST, withholding and origin rules apply at the destination? Assuming the factory country’s tax rate determines the buyer’s total tax burden
Quality loss What are inspection, scrap, returns, warranty and rework costs at the expected yield? Ignoring a small defect rate that becomes expensive at high volume
Working capital How many days of components, work-in-progress and finished goods must be financed? Overlooking the cash tied up by longer or less predictable supply routes

Ask each finalist for a quotation using identical drawings, tolerances, Incoterms, packaging, annual volume, forecast flexibility and acceptance criteria. Then run sensitivity cases for freight rates, exchange rates, demand swings, tariff changes, rejected lots and a two- to four-week delay. The “cheapest” location is the one with the best risk-adjusted cost for your actual destination, not the lowest number on page one of a quote.

Product and volume decision matrix

Product situation Most likely starting point Reason What could change the answer
Many custom components, tight tolerances and high volume China Supplier breadth, tooling access and cited productivity/logistics lead A destination tariff, IP concern or diversification requirement
Final assembly with imported components and export focus Vietnam Export orientation and lower cited electricity/tax indicators Insufficient local capacity, port bottlenecks or unfavorable origin rules
Footwear, furniture, garments or selected consumer assembly Vietnam or China Vietnam’s export base can suit labor-intensive assembly; China offers deeper upstream networks Material source, quality complexity, order size and destination market
Pharmaceuticals, automotive or industrial equipment for Indian customers India Domestic demand, engineering and sector capabilities Imported-input dependence, state logistics or a stronger export economics elsewhere
Hardware plus software or engineering integration India or China India’s engineering/software strengths and China’s manufacturing ecosystem Required certifications, customer location and component localization
Second source for an existing China program Vietnam or India Reduces geographic concentration Whether the alternate country can qualify suppliers and match tooling, quality and scale

Supplier depth, capacity and quality: the checks that decide the outcome

A country comparison is only useful after the supplier has demonstrated capability. Request evidence rather than accepting a capability deck.

Capability and capacity

  • List the exact processes performed in-house and those subcontracted.
  • Review equipment age, maintenance records, tooling ownership and production-line utilization.
  • Confirm minimum order quantity, batch size, changeover time and realistic ramp schedule.
  • Ask how the supplier handles engineering changes, obsolete parts and peak demand.
  • Identify a qualified second source for every component whose failure would stop production.

Quality and compliance

  • Define measurable acceptance criteria, sampling plans, traceability and corrective-action deadlines.
  • Perform an initial factory audit, process audit and pre-shipment inspection before full release.
  • Verify calibration, material certificates, test equipment and retention of production records.
  • Check product safety, environmental, labor, labeling and destination-market certification requirements.
  • Use staged payments tied to approved samples, pilot yield and shipment acceptance rather than paying solely on schedule.

Intellectual-property controls

Protect drawings, firmware, tooling files and supplier lists through practical access controls. Share only the files needed for each process, mark ownership on controlled documents, restrict downloads where feasible and keep a record of approved subcontractors. Separate a proprietary process from ordinary assembly when the design permits. Legal agreements help, but a process that gives every supplier the complete product file is difficult to protect in any country.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Logistics, trade rules and market access

Logistics performance is a country-level context, not a promise of a port-to-door transit time. Compare the actual origin industrial park, port or airport, inland carrier, customs office and destination distribution center. Request normal, peak-season and disruption lead times, plus the variability that determines safety stock.

Trade advantages depend on the destination market. Check the applicable free-trade agreements, tariff schedule, rules of origin, anti-dumping exposure, export controls, labeling and documentation. A product assembled in Vietnam or India does not automatically receive that country’s preferential origin treatment if most of its value comes from imported inputs. Obtain a written origin analysis from a qualified customs professional before committing tooling.

Use the same Incoterm and shipment assumptions for every quote. Compare factory-gate, port, delivered-duty-unpaid and delivered-duty-paid scenarios carefully: the party responsible for freight, insurance, import clearance and taxes changes the apparent price and the operational risk.

Resilience and diversification: avoid a false China-versus-everything choice

Many companies do not need to select one country forever. A staged network can place complex tooling and critical components in China, qualify Vietnamese assembly for export diversification, and develop Indian production for Indian demand. That arrangement costs more to launch because it requires duplicate tooling, validation, quality systems and supplier management, but it can reduce the impact of a single-country disruption.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not call a supply chain diversified if every factory imports the same critical component from one upstream source. Map tier-two and tier-three dependencies, shipping lanes, energy exposure, currency, sanctions and the time required to qualify a replacement. A second final-assembly site is valuable only if it can continue operating when the original country or supplier is unavailable.

A practical country-selection process

  1. Define the product and demand. Freeze drawings, tolerances, certifications, annual volume, launch date, forecast range, destination markets and acceptable defect rate.
  2. Separate the bill of materials. Mark components that must be local, can be imported, require special tooling, or create a single-source risk.
  3. Choose two or three country hypotheses. Start with China, Vietnam and India according to the product matrix, then add a country only if a specific trade or capability reason justifies it.
  4. Build a comparable request for quotation. Give every supplier the same specifications, volumes, packaging, Incoterm, payment terms and quality requirements.
  5. Conduct factory and process audits. Verify ownership, equipment, capacity, quality controls, labor practices, subcontractors, cybersecurity and IP handling.
  6. Run a pilot build. Measure first-pass yield, cycle time, dimensional capability, test results, packaging damage and engineering-change response.
  7. Calculate landed cost and cash needs. Include tooling, freight, duties, inventory, inspection, financing, defects, warranty and the cost of management time.
  8. Stress-test the decision. Model tariff changes, currency moves, port delays, component shortages, rejected lots and a demand increase or decrease.
  9. Qualify a recovery route. Document an alternate supplier, substitute component, emergency freight plan and the approvals needed to switch.
  10. Set review triggers. Revisit the award when volume, destination, tariff treatment, energy pricing, quality performance or geopolitical exposure changes.

What current investment flows suggest—and what they do not

UN Trade and Development reported that developing economies in Asia attracted $605 billion in foreign direct investment in 2024. Its World Investment Report 2025 recorded 2024 greenfield project values of $311 billion for global-value-chain-intensive industries. Electronics and electrical equipment accounted for $182 billion, automotive for $85 billion, machinery and equipment for $23 billion, and textiles, clothing and leather for $21 billion.

These flows show continued investor interest in Asian manufacturing and supply-chain projects. They do not establish that one country will be cheapest for your product, that a new factory has available capacity, or that announced investment is already operating at production scale. Use them as a signal of momentum, then verify the plant, supplier network and trade economics in your own program.

Final decision rules

  • Pick China when ecosystem depth, complexity, speed of iteration and high-volume execution outweigh concentration and tariff risks.
  • Pick Vietnam when export assembly and diversification matter, the component plan is secure, and lower cited utility and tax costs survive a landed-cost calculation.
  • Pick India when domestic-market access, engineering, pharmaceuticals, automotive or industrial capability creates value that offsets lower cited productivity and higher cited utility and tax indicators.
  • Use a multi-country model when resilience is worth the extra qualification, tooling and management cost.

The defensible choice is the country-and-supplier combination that delivers the required quality and volume at the lowest risk-adjusted landed cost for the destination market. Country averages narrow the search; factory audits, pilot production, customs analysis and a full cost model make the decision.
