Neither country is winning across the board. Stanford’s Human-Centered Artificial Intelligence institute (HAI), in its 2026 AI Index, reports that the top U.S. and Chinese frontier models have traded the lead since early 2025. The United States leads on notable model production, private AI investment, higher-impact patents and data-center footprint. China leads on publication volume, citations, patent grants and industrial robot installations. Which country “wins” therefore depends on the measure you choose, and each measure carries its own date and definition.

Chart 1: Frontier models have traded the lead

This is the measure most people mean when they ask who is ahead in AI. The 2026 AI Index says leadership at the frontier has changed hands several times, and its most recent frontier comparison is dated March 2026.

Date What the report records
Since early 2025 Leadership between U.S. and Chinese frontier models has changed hands multiple times
February 2025 DeepSeek-R1 briefly matches the top U.S. model
March 2026 The top U.S. model is 2.7% ahead of the top Chinese model

In the March 2026 comparison, the top U.S. model, which the report identifies as Anthropic’s, led the top Chinese model by 2.7%. The report’s summary of the overall picture reads: “The U.S.-China AI model performance gap has effectively closed.” That is institutional wording from the report, not a quotation from a named spokesperson.

Two limits apply. The 2.7% margin describes one comparison on one date, so it is not a permanent ranking or a complete measure of what a model can do. Because the lead has moved repeatedly, a chart like this goes stale quickly, and releases after March 2026 fall outside it.

Chart 2: The United States produced more notable models in 2025

The report counts 59 notable models from the United States and 35 from China in 2025. The count draws on a dataset maintained by Epoch AI that is curated by hand. Models are admitted on criteria such as advances in the state of the art, historical significance or high citation counts. The result is a selection of prominent models, not a census of every model released.

Country Notable AI models, 2025
United States 59
China 35

The 24-model gap says which releases the curated set treats as notable. It does not measure the volume of smaller or unlisted releases, or the capability of any individual model.

Chart 3: Private AI investment is far larger in the United States

Private investment in AI totaled $285.9 billion in the United States and $12.4 billion in China in 2025, according to the 2026 AI Index. The U.S. figure is more than twenty times the Chinese one.

Country Private AI investment, 2025 Scope
United States $285.9 billion Private investment as reported in the 2026 AI Index
China $12.4 billion Private investment; government guidance funds are not captured on the same basis

This is the chart that most needs a caveat. Government guidance funds, a form of state-directed finance, are not captured on the same basis in these figures, so the comparison likely understates China’s total AI spending. Read it as a comparison of private capital, not as a measure of total national commitment.

Chart 4: China leads on research output, the United States on patent impact

The fourth chart should keep output and influence apart. Counting papers and patent grants is a different exercise from measuring how often papers are cited or how influential patents prove to be.

Measure Leader Figure
Publication volume China Not stated (Stanford HAI, 2026 AI Index)
Citations China Not stated (Stanford HAI, 2026 AI Index)
Patent grants China Not stated (Stanford HAI, 2026 AI Index)
Higher-impact patents United States Not stated (Stanford HAI, 2026 AI Index)

Combining these into one research score would average away the split. Keep them as separate bars, because the country leading on volume is not the one leading on influence.

Infrastructure: scale in the United States, dependence on Taiwan

Infrastructure works better as a sidebar than as a head-to-head chart, because the report does not give a comparable Chinese data-center count.

  • The United States hosts 5,427 data centers, more than ten times the number in any other country, according to the 2026 AI Index.
  • TSMC, based in Taiwan, fabricates almost every leading AI chip. A TSMC expansion in the United States began operating in 2025.

The first point is about scale and the second about dependence. The U.S. infrastructure lead sits on a chip supply chain concentrated in one foundry, so the two facts should be read together.

Talent: the answer depends on which flow you measure

Carnegie Endowment’s 2026 analysis tracks elite AI talent through the 2025 NeurIPS conference author cohort. It is a useful proxy for top research talent, but it covers one conference sample rather than the whole AI workforce.

Measure United States China
Share of sample by origin (location of undergraduate degree) 13% 57%
Net gain or loss of researchers, 2025 +2,145 −1,729
Share by current workplace Not stated (Carnegie Endowment, 2026) Not stated (Carnegie Endowment, 2026)

Read as a pipeline, the table points in two directions. China is where the largest share of this sample trained, while the United States is gaining researchers on net. Origin figures say where people were educated, not where they work now, and they should not be read as a headcount.

Which chart answers which question

  • Frontier capability: Chart 1.
  • Widely recognized model releases: Chart 2.
  • Private AI capital: Chart 3.
  • Research output and patent influence: Chart 4.
  • Physical infrastructure: the infrastructure sidebar.
  • Where AI talent trained and where it moves: the talent section.
