That figure is reported through a CNBC syndication, and the underlying Fitch and CNBC articles were not directly available for review. It is not the same as the Chinese regulator’s separate count of more than 5,600 local financial organizations cleared since 2024: that tally includes six types of non-bank entities, not just banks.
How many Chinese banks closed?
The reported figure is 670 lenders in 2025, described as about one-quarter of banks. It is attributed to Fitch Ratings in a CNBC report republished by AbokiFX on October 5, 2026. Because the underlying Fitch analysis and original CNBC article were not directly reviewed, treat 670 as a reported estimate rather than a count independently confirmed by the official regulator release reviewed here. The syndication describes consolidation through mergers and dissolutions but does not provide an institution-by-institution breakdown.

Why the 5,600 figure is not a bank-closure count
China’s National Financial Regulatory Administration (NFRA) reported on March 19, 2026, that authorities had cumulatively cleared more than 5,600 non-compliant entities since 2024. The figure covers six categories of local financial organizations, not banks alone:
- Micro-lending companies
- Financing guarantee companies
- Pawnshops
- Financial leasing companies
- Commercial factoring companies
- Local asset management companies
The NFRA said the total number of entities in those six categories was 26% lower year over year at the end of December 2025 and 55% below its historical peak. Those percentages describe the size of the six-category population; they do not mean the same share of banks closed or establish what happened to each organization. The NFRA release is the regulator’s account of this administrative cleanup.

What “shutting” can mean
A lender leaving the system may reflect a merger, a formal dissolution, or another form of consolidation. The reported 670 figure does not specify how many lenders fell into each category, so it should not be read as 670 outright liquidations.
One documented example is Beijing Yanqing Rural Bank. The Beijing financial regulator posted an approval dated November 22, 2024, for the bank’s dissolution. This confirms a formal local dissolution took place, but a single case cannot establish the national count or the disposition of all lenders included in the reported 670. The Beijing regulator’s notice records that approval.

Why small and rural lenders are under pressure
The CNBC syndication attributes to Fitch the view that small and rural commercial banks are the weakest segment, citing poor asset quality, low capitalization, and governance shortcomings. That characterization is relayed second-hand here; the underlying Fitch publication was not directly available. The report also carries rural-bank ratios attributed to Fitch, but without the original report those precise figures cannot be independently assessed.
These concerns help explain why authorities may seek to consolidate smaller institutions: weak assets, thin capital buffers, or governance problems can make a lender more vulnerable. But a reduction in the number of institutions alone does not show that the remaining banks are healthier, or that customers experienced no disruption.
Does this mean China is facing a nationwide banking crisis?
The reported closures point to pressure and restructuring among smaller lenders, but they do not by themselves establish a system-wide banking crisis. In its December 27, 2024 announcement of the 2024 Financial Stability Report, the People’s Bank of China (PBOC) said that work to resolve risks at small and medium-sized financial institutions was continuing. It assessed the financial system overall as sound, with risks generally converging and controllable.
That is the central bank’s broad assessment, not a guarantee that every lender is sound or that localized stress is absent. It also covers a different claim from Fitch’s reported concerns about smaller banks. The PBOC’s announcement describes its assessment and risk-resolution work.
How monetary policy fits in
On January 25, 2024, the PBOC announced a 0.5-percentage-point cut in the reserve requirement ratio, effective February 5, 2024, and said the weighted-average ratio would be about 7.0% afterward. This is broader monetary-policy context, not evidence that the cut was a direct response to the 2025 lender-closure figure, which came later. The announcement published on the Chinese government portal gives the date and stated figures.
What the figures say—and what they do not
| Figure or example | What it counts | Source and qualification |
|---|---|---|
| 670 lenders closed in 2025; about one-quarter of banks | Reported lender closures; no institution-by-institution breakdown is provided in the syndication. | Attributed to Fitch in an AbokiFX syndication of a CNBC report dated October 5, 2026. The underlying Fitch and CNBC articles were not directly reviewed. |
| More than 5,600 entities cleared since 2024 | Non-compliant organizations across six local-finance categories, not a count of banks. | NFRA release, March 19, 2026. |
| 26% year-over-year decline; 55% below the historical peak | Change in the population across the NFRA’s same six categories, not bank-closure percentages. | NFRA release, March 19, 2026; the year-over-year comparison is for end-December 2025. |
| Yanqing Rural Bank dissolution approval | One formal local bank dissolution. | Beijing regulator approval dated November 22, 2024, posted November 29, 2024; not evidence of the national total. |
What customers can conclude
The figures document a reported consolidation trend and a regulator-led cleanup of local financial organizations. They do not establish what happened to customers at every affected institution, whether a particular branch or service remained available, or how deposits were handled in each case. Those outcomes require institution- and location-specific information; the national counts alone cannot answer them.
