China is not afraid of robots. Its economic planners are worried that a government-backed rush into humanoid machines could become a bubble: too many companies, too many similar prototypes and not enough proven customers. At a November 27, 2025 briefing, the National Development and Reform Commission (NDRC) warned about that risk while continuing to promote robotics, standards and industrial deployment.
What Chinese officials actually warned about
NDRC spokesperson Li Chao said China had more than 150 humanoid-robot companies and that the sector was growing at more than 50% annually. More than half of those companies were startups or businesses entering robotics from other industries. She also said the technology, business models and application scenarios were still immature.
The concern was not that robots themselves are dangerous or unwanted. It was that a wave of companies could build highly repetitive products, consume large amounts of capital and leave less money for genuine research and development. The NDRC said it was studying policy guidance, technical breakthroughs, real-world applications, industry standards, evaluation systems, entry and exit mechanisms, and training and pilot platforms. That makes “China is scared of robots” a deliberately exaggerated translation. A more accurate description is: China is worried about a humanoid-robot bubble while still trying to win the industry.

Why Beijing is promoting humanoid robots anyway
Humanoid robotics fits several national priorities at once: advanced manufacturing, artificial intelligence, automation and what Chinese policy documents call embodied intelligence. A human-shaped machine could eventually work in spaces designed for people, performing repetitive, hazardous or physically demanding tasks.
China also has unusually deep manufacturing and component supply chains. That may help it move from prototypes to production faster than countries that rely more heavily on imported hardware. Demographic and labor-force pressures provide additional motivation, although they are context rather than a single official explanation.
The NDRC’s English-language policy summary forecasts an embodied-intelligence market of 400 billion yuan in 2030 and more than 1 trillion yuan in 2035. Those are policy forecasts, not realized revenue. See the NDRC summary.
Beijing has also approved development of China’s first national humanoid-robot standards. “Approved for development” means the standards process began; it does not mean every standard is complete or mandatory. Beijing’s announcement explains the standards work.

Is China really leading in humanoid robotics?
China has a strong claim to leadership on several industrial metrics, but “leading” is not one universal measurement. Startup count, patents, factory deployments, component production, investment and autonomous performance can point in different directions.

The strongest available evidence is about industrial momentum, not a decisive lead in general-purpose autonomy. The State Council Information Office’s overview describes China’s movement toward industrial deployment while noting continuing technical and commercial problems.
The boom is real—but demonstrations are not businesses
Chinese companies and state media have reported humanoids moving parts and boxes, sorting, supporting assembly lines, inspecting equipment and working in logistics, electronics, semiconductor, automotive and aviation-related settings. UBTECH’s Walker S family is among the platforms associated with industrial trials.
Those reports should be separated into four increasingly demanding achievements:

- Scripted demonstration: a robot walks, dances, plays sports or performs a rehearsed movement.
- Controlled pilot: it performs a defined task in a structured workplace, often with close supervision.
- Autonomous shift work: it operates for hours, handles variation and recovers from errors without continuous remote intervention.
- Economic production: its uptime, maintenance, safety and output beat a human, conventional robot or other automation option.
A widely cited UBTECH estimate put current humanoid productivity at about 30% to 40% of a human worker’s output, with a projection of approximately 80% by early 2027. That is a company estimate and a forward-looking projection, not an independently verified industry-wide measurement. UBTECH has also reported a target of producing 10,000 industrial humanoids annually by 2026; a production target is not confirmed output. See the attributed figures.
Other market signals are similarly easy to misread. Chinese reporting described a Bumi humanoid preorder at 9,998 yuan in October 2025, but a preorder price does not establish a fully capable general-purpose consumer robot. A Shanghai leasing platform reportedly listed basic humanoids at about 3,000 yuan per day, dance-capable versions at 5,000 yuan per day and robot dogs at 1,500 yuan per day on December 29, 2025. How a humanoid-robot bubble could form
The basic mechanism resembles China’s earlier bike-sharing boom, although the analogy is not a prediction. Local incentives, subsidies and venture funding can encourage many entrants to scale before demand is demonstrated. If products are technically and commercially similar, companies may compete through polished demonstrations, fundraising and production announcements rather than uptime, safety and measurable productivity.
- Duplicated investment: many firms pursue the same hardware and customer segments.
- Weak differentiation: products look different but rely on similar components, software and limited task libraries.
- Overcapacity: factories produce faster than customers can absorb machines.
- Stranded assets: failed companies leave investors, suppliers and local governments with unused facilities and equipment.
- Capital misallocation: money goes to scaling prototypes instead of data, reliability, integration and safety.
This is why the NDRC’s warning signals industrial management, not retreat. Beijing appears to be trying to preserve useful technologies and capable companies while discouraging redundant projects.

What humanoid robots can—and cannot—do today
More plausible near-term uses
- Moving parts, boxes and materials between fixed workstations
- Sorting and basic logistics
- Repetitive assembly assistance
- Inspection in structured environments
- Demonstrations, training and research
Harder problems
- Manipulating irregular or fragile objects reliably
- Generalizing a learned task to new layouts and conditions
- Maintaining balance on changing or cluttered surfaces
- Operating through a full shift on one battery or a practical swap schedule
- Working safely beside people after perception or hardware failures
- Delivering performance without remote operators
A humanoid body is not automatically the best machine. A fixed industrial arm, autonomous mobile robot, conveyor, warehouse vehicle or robot dog may be cheaper and more reliable for a specific job. The Digital China report identifies bottlenecks including high-end AI chips, sensors, algorithms, data standards, hardware standardization, explainability, safety and generalization.

Factories offer repeatable layouts, predictable objects, restricted access and measurable output. Those conditions make it easier to train a robot, install safety controls and calculate whether it saves money.
Homes are the opposite: every room is different, objects are irregular, people move unpredictably and failures can damage property or injure someone. A consumer robot must also be quiet, secure, easy to maintain and useful across hundreds of unstructured tasks. Current evidence supports industrial pilots much more strongly than general household labor.
Will humanoid robots replace Chinese workers?
They may automate selected tasks, especially repetitive or physically demanding ones, but national-scale replacement has not been established. Near-term effects are more likely to be job redesign: workers supervising robots, maintaining hardware, programming tasks, checking quality and handling exceptions.

The employment outcome will depend on reliability, labor costs, deployment economics and whether companies use robots to expand production or reduce headcount. How to tell whether the boom is commercially real
- Define the task: Is the machine built for one repeatable job or marketed as universal?
- Check autonomy: Ask how often teleoperation or human intervention is required.
- Measure throughput: Request tasks per hour, not a video of a successful attempt.
- Verify uptime: Include charging, battery swaps, repairs and recovery from errors.
- Calculate total cost: Add integration, software, maintenance, training, supervision and facility changes to the hardware or lease price.
- Demand repeatability: Look for recurring paid orders and reference customers, not just partnerships or pilot announcements.
- Compare alternatives: Price a conventional robot, vehicle, conveyor or human workflow for the same task.
- Review safety and data: Ask for safety documentation, update policies, data storage terms and procedures for a perception or balance failure.
For a commercial pilot, buyers should request independently measured uptime, task-level productivity data, spare-parts and warranty terms, operator training, teleoperation requirements and predefined success metrics. Leasing or Robot-as-a-Service can reduce upfront risk, but support, availability and long-term costs still need to be tested.
What Beijing may do next
The policy direction points toward standards, evaluation systems, pilot platforms and clearer entry and exit rules. That could mean fewer weak entrants, more consolidation and greater pressure to prove safety, interoperability and real productivity. It does not imply that China is abandoning robotics; it suggests that the next phase will reward deployment and repeat customers over spectacle.
The central tension is straightforward: China wants to win the humanoid-robot race, but its planners worry that the race itself is producing too many entrants, too many similar machines and too little proven demand.
The Bottom Line
China’s “fear” is economic, not technological. Beijing is still backing humanoid robots, but it wants useful, standardized and commercially productive machines—not an expensive pile of nearly identical prototypes.
