Chemung Canal Trust Company completed its conversion from a New York-chartered trust company to a national bank on October 1, 2026, after receiving approval from the Office of the Comptroller of the Currency (OCC). Its post-conversion legal name is Chemung Canal Trust Company, National Association. The filing says the bank remains the same corporate entity and in the same structure.
What changed when Chemung Canal Trust Company became a national bank?
The change was to the bank’s charter and regulator. Before the conversion, it was chartered as a New York trust company. It is now a national bank subject to OCC supervision, regulation, and examination. The conversion was reported complete on October 1, 2026.

The company filed its OCC conversion application on April 3, 2026; an April 7 Form 8-K said the application was pending approval. On October 1, the company reported approval and completion. The filing describes the same corporate entity continuing in the same structure; it does not describe a merger or sale as part of the conversion.
Is the bank already called Canal Bank & Trust?
No. The conversion filing gives the current post-conversion name as Chemung Canal Trust Company, National Association. Separately, Chemung Financial Corporation announced on October 1 that it plans to unify the Chemung Canal, Capital Bank, and Canal Bank brands under the name Canal Bank & Trust, N.A. The company said it would introduce the name and logo in the coming months and roll them out across its footprint through 2027. That is a future branding plan, not the legal name stated in the conversion filing.

Regional President Jeffrey P. Kenefick said the proposed name refers to the waterway after which the bank was named: “The Bank was founded shortly after the opening of the Chemung Canal, the Bank’s namesake and an important waterway that helped connect communities and commerce.”
Do customers need to take action?
The company said customers need take no action. According to its October 1 announcement, existing accounts, checks, debit cards, online and mobile banking, loan payments, products, and services continue as usual. The company did not say customers must replace cards or checks because of the conversion.

What the OCC rule context does—and does not—show
On February 27, 2026, the OCC issued Bulletin 2026-4, “National Bank Chartering: Final Rule,” effective April 1, 2026. It clarified that national banks limited to trust-company operations and related activities may engage in non-fiduciary activities as well as fiduciary activities. The OCC said the rule neither expanded nor contracted its authority to charter a national bank. This is general regulatory context; it does not establish that the bulletin caused or specifically decided Chemung’s conversion.

In its October 1 release, Chemung Financial Corporation described itself as a $2.8 billion company and said it operated 30 offices through Chemung Canal Trust Company. It reported that the trust company was established in 1833 and characterized it as “the oldest locally owned and managed community bank in New York State.” These are company-reported figures and descriptions. CEO Anders M. Tomson described the organization’s history as “nearly 200 years.”
