The lowest advertised monthly price for home internet in Philadelphia that we could verify is Xfinity Internet Essentials at $14.95 per month for up to 75 Mbps. It is not open to everyone. You must live where Xfinity service is available and meet its eligibility rules. If you do not qualify, the realistic low-cost options are Xfinity NOW Internet, a prepaid plan advertised from $30 per month, and a Verizon Forward discount of up to $40 per month for eligible Pennsylvania households. Which of these you can actually get depends on your street address and your household, not on the city as a whole.
Start with the Internet Essentials price, then confirm eligibility
Internet Essentials is the cheapest sourced option on the list, and it is the plan most readers searching this phrase are looking for. According to Xfinity’s current Internet Essentials page, the base plan is $14.95 per month for up to 75 Mbps, and the higher Internet Essentials Plus tier is $29.95 per month for up to 100 Mbps. Equipment is included with both.

The catch is access. Xfinity says applicants must live in an area where its service is available and must satisfy its qualifying criteria. The page lists assistance programs that can establish eligibility, and it also sets conditions tied to recent Xfinity service and to outstanding Comcast debt. Those conditions can disqualify a household even when the address is covered, so check the application before you assume the price applies to you.

Compare the options side by side
| Option | Advertised cost and speed | Who it may fit | Conditions that change the real price |
|---|---|---|---|
| Xfinity Internet Essentials | $14.95/month, up to 75 Mbps | Income-qualifying households at covered addresses | Address availability and Xfinity eligibility rules; recent Xfinity service and Comcast debt conditions; equipment included |
| Xfinity Internet Essentials Plus | $29.95/month, up to 100 Mbps | Eligible households that need more speed than the base tier | Same eligibility and coverage requirements as Internet Essentials; equipment included |
| Xfinity NOW Internet | From $30/month; FAQ lists 100 Mbps at $30 and 200 Mbps at $45 | Readers who want prepaid service without qualifying for an assistance program | Limited availability; advertised service includes Wi-Fi equipment and unlimited data; confirm exact speed, current price, and terms at checkout |
| Verizon Forward (Pennsylvania) | Up to $40 off eligible in-market plans | Eligible Pennsylvania households where Verizon or another covered plan is offered | The discount depends on qualification, the specific plan, and the address; “up to” is a ceiling, not a guaranteed amount |
| PHLConnectED (City of Philadelphia) | Free or low-cost options; no uniform plan price stated on the City page | Philadelphia pre-K–12 households without wired home internet, or that can only get internet through a mobile phone | A targeted city program, not a retail plan; current eligibility and intake must be confirmed |
Compare plans on the monthly total you will actually pay after any required discount, installation and other fees, speed, data terms, equipment, and whether the plan is on contract or prepaid. Xfinity’s own availability page tells shoppers to check whether service is offered at their location and notes that offers come with restrictions. Provider coverage can differ block to block, so a ZIP code or a provider’s citywide reputation does not tell you what is available at your door.

Xfinity NOW Internet: the prepaid route
Xfinity NOW Internet is the option for households that do not want to go through an income-qualification process. Xfinity’s NOW Internet FAQs describe it as a prepaid service with Wi-Fi equipment and unlimited data. Because it is prepaid, the cost is the same month to month only if you keep the plan active; a lapse or a late payment can mean paying again to restart. Availability is more limited than the base Internet Essentials service, so the first step is to check whether the plan is offered at your address.
Verizon Forward for eligible Pennsylvania households
Verizon states that Pennsylvania residents may receive a discount of up to $40 on eligible in-market plans, and the page describes qualifying assistance programs that can unlock it. The discount is tied to the plan and to service availability at your address. Two households in the same building can therefore see different results. Before you count the discount in your budget, get the final monthly price quoted for the specific plan and address you intend to buy.

PHLConnectED: a city resource for families with students
The City of Philadelphia’s PHLConnectED page lists free or low-cost internet options and T-Mobile hotspots for households that lack wired internet in the home, cannot get it, or can only reach the internet through a mobile phone. The program is oriented toward households with children in pre-K through 12th grade. If that describes your household and you do not have a home connection, this is worth checking before you pay for a retail plan. The City page does not state a uniform monthly price, so the value depends on which option you are approved for.

Many older guides still describe the Affordable Connectivity Program as a live monthly credit. It is not. Xfinity says the federal program has ended and that its funding was depleted in June 2024. Philadelphia’s ACP page remains online as historical information, so it should not be read as a current way to claim the credit. If an application asks for ACP enrollment, treat it as an outdated form and look at the current programs described above.

How to find the cheapest plan you can actually get
- Enter your exact street address on Xfinity’s availability page and on Verizon’s Pennsylvania offer page. Note which plans appear for your address, not just the ones advertised in general.
- Check whether your household meets Internet Essentials criteria by reviewing the qualifying programs listed on Xfinity’s page. Look up any recent Xfinity service or Comcast account balance that could block an application before you apply.
- If Internet Essentials is not available or you do not qualify, price Xfinity NOW Internet at your address, confirming the speed and total cost at checkout.
- If you live in Pennsylvania and receive a qualifying assistance benefit, ask Verizon for the final price after the discount on the specific plan you want.
- If your household has children in pre-K through 12th grade and no wired connection at home, contact the PHLConnectED program to confirm eligibility and intake.
- Compare the final monthly totals, including fees and equipment, and choose the lowest plan that meets your speed needs.
Prices and eligibility rules change, and many of these offers are address-specific. Confirm each figure on the provider or City page on the day you sign up.
