Charlotte Douglas International Airport (CLT) is a shared workplace, not a single employer. Airlines, concessions, security companies, ground handlers, contractors, vendors, and public entities may employ people on airport property. Before reporting a problem, check the employer named on your hiring documents, pay statements, tax forms, and current schedule. Your legal employer, worker classification, work location, and the type of problem determine which agency can act.
There is no universal employee-grievance office for everyone who works at CLT. Use the issue-by-issue route below for unpaid wages, discrimination, unsafe conditions, retaliation, union activity, and airport-access complaints. Agency forms, deadlines, phone numbers, and jurisdiction rules can change, so confirm the current requirements promptly with the relevant agency or a qualified employment lawyer.

Start with the employer and the problem
Airport location alone does not decide your rights. A person working in a terminal may be employed by an airline; a person loading baggage may work for a contractor; a restaurant worker may be employed by a concession operator; and some airport jobs may involve a government entity or an instrumentality of government. The correct route can also depend on whether you are an employee, an independent contractor, a temporary worker, or represented by a union.
Write down two facts before contacting anyone:
- Who is the legal employer? Use the name on your offer letter, pay statement, tax form, handbook, or written assignment. A brand name displayed at the airport may not be the legal employer.
- What exactly happened? Separate a missing paycheck from overtime, a safety hazard, discrimination, retaliation, union interference, or denial of access to an airport program. Different laws and filing periods apply.
If more than one issue is involved, preserve the evidence and consider contacting each agency with jurisdiction. Do not assume that filing one complaint automatically covers every related claim.

Quick route map
| Issue | Likely first route | Important qualification |
|---|---|---|
| Unpaid promised wages, final pay, vacation, deductions, pay reductions, missing paystubs | North Carolina Department of Labor (NCDOL), Wage and Hour Bureau | For qualifying work performed in North Carolina; wages generally must be due within one year, and NCDOL lists a $50 minimum complaint amount. |
| Minimum wage or overtime | U.S. Department of Labor (USDOL), under NCDOL routing guidance | Confirm the federal coverage and the employer’s status before filing. |
| Government employer or instrumentality of government | USDOL or another applicable public-sector process | NCDOL’s guidance says its Wage and Hour Bureau does not investigate government agencies. |
| Employment discrimination | Equal Employment Opportunity Commission (EEOC), Charlotte | An online inquiry is an intake step, not the same as filing a charge. |
| Unsafe or unhealthy conditions | NCDOL occupational-safety complaint process or OSHA | NCDOL says a complaint must be filed before it can begin an onsite investigation; OSHA accepts confidential complaints. |
| Retaliation | NCDOL Retaliatory Employment Discrimination Bureau (REDB), EEOC, or OSHA | The right agency depends on the protected activity and the law involved. |
| Union activity or labor-organization conduct | National Labor Relations Board (NLRB) | Coverage depends on worker and employer status under the National Labor Relations Act. |
| Airport program, facility, or service access | CLT ADA or Title VI grievance procedure | These airport procedures are not a general employee-discrimination or grievance office. |
Unpaid wages and other North Carolina wage claims
When NCDOL may accept the complaint
NCDOL’s Wage and Hour Bureau says it can take certain claims for work performed in North Carolina. The listed subjects include unpaid wages other than overtime, final pay, promised vacation pay, unauthorized deductions, reductions in pay, and failure to provide paystubs. The agency’s guidance lists a one-year limit for wages due and says it will not take a complaint below $50. These are agency procedure limits, not a statement that every wage dispute has the same legal deadline or remedy.
For example, if an employer promised a particular hourly rate and paid less, deducted money without authorization, or failed to pay a qualifying final paycheck, those facts may fit the Wage and Hour Bureau’s route. A claim involving overtime or the minimum wage is routed differently, as explained below.
What to gather
NCDOL asks for worker and employer contact details, your job title, the employer’s physical business address, pay rate, amount claimed, affected pay periods and due dates, and employment dates. Gather schedules, clock-in and clock-out records, pay statements, written wage promises, text messages, emails, timekeeping screenshots, and correspondence in which you complained or the employer responded.

How to file and what the filing does not mean
The Wage and Hour Bureau’s complaint is filed online. Check the current NCDOL page for the active form and submission instructions. The agency’s online wage-complaint page states: “The filing of this NCDOL form does not constitute a legal relationship; NCDOL cannot lawfully represent private citizens or provide legal advice to the public.” Filing therefore does not create an attorney-client relationship or guarantee that the agency will pursue every issue you describe.
Minimum wage, overtime, and government employers
NCDOL’s routing guidance directs minimum-wage and overtime complaints to the U.S. Department of Labor. The same guidance directs claims involving a government employer or an instrumentality of government, and certain federal-law complaints, to USDOL. NCDOL’s interactive guidance says it does not have jurisdiction over government agencies and that its Wage and Hour Bureau investigates hours worked in North Carolina.
Before filing, verify whether the entity on your pay records is a private company, a city or other government agency, or a contractor serving a public entity. Also identify where the work occurred. A job based at CLT may include work inside and outside North Carolina, and the agency’s jurisdiction can depend on the actual work location and applicable law.

Employment discrimination: use the EEOC route
What belongs in this category
NCDOL directs people alleging employment discrimination based on protected characteristics to the Equal Employment Opportunity Commission. The issue may involve hiring, scheduling, pay, discipline, promotion, termination, harassment, accommodation, or another employment decision. Explain the protected basis you believe is involved and identify the specific action, date, decision-maker, and comparable treatment you observed.
Charlotte EEOC intake and charge process
The EEOC Charlotte process describes an online inquiry followed by an intake appointment and, if appropriate, a formal charge. An online inquiry is an initial contact; it is not itself a filed charge. Follow the instructions for converting the inquiry into a charge and save confirmation records.
Deadlines are claim-specific
EEOC Charlotte says many North Carolina charges based on race, color, national origin, sex, religion, or disability have a 300-day deadline when the employer has at least 15 employees. Other matters can have a 180-day period. Whether a particular deadline applies depends on the claim, employer size, and other facts. Contact EEOC promptly and ask it to confirm your deadline rather than relying on the general 300-day or 180-day rule.
Keep a timeline even if the employer has an internal complaint process. An internal report may be useful evidence, but it does not automatically extend an EEOC deadline.

Unsafe or unhealthy working conditions
NCDOL safety and health complaints
NCDOL accepts workplace safety and health complaints online or by phone. NCDOL says a complaint must be filed before it can start an onsite investigation. Describe the hazard precisely: location in the airport, equipment or substance involved, when it occurs, who is exposed, whether anyone was injured, and whether supervisors were notified.
OSHA confidential complaints
OSHA also accepts confidential safety complaints. Use the current OSHA complaint process if you want to ask that your identity be protected. Include photographs, schedules, training records, incident reports, medical records, and names of witnesses when you can do so safely. Do not delay an emergency response while assembling documents; follow airport emergency and medical procedures first.
Safety complaints and retaliation complaints are separate. If your employer punishes you after you report a hazard, state both the original hazard and every retaliatory action, with dates and decision-makers.
Retaliation after reporting a problem
Retaliation is not one single claim. First identify the activity that may be protected:
Best Value
- Wage, safety, or workers’ compensation activity: NCDOL’s Retaliatory Employment Discrimination Bureau reviews complaints under North Carolina REDA protections for certain protected matters.
- Discrimination-related activity: EEOC may handle retaliation connected to rights enforced under federal equal-employment laws.
- Safety-related activity: OSHA has a whistleblower process, with deadlines that vary by statute.
- Union-related activity: NLRB may handle retaliation connected to rights protected by the National Labor Relations Act.
Describe the protected report or participation, who knew about it, what changed afterward, and the dates of discipline, reduced hours, termination, threats, or other adverse actions. Because deadlines differ by statute, contact the agency connected to the underlying activity as soon as possible.
Union activity and labor organizations
The National Labor Relations Board says a worker who believes National Labor Relations Act rights were violated may file a charge against an employer or a labor organization. Examples include certain threats or discipline related to union activity and some conduct by a labor organization.
Coverage is not automatic for every CLT job. It depends on worker and employer status, and some public-sector workers and supervisors may fall outside the Act’s coverage. Identify the employer, your job classification, the union or organizing activity involved, and the exact statement or action. Preserve texts, notices, meeting dates, and disciplinary documents. NLRB staff can explain whether the facts fit its jurisdiction and the applicable filing period.

CLT ADA and Title VI grievance procedures
Title VI complaints
CLT publishes a Title VI grievance procedure for relevant airport programs, facilities, and services. Its procedure specifies written complaints within 180 days and asks for information such as the allegation and basis, location, date and time, and a description of the individual involved. Follow the current airport instructions and retain proof of submission.
ADA complaints about airport access
CLT’s ADA procedure addresses access to airport facilities, services, or programs. Use it for an accessibility problem involving an airport service or facility, such as a barrier that prevents access to a program. Explain what access was denied, where and when it occurred, the accommodation or modification requested, and the response received.
These public-facing airport procedures do not replace the EEOC employment-discrimination route and do not establish a universal employee grievance office. If an airline, contractor, concessionaire, or other employer discriminates against you at work, identify that employer and use the employment route that matches the allegation.
A practical evidence and filing checklist
- Confirm the employer: Compare your hiring documents, pay records, tax documents, handbook, and supervisor’s instructions.
- Build a dated timeline: Record each event, location, people involved, what was said or done, and any response.
- Save employment records: Keep schedules, time records, pay statements, policies, written promises, messages, emails, incident reports, and complaint correspondence.
- Separate issues: Label wage, discrimination, safety, retaliation, union, and airport-access facts so one allegation does not obscure another.
- Check the deadline: Ask the relevant agency to confirm the filing period for your claim; do not wait while agencies decide which route applies.
- Protect sensitive information: NCDOL’s wage form is not confidential. Remove unnecessary personal information and retain a secure copy of everything submitted.
- Record submission proof: Save confirmation numbers, emails, dates, and names of agency contacts.
Common mistakes at a multi-employer airport
- Sending a complaint to CLT simply because the incident occurred on airport property, even though the employer is a separate airline or contractor.
- Assuming a city connection makes every airport job a government job.
- Calling every missing payment an overtime claim, or filing an overtime claim with the wrong agency.
- Treating an EEOC online inquiry as a completed charge.
- Waiting for an internal investigation and missing an agency deadline.
- Combining a safety hazard and retaliation into one vague narrative without identifying the protected report and the later adverse action.
- Submitting confidential documents through a form that the agency says is not confidential.
When to get individualized help
This guide is general public-resource information, not a determination of your rights. A qualified employment lawyer or the relevant agency can assess worker classification, employer size, public or private status, union coverage, deadlines, and overlapping claims. Prompt advice is especially important after termination, a serious injury, a large unpaid-wage loss, a charge involving several agencies, or any event close to a filing deadline.
