A 2026 fraud-cost estimate puts the total cost of fraud at $5.13 per $1 of fraud loss for U.S. retailers and ecommerce merchants, but that measures fraud costs broadly, not the cost of each chargeback. To contest a dispute, start with its reason code, submit evidence that directly addresses the cardholder’s claim, and meet the deadline and format set by your acquirer.
What the $5 figure measures—and what a chargeback may cost
Digital Transactions reported that LexisNexis Risk Solutions’ 2026 True Cost of Fraud study estimated total fraud costs of $5.13 per $1 of fraud loss for U.S. retailers and ecommerce merchants, and $5.23 in Canada. Those figures describe broader fraud costs, not a chargeback-only multiplier. They should not be read as meaning that every seller loses five times the disputed amount on each chargeback.

Chargebacks can still cost more than the disputed transaction once the merchandise or service, fees, and the work of responding are counted. Mastercard’s cost summary, drawing on separate research, reports the following averages and chargeback amounts:

| Internal cost per chargeback | $82 average | Mastercard and Javelin, 2026 white paper, as reported by Mastercard; internal operational costs. |
| Third-party fees per chargeback | $46 average | Javelin figure reported by Mastercard; external fees. |

| Average chargeback amount: digital goods | $77 | Industry amount reported by Mastercard. |
| Average chargeback amount: subscriptions | $69 | Industry amount reported by Mastercard. |
These are reported averages, not a forecast for an individual seller. Mastercard notes that costs vary by industry, market, and company size. The internal-cost and third-party-fee figures come from separate research and should not be treated as a guaranteed total for every case. A Mastercard merchant FAQ dated 2020 says merchants generally pay a chargeback fee even when they win; check your current processor or acquirer terms for the fee that applies to your account.

How a chargeback response is decided
- The cardholder questions a transaction with the issuing bank. The issuer initiates the dispute process.
- Your acquirer notifies you and provides response instructions. Check the stated reason, deadline, accepted file types, and submission method.
- You submit a response if you choose to challenge it. The evidence should show why the chargeback is invalid under the reason and applicable network rules.
- The issuer reviews the record and decides. Sending evidence does not guarantee that the chargeback will be reversed.
Visa lists receipts, shipping confirmations, and customer communications as examples of supporting evidence. Mastercard’s merchant guidance also gives receipts, proof of delivery, IP address, and CVV match as possible evidence, where relevant. These are examples, not a universal bundle: what helps depends on the claim and applicable rules.
Evidence checklist: match each item to the stated reason
Use the reason code and the acquirer’s instructions as your starting point. Include only records that help answer the cardholder’s stated claim.

- Identify the transaction. Gather the order or transaction record, date, amount, descriptor, and receipt or invoice. Confirm that the documents refer to the same transaction as the dispute.
- Show fulfillment or service delivery. For shipped goods, use relevant shipment tracking and delivery confirmation. For a service, use records showing what was provided and when. A dispatch record alone may not establish delivery or service use.
- Include relevant customer communications. Select messages about the order, delivery, refund, cancellation, or service that address the disputed point. Keep the context clear, including dates and the transaction they concern.
- Add authentication or transaction-linkage data only when relevant. An IP address, CVV result, or other permitted transaction data may help with some card-not-present or authorization claims. These details are not interchangeable and do not prove every transaction was authorized.
- Write a concise rebuttal. State the claim you are answering, identify the evidence that addresses it, and explain what that evidence establishes. Do not rely on a large attachment bundle to make the argument for you.
- Meet the acquirer’s deadline and submission requirements. Use the deadline, file type, and portal or other submission method supplied by your own acquirer. Do not assume a general deadline applies to your case.
When a specific Visa evidence rule applies
Visa’s Dispute Management Guidelines for Visa Merchants (June 2024) set out compelling-evidence pathways tied to particular dispute conditions. One narrow card-absent-environment pathway requires an Original Credit Transaction and evidence that at least three listed identifiers were used in an undisputed transaction. The listed identifiers are customer account or login ID, delivery address, device ID or device fingerprint, email address, IP address, and telephone number.

Check the applicable rule and your acquirer’s instructions before relying on either pathway.

What reported representment win rates can tell you
Mastercard’s 2025 State of Chargebacks report, produced with Datos Insights, reports an average merchant representment win rate of 50% in the study, with results differing by country:
| Country | Reported merchant win rate |
|---|---|
| United States | 54% |
| United Kingdom | 49.1% |
| Australia | 46.7% |
| Brazil | 36.9% |
These are study results, not an individual seller’s odds. They do not show that submitting a response automatically improves a particular case’s chances; the reason for the dispute and the strength and relevance of the evidence matter.

Decide whether contesting the dispute is worth the effort
Estimate the likely recovery for this transaction using your own costs, rather than applying an industry-wide multiplier. Weigh:
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Potential recovery: the disputed amount and, where relevant, the cost of goods already delivered.
- Evidence strength: whether your records directly address the stated reason and are permitted under the applicable rule.
- Response cost: staff time, fees charged by your acquirer or processor, and any outside service costs.
- Customer and account impact: the customer relationship and the merchant’s wider dispute exposure. Winning one case does not establish that overall dispute levels or future account risk are resolved.
Mastercard cautions that preparing a response can be uneconomic for a small dispute if it takes hours, and that operational costs may exceed the item’s value. A win may not eliminate fees. Compare the expected recovery with the actual labor and fees for your account, then decide whether the evidence justifies the work.
