Chandigarh University’s CUBIC incubator and 247VC Investment Trust have signed a memorandum of understanding to explore support and investment pathways for eligible startups. The agreement is a framework for possible introductions, fundraising preparation and investor engagement—not a funding commitment: the university’s announcement says 247VC makes any investment decision independently and that the MoU does not guarantee funding.

What the Chandigarh University–247VC MoU says

Chandigarh University says its CUBIC incubator signed the MoU with 247VC Investment Trust alongside the PRAGATI Q-FOUNDRY 2026 NQM Co-development and Venture Partnership Meet in New Delhi, held September 29–30, 2026. The university announced the agreement through PR Newswire on October 7, 2026. The announcement describes CUBIC as an academic and incubation partner to PRAGATI Q-Foundry 2026. The announcement presents the agreement as a way to connect startups in CUBIC’s incubation ecosystem with potential investors and other partners. It does not report a funding round, a committed investment amount, a number of participating startups or measured results.

What support may be available to startups

The release describes several activities the parties may pursue. They are potential forms of support, not a published package available automatically to every startup.

Preparation and introductions

  • CUBIC may identify suitable startups within its incubation ecosystem and facilitate introductions to 247VC.
  • CUBIC may help eligible startups prepare business plans, pitch decks, financial projections, and technology and intellectual-property documentation for fundraising.

Investor engagement and mentorship

  • The parties may arrange pitch sessions, curated meetings, demo days or other investor–startup interactions on platforms they mutually agree to use.
  • Where mutually agreed, 247VC or its representatives may mentor startups on fundraising, business development, commercialization and market access.
  • The parties say they will explore connections with venture-capital funds, angel investors, family offices, corporate investors and strategic partners.

The announcement does not specify an application process, eligibility criteria, schedule, or which of these activities are already running. A startup should not treat a possible introduction or event as confirmed access to an investor.

Does the MoU guarantee 247VC funding?

No. The university’s release says potential follow-on investments may be considered for selected ventures, subject to 247VC’s independent evaluation, due diligence, investment mandate and internal approvals. It expressly states that the MoU “does not guarantee funding or create an obligation for the investor to invest in any startup.” An introduction, pitch opportunity or mentoring relationship is therefore distinct from an investment decision.

How quantum and deep-tech fit the announcement

The release connects PRAGATI Q-Foundry 2026 with the broader objectives of India’s National Quantum Mission and names quantum computing, quantum communication, quantum sensing and metrology, and quantum materials and devices. It also says CUBIC’s interests extend to semiconductors, photonics, advanced materials, robotics and artificial intelligence. These are the scopes described by the university; the announcement does not publish a narrower list of startup technologies that will qualify for the MoU’s activities.

Chandigarh University Managing Director Jai Inder Singh Sandhu said the event highlights the importance of linking academic research with industry, investors and strategic users so technologies can move toward practical applications. He also argued that the National Quantum Mission needs links between scientific research, technology validation, industry adoption, investment and entrepreneurship. Those comments state the university’s rationale; they do not establish results from the agreement.

What is—and is not—established

The public announcement describes an intended collaboration, not its implementation. It does not include the MoU text, published eligibility rules, confirmed investment commitments or evidence of outcomes. Its practical value will depend on which proposed activities the parties put into operation and whether individual startups meet 247VC’s investment criteria.
