The High Court administration has approved the estimate, but it is not a final government sanction: submission to the UT administrator and central government is still ahead, and heritage clearance remains pending.
What the ₹1,454 crore proposal includes
According to Hindustan Times, the revised figure replaces an earlier estimate of ₹1,600 crore. The report attributes the final estimate to an unnamed official described only as “a top official privy to the development”; it does not provide an itemized budget.

The plan would add four blocks behind the existing Le Corbusier-designed heritage building. The High Court is common to Punjab, Haryana and Chandigarh, as its official website explains.

- New block space: 11.42 lakh square feet, with 30–35 additional courtrooms proposed.
- Space to be incorporated: the report says 2.07 lakh square feet occupied by the Punjab and Haryana advocate generals’ offices, judicial record room and old lawyers’ chambers is to be demolished and incorporated into the extension blocks.
- Additional parking: 11.17 lakh square feet, taking the reported total parking area to 22 lakh square feet.
How parking and building height fit the heritage setting
The proposal separates underground parking from the height of the visible buildings. It describes three basement parking levels, while limiting the above-ground structure to a maximum of three floors including the ground floor. The report says the height restriction is intended to preserve the heritage building’s skyline and that the scheme needs UNESCO-related clearance because of the Capitol Complex setting.

Hindustan Times describes a longer planning history: a holistic plan began in 2013, was shelved after the Capitol Complex received UNESCO World Heritage status in 2016, and an underground parking proposal was rejected in 2023. The outlet reports that a modified proposal was being sent for heritage review.
Why the court says it needs more space
The report gives the existing workload and limited capacity as the rationale for expansion: the complex has 69 courtrooms and 60 sitting judges against 85 sanctioned judge posts. It says the plan is intended to accommodate future growth in judicial strength.

Traffic and parking pressure are also cited. Hindustan Times reports that 10,000 cars and thousands of two-wheelers visit daily, alongside 10,000 lawyers and more than 3,300 court employees. These are figures reported by the outlet, not independently validated traffic counts.
Has the expansion been finally approved?
No final government sanction or construction start is established by the report. The High Court administration’s approval applies to the cost estimate; the estimate was still to be submitted to the UT administrator and central government, and the heritage review had not yet produced a decision.
