In its May 21, 2019 update for PS4 and Xbox One, Rockstar said poker had been added to Red Dead Online and could be joined from saloons across the open world. The update says players could play against other players in both public and private matches. Each table seats up to six.

Rockstar named five locations: Blackwater, Saint Denis, Tumbleweed, Valentine, and Flatneck Station. This presents poker as an activity encountered at several places in the game world, with the option of public or private matches—not as a single dedicated casino destination. How chance-based play is presented in GTA Online
Rockstar’s July 23, 2019 update for PS4, Xbox One, and PC added the Diamond Casino & Resort to GTA Online. The update describes it as “a shared location for players to enjoy together,” framing the casino as a destination and social setting. Table-style customization
A later GTA Online update, dated December 15, 2020, documents a customization option with specific eligibility requirements. Players who own a Casino Penthouse and Private Dealer can use Chips to buy from five Blackjack table styles and four Three Card Poker table styles. What this says about the evolution of these features
Across the cited updates, the notable shift is in how the activities are situated. The 2019 Red Dead Online update describes poker as a game distributed among saloons, with public and private ways to play. The 2019 GTA Online update instead introduces a shared casino destination, while the 2020 update adds a property- and dealer-dependent way to personalize certain tables.
That is a comparison of what Rockstar documented over time, not proof of a broader historical trend, a specific design intention, or a change in players’ behavior. It also should not be read as a complete account of either title’s minigames: the cited announcements concern online modes, and cover only the features described in those updates.
