For most people, a centralized exchange is easier to recover after a forgotten password or lost device, while self-custody can be more resilient to an exchange freeze or collapse. The trade-off is where recovery responsibility sits. An exchange manages the private keys and can usually restore an account after identity checks. A self-custody wallet gives you exclusive control, but its 12- or 24-word recovery phrase is the access authority. If that phrase is lost or stolen, the platform cannot reset it for you.
The safer choice depends on which failure you can manage reliably: dependence on an exchange’s solvency, security and policies, or the permanent-loss risk of protecting your own keys. This guide explains what happens in each scenario, how to respond after losing access, and when offline storage is appropriate.

What changes when you hold crypto on an exchange?
The exchange controls the private keys
Coinbase defines an exchange as a platform that manages private keys for the user. When you see a balance in an exchange account, the platform is holding the keys that authorize blockchain transactions. You can request deposits, trades and withdrawals through the account, but you do not directly possess the signing key in a personal wallet.
That arrangement creates a recovery service. If you forget a password or lose a phone, the exchange can suspend access, verify your identity and let you establish new login credentials. The exact checks and timing vary by provider, and a successful recovery still depends on the exchange being available and willing to process it.

What “losing access” can mean
- Forgotten password or lost device: the account may be recoverable through the exchange’s official process.
- Compromised email, authenticator or phone number: recovery may require additional identity checks and security holds while the provider investigates.
- Account freeze: the platform may restrict trading or withdrawals under its policies, legal obligations or security controls. Recovery is then a policy and support matter, not a wallet-restoration operation.
- Provider outage, insolvency or shutdown: you may have no practical way to obtain the assets even though the blockchain itself continues to exist.
The Federal Trade Commission warned in 2022 that crypto is not government-insured like an FDIC-insured bank deposit. If a provider fails, is hacked, or cannot return assets, there may be no government program or other party that can restore your balance.
What self-custody changes
You hold the signing authority
In a self-custody model, the user retains exclusive control of the private keys and assets, according to the SEC Crypto Task Force’s 2025 written submission. The wallet application or device helps you create and sign transactions, but no exchange can freeze the wallet account or reset its credentials.
Most self-custody wallets generate a 12- or 24-word recovery phrase. That phrase can recreate the wallet and its addresses on a compatible device or application. It is not a password, customer number or support ticket; possession of the phrase is what proves control.

Coinbase’s self-custody guidance states: If you lose it, no one can help you recover access to your funds.
A wallet company generally does not hold a duplicate phrase, and a blockchain has no central administrator who can reverse the loss. A damaged phone or broken hardware wallet can be replaced when the phrase is intact. A missing phrase, an unreadable backup or a phrase exposed to an attacker can make the outcome permanent.
Centralized exchange and self-custody compared
| Decision factor | Centralized exchange | Self-custody wallet |
|---|---|---|
| Who controls private keys? | The exchange holds and manages them for the account holder. | The user holds the keys and authorizes transactions. |
| Recovery after a forgotten password or lost device | Usually handled through the provider’s account-recovery and identity-verification process. | Requires the recovery phrase; the wallet provider cannot reset it. |
| Exposure to provider failure | Balances depend on the exchange’s solvency, security, policies and continued operation. | No exchange account is required, but the user must preserve the keys and operate compatible wallet software or hardware. |
| Primary attack surface | Account takeover, phishing, stolen login credentials and exchange-side breaches. | Phishing, malware, compromised devices, fraudulent addresses and recovery-phrase theft. |
| Offline-storage option | Not inherent to an exchange account. | Hardware wallets are offline-storage products that can reduce online exposure, according to the SEC Crypto Task Force’s 2025 submission. |
| Best fit by transaction pattern | Frequent trading and users who value support-assisted recovery. | Long-term holding for users who can create, protect and test redundant backups. |
| Transaction reversibility | An exchange may be able to investigate an internal transfer, but blockchain withdrawals can still be final. | A signed blockchain transfer, mistaken address or unauthorized transaction may be irreversible. |
If you lose access to an exchange account
Act as though the account may be under attack until you have verified what happened. Use only the exchange’s official website or application; do not follow recovery links sent in unsolicited messages.

- Open the official recovery flow. Type the known domain yourself or use the provider’s official app. Start with the password-reset or account-recovery option rather than a link from email, social media or a chat message.
- Secure the email account and phone number attached to the exchange. Change the email password from a trusted device, review active sessions and remove unfamiliar forwarding rules. If your phone number was taken over, contact the carrier through its normal support channel.
- Complete identity checks exactly as requested. The exchange may ask for identity documents, a selfie or other account-history details. Submit them only through the verified recovery channel.
- Review security and withdrawal notices after access returns. Look for changed email addresses, new devices, unfamiliar API permissions, password changes and withdrawal requests. Contact official support immediately about anything you did not authorize.
- Rotate credentials and account protections. Set a unique password, re-enrol the approved multi-factor method and remove unknown sessions or devices. Keep recovery codes offline rather than in an exposed inbox.
- Do not disclose your recovery phrase or private key. An exchange support representative should never need either. Anyone requesting it is attempting to take control of the wallet or funds.
If the official recovery process fails, preserve case numbers, emails and transaction records, and continue only through verified support channels. Do not pay a third party that promises to bypass the exchange’s controls.
What if the exchange freezes the account?
A freeze is different from forgetting a password. The exchange still controls the account and may restrict withdrawals while it checks a security alert, compliance requirement, disputed payment or legal request. A self-custody wallet cannot be frozen by an exchange, but assets held there remain exposed to your own key-management mistakes.

Avoid repeated logins from changing devices or locations if the provider warns that this can trigger additional checks. Keep records of deposits, trades and withdrawal addresses so you can answer ownership questions accurately.
Do not assume that a freeze proves the assets are gone, and do not assume that a support promise guarantees release. Until the provider restores withdrawals, the practical risk is counterparty dependence: access rests on the exchange’s policies, systems and continued operation.
What if the exchange fails, is hacked or stops operating?
Self-custody and exchange custody fail in different ways. An exchange can aggregate security and operational expertise, but it also concentrates assets and decision-making in one provider. A hack, insolvency, prolonged outage or policy change can prevent customers from withdrawing. The FTC’s 2022 consumer guidance says that if something happens to a wallet or cryptocurrency funds, users are likely to find that no one can step in to recover them.

Moving coins to a personal wallet removes the exchange as a withdrawal gatekeeper, but it does not create insurance or eliminate loss risk. You become responsible for the phrase, the device used to sign transactions, address verification and backup testing. A transfer to a wrong or fraudulent address may not be reversible.

In the ordinary self-custody model, no. The recovery phrase is the backup that recreates the keys. A lost phone, deleted wallet application or failed hardware device can be replaced when the phrase is available. Without the phrase, a wallet provider, exchange or blockchain administrator has no standard reset mechanism.
There are limited exceptions only when a different recovery design was deliberately configured, such as a multisignature arrangement or a provider-managed key-sharing service. Those systems have their own recovery rules and failure modes; they should not be assumed for a conventional 12- or 24-word wallet. If you are unsure whether a phrase is complete, do not guess words or enter it into websites claiming to “check” it.

What offline storage improves
Hardware wallets such as those described by Ledger and Trezor in the SEC Crypto Task Force’s 2025 submission are designed for offline storage. Keeping signing keys away from a continuously connected computer can reduce exposure to some online malware and browser attacks. A transaction is prepared on the connected device and authorized on the hardware device.
What a hardware wallet cannot solve
- The recovery phrase remains the ultimate backup and must be protected from theft, fire, loss and unauthorized photographs.
- A user can approve a fraudulent transaction after being tricked by a phishing site or a misleading address.
- A counterfeit device, compromised setup process or malicious replacement can undermine security.
- The device can be lost or damaged; only a correctly stored phrase makes replacement practical.
Hardware storage is therefore a product category, not a complete custody plan. The security result depends on how the device is initialized, where the phrase is stored, how transactions are checked and whether restoration has been tested.

How to build a self-custody recovery plan
- Initialize the wallet in a private environment. Follow the manufacturer’s official setup instructions and ensure the phrase is generated by the device or trusted wallet software, not supplied by another person.
- Write the phrase on a durable offline medium. Keep it confidential and out of cloud storage, email, screenshots and ordinary notes. Anyone who obtains it may be able to move the assets.
- Create a redundant backup. Store separate copies in locations that do not share the same fire, flood or theft risk. Do not make copies so numerous that you lose track of them.
- Verify the backup before depositing substantial funds. Restore the wallet on a spare or reset device using the written phrase and confirm that the expected addresses appear. Use a small amount for the first test.
- Document the wallet’s network and derivation details. A phrase may restore different accounts depending on the wallet software, network and account path. Record enough non-secret information to identify the correct setup, but never record the phrase with it.
- Rehearse the failure scenario. Decide who can locate the backup, what happens if the device fails and how an authorized person would access assets without receiving the phrase through an insecure channel.
How to reduce exchange-custody risk
- Use a unique, long exchange password and protect the email account that controls recovery.
- Enable the strongest multi-factor method the exchange supports and retain recovery codes offline.
- Review login, device, API and withdrawal notifications instead of ignoring them.
- Keep only the amount needed for active trading or near-term transfers on the exchange.
- Confirm the withdrawal address and network on a trusted screen before approving a transfer.
- Periodically verify that your identity information and recovery contact details are current.
- Know the official support domain and never rely on unsolicited direct messages.
Choosing custody by your actual risk tolerance
Exchange custody may fit when recovery support matters most
An exchange can be the more practical choice if you trade frequently, need a familiar account interface or cannot reliably store and test a recovery phrase. You are accepting provider risk in return for a support-assisted recovery path. That path is useful only while the provider remains operational and your account meets its requirements.
Self-custody may fit when independence matters most
Self-custody can make sense for long-term holdings when you can protect offline backups, verify every transaction and maintain a replacement plan. It removes dependence on an exchange’s withdrawal permissions, but it transfers the full consequence of key loss or theft to you.
A split approach can match different jobs
Some users keep a limited trading balance on an exchange and place long-term funds in tested offline storage. This is not a guarantee against loss: it creates two systems to secure, document and monitor. The amount in each location should reflect the largest loss you could absorb if that custody method failed.
Irreversible transactions deserve a separate check
Control of keys does not mean control over the recipient. The SEC and Federal Register materials cited for 2026 describe the irreversible-loss risk of crypto transactions and key compromise. Before signing, compare the destination address and network character by character on a trusted display, send a small test amount when practical, and treat unexpected urgency as a warning sign.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
An exchange may be able to investigate an internal transfer, but a withdrawal broadcast to the wrong blockchain address is generally outside ordinary account recovery. In self-custody, the same finality applies immediately after signing. Recovery planning must therefore include transaction review, not just backup storage.
What the evidence can and cannot tell you
Official sources do not provide an authoritative percentage showing whether users lose access more often with centralized custody or self-custody. The comparison is about mechanisms rather than a universal failure rate. Exchanges offer a recovery process but add counterparty and policy exposure. Self-custody removes that counterparty but makes the recovery phrase, device security and transaction discipline your responsibility.
The FTC’s 2022 warning about the absence of government insurance, the SEC Crypto Task Force’s 2025 distinction between exchanges and self-custody, and the SEC/Federal Register discussion of irreversible loss all point to the same practical test: choose the failure mode you can prepare for, then maintain that preparation.
