If rates stay unchanged, a high-yield savings account is usually the better fit for money you may need to access, while a fixed-rate CD can suit money you can leave untouched until maturity. The deciding factors are the actual APYs and account terms, plus how much you value access versus a stated rate for a set term.
How to choose if rates do not change
Compare the offers available to you over the period you expect to hold the money. A savings account’s APY and access terms are specific to that account; a CD’s rate and restrictions depend on its contract. There is no universal winner or reliable break-even figure without those details.

- Choose savings for flexibility: It is generally more appropriate if you may need the cash before a CD’s maturity. Check its APY, fees, minimum balance, and withdrawal or transfer terms.
- Consider a CD for a planned holding period: If you can leave the deposit until a chosen maturity date, a fixed-rate CD can make the return easier to plan. That rate certainty applies only when the contract is fixed-rate and its other terms support it.
These are conditional choices based on account mechanics, not a prediction that rates will actually remain unchanged.
Compare the actual account terms
| What to check | High-yield savings account | CD |
|---|---|---|
| Access | Review the account’s withdrawal and transfer terms; the high-yield label does not establish them. | Deposits are generally held for a specified term. Early withdrawal can incur a penalty. |
| Rate structure | Confirm the current APY and whether the rate can change under the account terms. | Confirm whether the CD is fixed-rate, variable-rate, market-linked, or callable. Do not assume every CD locks a rate for the whole term. |
| Return conditions | Compare APY, fees, minimum-balance requirements, and any conditions for earning the advertised rate. | Compare APY, term, fees, minimum-balance requirements, and early-withdrawal penalty. |
| End of term | Not applicable as a maturity date; review the account’s own terms. | Check whether it renews automatically, the deadline to act, and what rate applies after renewal. |
The Consumer Financial Protection Bureau recommends comparing a CD’s term, interest rate, and early-withdrawal penalty. Its guidance also notes that consumers generally agree to keep CD funds deposited for a specified period. CFPB: What is a certificate of deposit (CD)? Regulation DD disclosure requirements include APY, rates, minimum-balance requirements, and fee schedules, but the advertised rate alone does not tell you whether an account suits your needs. When a CD’s rate is—and is not—locked
Read the specific CD disclosure before treating its rate as fixed. FDIC guidance describes variable-rate and market-linked CDs as well as callable CDs. A callable CD may let the institution redeem the deposit under stated conditions; that is different from you withdrawing early, which may trigger a penalty. Check both call provisions and early-redemption terms before comparing a CD’s APY with savings.
At maturity, a CD may renew automatically. Confirm the renewal rate and the period during which you can withdraw or change the deposit. FDIC warns that renewal may not preserve the prior rate. FDIC: Certificates of Deposit

Use rate averages as context, not as offers
The FDIC’s March 2026 national rate table reported 0.39% for savings and 1.52% for a 12-month CD as of March 16, 2026. These are national averages, not individual account offers or October 2026 market rates. The savings figure uses a $2,500 product tier; CD rates average the $10,000 and $100,000 tiers. They are dated benchmarks, not a forecast or a promise that those rates were available to you. FDIC national rates

Check deposit insurance before depositing
FDIC insurance covers eligible savings accounts and CDs at insured banks, subject to the standard maximum of $250,000 per depositor, per insured bank, per ownership category. The limit is not simply per account: consider your total eligible deposits at the same insured bank and how they are owned. Eligible credit-union deposits are insured through the NCUA. Verify the institution and product rather than assuming that a nonbank product is an insured bank deposit.
FDIC explains covered products and limits in its deposit insurance overview; the page was last updated April 1, 2024. CFPB also discusses deposit insurance and credit unions in its CD guidance.

A quick decision checklist
- Set the date you may need the money. If that date could come before a CD matures, weigh the access restrictions and early-withdrawal penalty against the value of a stated rate.
- Compare current APYs and all fees and minimum-balance requirements for the specific accounts, including conditions attached to advertised rates.
- For a CD, verify its rate structure, call provisions, term, early-withdrawal penalty, maturity date, and automatic-renewal deadline and rate.
- Confirm that the institution and account qualify for FDIC or NCUA insurance, then assess your total deposits under the applicable ownership category.
