Its separate upload guidance specifies variable bitrate (VBR) for uploaded H.264 files; that advice applies to file uploads, not live ingest. YouTube does not publish a controlled CBR-versus-VBR test for continuous prerecorded streams, so CBR is the platform-supported live setting—not a proven performance winner for this particular use.
CBR or VBR: which setting belongs to which workflow?

A prerecorded source does not make the live transmission an upload. If an encoder or streaming service is sending the video continuously to YouTube Live, use the live-ingest settings. If you upload a file through YouTube’s upload workflow, use the upload settings.
Set bitrate for your live resolution, frame rate, and codec
There is no single correct live bitrate for every stream. YouTube’s recommended ranges depend on the ingest codec, resolution, and frame rate. These examples are from YouTube’s H.264 live-ingest table; they are published minimum and recommended configuration values, not independent measurements of quality. Check the table for your exact combination before configuring the encoder. See YouTube’s live bitrate and resolution guidance.

These figures are specific to H.264. YouTube also lists H.265 (HEVC) and AV1 as live encoder options, along with H.264. Do not assume the H.264 table applies unchanged to another codec: use the live table for your chosen codec, resolution, and frame rate. The live guidance supports up to 60 fps and lists RTMP/RTMPS as protocols. YouTube live encoder settings.

Configure the other settings that affect a stable feed
- Keyframes: Set a two-second keyframe frequency. YouTube recommends two seconds and says not to exceed four seconds. Live encoder settings
- Audio: YouTube lists AAC or MP3 audio for live encoding. Test the actual audio in the stream rather than relying only on the encoder preview. Live encoder settings
- Upload bandwidth: Plan for the primary stream, any backup stream, and an additional 20% headroom. Use sustainable outbound upload capacity, not the advertised download speed, to assess whether the connection is sufficient. YouTube network and stream requirements
- Latency: Lower latency can increase playback buffering, according to YouTube. It matters less when there is no need to interact with viewers in real time, which may describe a prerecorded 24/7 channel; this is an application of YouTube’s general latency guidance, not a special rule for continuous streams. Test the stream before relying on it continuously
- Configure your encoder for live ingest with CBR, then choose the bitrate from YouTube’s table for the actual codec, resolution, and frame rate.
- Set two-second keyframes, select a supported audio format, and confirm your available upload capacity has the recommended headroom.
- Run a test using audio and movement similar to the planned video. A static test image or silent test will not reveal every issue in the real stream.
- While testing and after going live, monitor YouTube’s stream health and any messages it displays. YouTube advises checking these during the event. YouTube live encoder guidance

What the guidance does—and does not—establish
The official settings distinguish live ingest from file upload and identify CBR for the former and VBR for H.264 uploads. They do not report a controlled comparison of CBR and VBR for a 24/7 prerecorded YouTube stream, or quantify which mode produces better quality, bitrate variation, or operational stability in that exact scenario. Choose CBR because it is YouTube’s listed live setting, not because a published test proves it outperforms VBR for this schedule.
