A special CBI court objected after ASI Sher Singh, who is facing trial in a separate case before the same court, escorted suspended Punjab Police DIG Harcharan Singh Bhullar from Model Jail, Chandigarh, to a hearing. Special judge Bhawna Jain asked the Chandigarh SSP to review the guard assignment and ensure appropriate personnel are used for future court productions, according to a Hindustan Times report published October 3, 2026.
Why the court objected to the escort assignment
The issue was who had been assigned to bring Bhullar from jail to court. The Hindustan Times report says the court noted that ASI Sher Singh escorted him, even though Sher Singh is himself facing trial in a separate CBI case, “CBI versus Sher Singh & Anr.,” pending before the same court.

The report quotes Judge Bhawna Jain as writing in the order: “Such arrangements of guard provided by the quarter concerned to produce the accused of a high-profile case before this court is not acceptable.” The objection concerned the staffing arrangement; the report describes Sher Singh as an accused in a pending case, not as convicted.

According to the report, the court directed that its order be sent to the Chandigarh SSP in a sealed envelope so the assignment could be examined and appropriate guards assigned for future productions. A copy was also forwarded to the head of the CBI’s ACB Chandigarh branch for necessary action.

What happened in the Bhullar–Sharda case
The escort issue arose during proceedings against Bhullar and co-accused Kirshanu Sharda. Prosecution witness Akash Batta’s further examination-in-chief was recorded at length, but the report says it was deferred at his request after he told the court he was tired and exhausted.
The court also summoned ASI Local Rank Satpal Singh from the DIG Ropar Range camp office in Mohali to produce an original public entry register covering February 6 to September 24, 2025. The court directed that a copy of the production-cum-seizure memo dated November 19, 2025, be attached to the process issued to the witness.

Next date reported at the time
Hindustan Times reported on October 3, 2026, that Batta was directed to appear on October 5, a date already fixed for recording his testimony. Bhullar and Sharda were physically produced, remained in judicial custody and were ordered to be produced again on that date. This is the schedule reported on October 3, not confirmation that the date or proceedings remain unchanged.
