The CBI has arrested a Central Public Works Department (CPWD) executive engineer and four others in a case involving an alleged bribe for a no-objection certificate (NOC) tied to a proposed real-estate project on land in Mumbai, according to reports published October 3, 2026. The reported allegation is that a ₹1 crore demand was negotiated to ₹70 lakh, with ₹50 lakh allegedly intercepted as the first payment. These are allegations under investigation, not findings of guilt.
Who was arrested
A Press Trust of India report quoting a CBI spokesperson names five people arrested:

- Vikrant Verma, a CPWD executive engineer;
- the engineer’s relative, identified inconsistently in the reports by surname;
- Arvind Semwal, vice president of the real-estate group;
- Chetan Mahajan, a manager; and
- Anil Deshmukh, described as a partner in Renaissance, a partnership firm under Baya Group.
Because the two same-day reports give different surnames for the engineer’s relative, he is referred to here only by that relationship. The reports also vary in how they describe the land parcel’s location: they identify it as Wadala, while the PTI account also mentions Antop Hill in Sion.

According to the CBI spokesperson’s account reported by PTI, the engineer allegedly sought money through his relative in return for issuing an NOC stating that CPWD had no claim over a parcel intended for a construction project. The reported initial demand was ₹1 crore, later negotiated to ₹70 lakh.
#1 Best Overall
The alleged payment arrangement was ₹50 lakh initially and ₹20 lakh after a week. The NOC was reportedly issued without a dispatch number, with the number to be provided after the balance payment. The ₹50 lakh in the case headline is therefore the alleged first instalment, not the full negotiated amount.
How the reported CBI trap unfolded
The CBI reportedly laid a trap on October 1, 2026. The engineer’s relative was caught carrying ₹50 lakh allegedly received from the real-estate group’s vice president on the engineer’s behalf. The engineer was reportedly apprehended at Vashi, Navi Mumbai, where he was waiting to receive the money. The group’s manager and a partner associated with the firm seeking the NOC were also arrested.

What searches reportedly recovered
Searches at premises in Mumbai, Navi Mumbai and Pune reportedly yielded about ₹53.87 lakh in cash, documents concerning immovable property and other documents. The reports do not specify whether the ₹53.87 lakh includes the ₹50 lakh intercepted in the trap or is separate from it, so the figures should not be added into a combined recovery total.

The reports establish arrests and investigation-stage allegations. They do not establish guilt or provide a verified later court outcome. The PTI report quotes a CBI spokesperson and says the agency alleged that the demand was set out in the FIR; the two reports do not supply a court finding.
