Use both tools, but give them different jobs. A budget sets the revenue and spending targets you intend to achieve. A cash-flow forecast predicts when money will actually enter and leave your bank account and what balance should remain after each period. Compare both with recorded results so you can act before a shortfall, overspending or weak collection becomes a crisis.
The labels are not universal. Tim Berry, writing in an SBA-hosted article in July 2019, said budgets and forecasts are “essentially the same thing” in some businesses. The practical distinction below is therefore a working management definition, not a claim that every accountant uses the words identically.

The working difference between a budget and a cash-flow forecast
| Tool | Main question | What belongs in it | How you use it |
|---|---|---|---|
| Budget | What do we plan or authorize for this period? | Revenue targets, operating-cost limits, payroll, marketing, planned investments and other spending targets | Set expectations, approve spending and measure performance against plan |
| Cash-flow forecast | When will cash arrive and leave, and what balance will remain? | Opening cash, expected collection dates, supplier payments, payroll, taxes, debt service, inventory, capital purchases and owner draws | Predict future cash balances and identify the date and size of a possible shortfall |
| Actual results | What really happened? | Posted transactions, bank activity and financial statements | Compare with the budget and forecast, investigate differences and update assumptions |
A budget can be annual, quarterly or monthly. A forecast is usually more sensitive to dates: an invoice issued on the 20th may not become cash until a customer pays 30 or 60 days later. A business can therefore meet its sales target while missing a payroll date. Conversely, a delayed equipment purchase can make cash look strong even though the business has not achieved its operating plan.

What a cash-flow forecast should track
The forecast is a timeline of cash receipts and cash payments. Its core calculation for each period is:
Ending cash = opening cash + cash received − cash paid.
The ending balance becomes the next period’s opening balance. A spreadsheet can show one column per month, week or other period, with receipts and payments listed in rows. The level of detail should be enough to make a decision, not so elaborate that nobody updates it.

Start with the bank balance you can actually use on the first day of the forecast. Exclude restricted funds, uncleared deposits or money reserved for a tax payment if those amounts are not available for ordinary obligations. Set a minimum acceptable balance based on upcoming payroll, taxes, debt requirements and the time needed to obtain additional financing or reduce spending.
Expected receipts
- Cash sales and card settlements, using the date funds are expected to reach the bank.
- Collections on outstanding invoices, separated from the date the sale was made.
- Customer deposits, retainers or milestone payments.
- Refunds, grants, loan proceeds or other one-time inflows when they are reasonably expected.
For each significant receivable, record an expected collection date rather than assuming the invoice date equals the payment date. If exact monthly figures are unavailable, SBA-hosted SCORE guidance allows estimates; state the basis for the estimate and replace it when better information arrives.
Expected payments
- Payroll, contractor payments and payroll taxes.
- Rent, utilities, insurance, subscriptions and other fixed operating costs.
- Inventory and materials, including deposits and the timing of supplier terms.
- Variable costs that rise with sales, shipping or production.
- Loan principal and interest, lease payments and other debt service.
- Taxes, licensing fees and annual renewals.
- Capital expenditures such as equipment, vehicles, software implementation or improvements.
- Owner draws, distributions or other transfers that reduce business cash.
Include the full cash amount and the date it is expected to leave the account. A purchase paid in three installments belongs in three forecast periods, not as one undated annual expense.
What belongs in the budget
The budget is a set of targets. It can include the same economic activities as the forecast, but it normally emphasizes planned revenue, gross margin, operating expenses and investments rather than the exact day money moves.

Revenue targets
Document how the target was built. A top-down approach starts with a market or annual goal and allocates it by month or product. A bottom-up approach multiplies expected units, customers, projects or billable hours by realistic prices. Identify assumptions such as conversion rates, utilization, seasonality and price changes so a variance can be explained later.
Spending limits and investments
Set targets for payroll, occupancy, marketing, software, professional services, inventory and other categories used in the accounting reports. Put planned equipment or expansion in a capital-expenditure section even when the purchase will not appear as an ordinary operating expense on the profit-and-loss statement.
Budget period and ownership
Many owners prepare an annual budget and divide it into monthly targets. Assign an owner to each major line so somebody can explain a variance and propose a response. A budget is more useful when it is approved before the period begins and changes are documented rather than silently overwritten.
Why a profitable business can still run out of cash
Profit and cash answer different questions. Under accrual accounting, a credit sale can increase revenue and profit when the sale is completed even though the customer will pay later. The forecast must wait for the expected collection date.
Inventory creates another timing gap: cash may leave when goods are purchased, while the related sale and margin occur later. Debt principal repayment and asset purchases also consume cash but are not treated as routine operating expenses in the same way as rent or payroll. A profit-and-loss budget that omits those cash uses can show a healthy margin while the bank balance falls.
SBA guidance distinguishes cash accounting, which records a transaction when payment is received, from accrual accounting, which records it when the sale is completed. Changing accounting methods changes when transactions appear in the books; it does not replace a forward-looking forecast. Whichever method you use, maintain a separate view of expected receipts, payments and ending cash.
Build a practical forecast-and-budget system
- Choose the starting date and periods. Enter the usable bank balance on day one. Use monthly columns for normal operating planning; use weekly columns when collections or payroll timing make a monthly view too coarse.
- Map the bookkeeping categories. Copy the names used in your income statement, accounts receivable, accounts payable and bank reconciliation. Add separate rows for inventory, debt principal, capital spending and owner draws because they can be easy to overlook.
- List confirmed receipts. Start with contracted work, scheduled customer payments and recurring sales. Assign a realistic collection date, not merely an invoice date.
- Estimate uncertain revenue. Use a documented top-down or bottom-up method. Mark assumptions as conservative, expected or optimistic so you can run alternatives without rewriting the base plan.
- Enter fixed payments. Add rent, payroll, insurance, subscriptions, loan installments and other commitments on their actual due dates.
- Enter variable and irregular payments. Forecast inventory purchases, commissions, shipping, taxes, annual renewals and planned capital purchases in the period they are likely to be paid.
- Calculate each period’s ending cash. Add receipts to opening cash, subtract payments and carry the result forward. Highlight any period below the minimum acceptable balance.
- Build the budget beside the forecast. Keep target revenue and spending in the same categories as the actual reports. The budget can remain stable while the forecast changes as payment timing or assumptions change.
- Record actuals. After the bank and bookkeeping records are up to date, enter what was received and paid. Reconcile the bank so the starting point is trustworthy.
- Investigate and revise. Explain material differences, identify whether they are timing or permanent changes, and update future periods. Do not preserve an obsolete estimate merely because it was approved earlier.
Choose the right forecast horizon
Use a horizon that matches the decision you need to make. A 13-week or similarly short rolling view is useful when payroll, supplier terms or customer collections create near-term risk. Monthly detail usually works for operating decisions and management meetings. An annual view helps with seasonality and capacity. For a first-year business plan, SBA guidance supports quarterly or monthly projections and asks for a prospective outlook extending up to five years. Longer-range numbers should be treated as planning assumptions, not precise promises.

How to estimate revenue without pretending to know the future
Bottom-up estimate
List the number of customers, projects, units or billable hours you can realistically serve. Multiply by price, then adjust for cancellations, discounts and payment terms. This approach makes capacity constraints visible: a target that requires more staff or production than you have should not be treated as a reliable receipt forecast.
Top-down estimate
Start with an annual or market objective and allocate it by season, product line or sales channel. Explain why a particular month is larger or smaller. Top-down figures are quick to build but should be checked against sales capacity and historical conversion.
Separate sale date from collection date
Put the sale in the budget when the revenue target is measured, but put the expected receipt in the cash forecast when money should arrive. Apply different collection assumptions to different customer groups if some pay immediately and others routinely take 60 days.
How to compare plan, forecast and actual results
Review the three views together at least monthly. A useful meeting follows the same sequence each time:
- Confirm the bank reconciliation and the actual ending cash.
- Compare actual revenue and spending with the budget in matching categories.
- Compare actual receipts and payments with the forecast dates and amounts.
- Classify each material variance as timing, volume, price, mix, one-time activity or an error.
- Update future periods using the new evidence and assign an action to the person responsible.
Look at the prior period as well as the current month. A single unfavorable month may be a timing issue; three months of slower collections or shrinking margin is a trend that should change the forecast and perhaps the budget.
Examples of useful variance explanations
- Collections late: Sales met plan, but two large invoices moved into the next month. The forecast should move the receipts and show the temporary cash gap.
- Inventory build: Purchases exceeded the budget because stock was ordered ahead of a promotion. The cash impact belongs in the forecast even if the inventory has not yet become an expense.
- Margin change: Revenue was on target, but supplier prices rose. Revise the gross-margin assumption and the payment schedule.
- Capital purchase: A new machine reduced cash this month but was not an operating-expense overrun. Track it in capital spending and explain the financing effect.
Use the forecast to test decisions and warnings
Once the base case is current, duplicate it for alternatives. A conservative case might delay uncertain receipts, increase collection time and preserve the minimum cash balance. An upside case can add sales only when the business has the capacity and working capital to deliver them.

Warning signals include a projected balance below the minimum, a growing gap between invoice dates and collection dates, repeated supplier payments made late, or an increasing share of cash tied up in inventory. The response may be faster invoicing, deposits, collection follow-up, renegotiated supplier terms, delayed discretionary spending, revised hiring or arranged financing. The forecast does not make that decision for you; it shows when a decision is needed and what assumption drives it.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Connect the spreadsheet to bookkeeping records
A spreadsheet is sufficient for a starter system when it is maintained consistently. Keep a dated assumptions tab, protect formula cells and record the last update. Reconcile the bank before relying on the ending balance. Review accounts receivable for overdue invoices, accounts payable for bills not yet entered and payroll for upcoming liabilities.
As transaction volume grows, small-business accounting or bookkeeping software can reduce duplicate entry and improve visibility into receivables, payables and reconciliation. Choose a tool only after confirming that it can produce the reports and cash projections your process requires. Software does not correct missing invoices, unrealistic collection assumptions or an unreviewed forecast.
Illustrative monthly example
The following figures are an example of the mechanics, not a benchmark for any industry. Assume a business begins January with $25,000 available cash.
| January item | Budget target | Forecast timing | Actual result |
|---|---|---|---|
| Customer sales | $40,000 revenue | $20,000 collected in January; $20,000 expected in February | $38,000 invoiced; $17,000 collected |
| Payroll and contractors | $14,000 | Paid January 15 and 31 | $14,000 paid |
| Inventory | $8,000 | $10,000 paid January 10 for a February promotion | $10,000 paid |
| Other operating costs | $7,000 | Paid throughout January | $7,500 paid |
| Ending cash | Not a budget profit measure | $25,000 + $20,000 − $31,000 = $14,000 projected | $25,000 + $17,000 − $31,500 = $10,500 actual |
The business may still report a positive margin on January sales, yet its cash is $3,500 below the forecast because collections were lower and operating costs higher. The inventory payment also reduced cash before the related promotion generated sales. The appropriate response is to investigate collection timing, update February receipts and decide whether the minimum balance remains safe.
Common mistakes and how to correct them
Calling an invoice a receipt
Problem: Revenue is entered as cash on the sale date. Fix: Track the expected collection date and use customer payment history where available.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Using only an annual total
Problem: A profitable year hides a payroll or tax shortfall in one month. Fix: Break the first year into monthly or quarterly periods and add short-term detail when timing is tight.
Best Value
Leaving out non-operating cash uses
Problem: Debt principal, inventory, equipment and owner draws are absent because they are not ordinary income-statement expenses. Fix: Give each cash use its own forecast row.
Changing categories every month
Problem: Actuals cannot be compared with the budget without reclassification. Fix: Match the accounting reports and document any deliberate category change.
Never updating the original forecast
Problem: The file preserves an outdated prediction and stops warning you. Fix: Keep the original budget for accountability, but revise the rolling forecast when assumptions change.
Recommended Free Tools
Treating software as a substitute for review
Problem: Automation imports transactions but nobody checks overdue receivables, missing bills or unusual payments. Fix: Assign a recurring review, reconcile the bank and require explanations for material variances.
What a complete small-business planning package contains
For internal management, maintain an approved budget, a rolling cash-flow forecast and a record of actual results. For a formal business plan or funding request, SBA guidance calls for forecasted income statements, balance sheets, cash-flow statements and capital-expenditure budgets. Explain the assumptions behind the projections and show how requested funding connects to them. First-year projections should be quarterly or monthly; later years can be less granular while retaining a clear five-year outlook.
The package should let a reader answer five questions quickly: What are we trying to achieve? When will cash arrive? What must be paid and when? What actually happened? What action follows from the difference?
Decision checklist
- Does the forecast begin with a reconciled, usable bank balance?
- Are receipts dated by expected collection rather than invoice date?
- Are payroll, taxes, inventory, debt, capital purchases and owner draws included?
- Do budget categories match the bookkeeping and financial reports?
- Are monthly or quarterly first-year projections detailed enough to expose timing risk?
- Is there a stated minimum cash balance and a response if it is breached?
- Are actual results entered and reviewed on a recurring schedule?
- Are variances explained and future assumptions revised?
Bottom line for owners
A budget tells you whether the business is pursuing the plan you approved. A cash-flow forecast tells you whether the bank balance is likely to support the next payment. Keep both, compare both with actual results and preserve the distinction between earning profit and having spendable cash. That combination gives you time to collect, cut, defer, finance or renegotiate before a predictable timing gap becomes an emergency.
