Cardano vs Polkadot Governance: Treasury Funding, Voting, and Accountability Compared

Cardano and Polkadot both let token holders shape network decisions on chain, but they organize power differently. Cardano’s CIP-1694 model separates representation, constitutional review, and selected operational votes among DReps, a Constitutional Committee, and stake pool operators. Polkadot OpenGov is a referendum system: an origin determines the authority a proposal needs, a track sets its voting and enactment rules, and several referenda can run at the same time.

That difference matters most when treasury money is involved. Cardano publishes a formula for recurring treasury income and adds detailed grant-accountability requirements, including prior-funding disclosure, audit support, metrics, and milestone reporting. Polkadot draws treasury funds from several protocol sources and uses public referenda, delegation, and track-specific safeguards; the delivery obligations attached to a funded proposal can vary. Neither design is automatically “more decentralized” or “more accountable” in every circumstance. The better fit depends on whether you prioritize constitutional checks and standardized grant controls or flexible, parallel voting.

The short answer: two on-chain systems, two ways to distribute power

Cardano is easiest to understand as a role-separated constitutional system. ADA holders may vote themselves or delegate voting power to delegated representatives (DReps). A Constitutional Committee checks whether governance actions conform to the Cardano Constitution, while stake pool operators (SPOs) retain votes for specified network and security matters. Treasury withdrawals need approval from both DReps and the Constitutional Committee under the constitutional rules.

Polkadot OpenGov is a procedural referendum system. Proposals are submitted to an origin, and each origin routes them into a track. The track defines how long voting runs, what approval and support thresholds apply, and how quickly an approved decision can be enacted. DOT holders can vote directly or delegate by track. Because referenda are not forced into one queue, multiple proposals can progress concurrently.

Cardano’s governance framework after Plomin

CIP-1694 is the governing architecture

Cardano’s current governance framework is CIP-1694. It was activated in stages through the Chang and Plomin upgrades. Cardano documentation identifies the Plomin hard fork as occurring on January 29, 2025. Plomin activated DRep participation and the remaining governance actions, including treasury withdrawals and the ability to approve future hard forks.

The result is not a single vote by every ADA holder on every matter. Instead, governance actions are assigned to the bodies that have authority over them. This separation is intended to make responsibility visible: representation sits with DReps, constitutional interpretation with the Constitutional Committee, and certain technical or security decisions with SPOs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

DReps represent ADA holders

ADA holders can participate directly or delegate their voting power to DReps. Delegation lets a holder select a representative without transferring custody of ADA. A holder can also change the delegation later, allowing representation to respond to a DRep’s record, policy, or responsiveness.

DReps are central to treasury decisions because they assess whether a proposed withdrawal is useful, sufficiently specified, and consistent with the community’s rules. Their role is representative rather than purely administrative: the legitimacy of a decision depends on how holders choose to vote or whom they choose to authorize.

The Constitutional Committee performs a constitutional check

The Constitutional Committee evaluates whether a governance action is constitutional. When rejecting an action, its decision is expected to cite the Constitution rather than rely only on an unexplained preference. This gives Cardano a formal review layer beyond a simple majority calculation.

The committee is not a general spending department. Its function is to test compatibility with the governing constitution. In a treasury withdrawal, that check operates alongside the DRep vote, so approval requires both the representative decision and the committee’s constitutional approval.

Stake pool operators retain defined votes

SPOs vote on specified network and security actions. Their participation does not make them a second chamber for every proposal; the authority is limited to the actions assigned to them by the governance framework. This preserves a technical role for operators while keeping other decisions in the DRep and Constitutional Committee process.

What a Cardano treasury withdrawal requires

A treasury withdrawal is proposed on chain. It cannot be treated as an informal promise or an off-chain budget announcement. The withdrawal must pass the applicable governance procedure, including DRep approval and Constitutional Committee approval, and must remain within the permitted net change limit.

Cardano’s official treasury description summarizes the custody principle this way: “Ada only leaves it when the community approves it on chain.” That statement describes authorization, not a guarantee that every approved project will deliver its promised results. Delivery is addressed through the accountability requirements attached to funded work.

How Polkadot OpenGov organizes voting

Origins classify the authority behind a proposal

OpenGov does not treat every referendum as having identical risk or urgency. An origin expresses the authority a proposal is asking the network to exercise. The proposal then enters the track associated with that origin. A track supplies the process parameters: voting duration, approval and support requirements, and the delay before enactment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This structure allows a routine operational change to follow a different path from a high-impact or time-sensitive decision. The precise parameters are track-specific and can change through governance, so readers should check the live track configuration for a referendum rather than assume that one set of durations or thresholds applies to all proposals.

Delegation is track-aware

DOT holders may vote directly or delegate their voting power. OpenGov delegation is associated with tracks, so a holder can use different representatives for different categories of decision. For example, a holder might choose one delegate for technical matters and another for treasury or ecosystem questions, provided the relevant track rules permit that arrangement.

Track-aware delegation is a practical difference from a single universal proxy. It can produce more specialized representation, but it also requires voters to understand where their delegation applies and to review delegates across the tracks that matter to them.

Referenda can proceed in parallel

OpenGov permits multiple proposals to progress at once. Polkadot’s documentation describes this as enabling faster decision-making. Parallel processing avoids a single global queue, but it increases the amount of information voters must monitor: several referenda may be collecting votes, approaching enactment, or waiting in different tracks simultaneously.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Procedural safeguards replace a constitutional committee

The OpenGov overview does not describe a direct equivalent to Cardano’s Constitutional Committee. Instead, safeguards are expressed through origins, track-specific thresholds, voting periods, delegation, and enactment timing. These mechanisms can make the procedure proportionate to the proposal, but they do not provide a separate body whose formal task is to issue a constitutional opinion on every treasury action.

How the two treasuries are funded

Treasury inflow and spending authorization are separate questions. A protocol can receive funds automatically while still requiring a vote before any of them are spent. Conversely, a sophisticated voting process does not by itself determine how much money enters the treasury.

Axis Cardano Polkadot
Recurring inflow Twenty percent of each epoch’s reward pot goes to the treasury. The reward pot combines prior-epoch transaction fees with a share of reserves. A portion of block-production rewards, transaction fees, slashing, and DOT inflation flows to the treasury.
Additional sources identified in the documentation Donations and returned funds can add to the treasury. The documented inflow categories are block-production rewards, transaction fees, slashing, and inflation.
Spending authorization Treasury withdrawals require DRep and Constitutional Committee approval under constitutional rules and the net change limit. Spending proceeds through an OpenGov referendum whose origin and track set the decision process.
Representation ADA holders vote directly or delegate to DReps; SPOs vote on specified network and security actions. DOT holders vote directly or delegate by track; referenda can run concurrently.

Cardano’s formulaic reward-pot contribution

Cardano’s treasury documentation states that 20% of each epoch’s reward pot goes to the treasury, with the remainder available as rewards for stake pools and delegators. The pot combines transaction fees from the prior epoch with a share of reserves released under the protocol’s monetary policy. The 20% figure is therefore a recurring allocation from the reward calculation, not a one-time grant or a guaranteed fixed number of ADA.

Donations and returned funds can increase the balance beyond that recurring inflow. Cardano’s Developer Portal describes an on-chain treasury holding of more than one billion ADA in its current documentation accessed in 2026. Treasury balances change as inflows arrive and withdrawals are authorized, so that figure should not be treated as a live balance for a particular day.

Polkadot’s diversified inflow

Polkadot’s treasury receives a portion of block-production rewards, transaction fees, slashing proceeds, and DOT inflation. Because these sources respond to different network activities and monetary-policy settings, the inflow is diversified rather than represented by one percentage of a single reward pot.

Diversification does not tell a voter whether a particular proposal deserves funding. It explains where the pool of potentially spendable resources comes from. The spending decision still depends on the relevant OpenGov referendum and its track rules.

Cardano’s treasury-accountability requirements

Cardano’s accountability guidance treats a treasury request as a deliverable-bearing commitment rather than a bare request for money. A strong submission is expected to explain what will be done, how it will be done, how much it will cost, and how progress will be judged.

Information expected in a funding request

  • A clear rationale explaining the problem, opportunity, or network need.
  • The purpose and scope of the work, including the intended users or beneficiaries.
  • A timeline with milestones rather than only a final completion date.
  • A cost breakdown and the conditions under which unused funds would be refunded.
  • Disclosure of previous treasury funding connected to the applicant, team, or work.

Prior-funding disclosure helps voters evaluate cumulative support and unresolved obligations. Refund conditions address the case in which a project spends less than authorized or cannot complete the agreed scope.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Audits, metrics, and milestone reporting

The accountability rules provide for funding independent audits where appropriate. They also call for oversight metrics and progress reporting against milestones. These controls let the community compare promised outputs with evidence of work performed instead of relying on a single end-of-project statement.

The requirements do not guarantee that every funded project will succeed. They create a documented basis for checking delivery, identifying slippage, and deciding whether a later request is justified.

The net change limit

Cardano treasury withdrawals must comply with a net change limit. This limit is a spending-control parameter that prevents approved withdrawals from exceeding the amount the governance rules allow to leave the treasury over the relevant period. It operates alongside, rather than instead of, the proposal’s substantive review.

Polkadot’s treasury accountability through OpenGov

Polkadot makes the proposal and referendum record public, allowing the community to inspect the requested amount, arguments, votes, delegation, and the track’s procedural status. A proposal’s origin and track expose the level of authority being requested and the decision timetable that follows.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That transparency creates a durable record for community scrutiny. Voters can examine the proposer’s case, challenge assumptions before the vote, and review the result after enactment. However, detailed delivery and reporting requirements are not uniform across every referendum. They depend on what the proposal asks for and on the commitments written into it.

For a grant-like request, a careful voter should therefore look for its own milestones, budget boundaries, refund or clawback language, and reporting plan. OpenGov supplies the decision machinery; the proposal must supply the operational detail.

What voting looks like in practice

A Cardano treasury decision

  1. Draft the withdrawal action. The proposer specifies the amount, purpose, timeline, costs, and accountability commitments in the on-chain request.
  2. Check constitutional and budget constraints. The request must fit the Constitution and remain within the applicable net change limit.
  3. Collect ADA-holder decisions. Holders vote directly or use their delegated DRep voting power.
  4. Apply the Constitutional Committee review. The committee evaluates constitutionality and must ground a rejection in the Constitution.
  5. Include any required SPO vote. If the action is one of the network or security matters reserved for SPO participation, their vote is part of the specified process.
  6. Execute only after approval. The treasury withdrawal is authorized on chain after the required bodies approve it.
  7. Track delivery. The funded team reports against milestones, metrics, audit expectations, and any refund conditions.

A Polkadot OpenGov decision

  1. Choose the appropriate origin. The proposal is framed according to the authority and risk it requires.
  2. Enter the corresponding track. The track sets voting duration, approval and support thresholds, and enactment timing.
  3. Publish the case for scrutiny. DOT holders and delegates can inspect the requested amount, rationale, and implementation plan.
  4. Vote or delegate by track. Holders participate directly or assign voting power to a representative for that track.
  5. Wait for the track’s decision process. The referendum may be one of several running concurrently, each with its own status and timetable.
  6. Enact an approved decision. If the track’s conditions are met, the proposal follows its configured enactment delay and execution path.
  7. Monitor the funded work. The community uses the public record and any commitments in the referendum to assess delivery; the level of formal reporting varies by proposal.

Side-by-side governance comparison

Question Cardano Polkadot OpenGov
Who represents ordinary token holders? DReps chosen by ADA holders, alongside direct voting. Delegates chosen by DOT holders, with delegation applied by track, alongside direct voting.
Who checks constitutional compatibility? The Constitutional Committee, with decisions expected to cite the Constitution when rejecting an action. No equivalent committee is described in the OpenGov overview; procedural checks come from origins, tracks, thresholds, and timelines.
Who has a defined technical-operational vote? SPOs for specified network and security actions. Authority is assigned through origins and tracks rather than a separately described technical committee.
Can proposals run at the same time? The governance description centers on role-specific actions and approval stages. Yes. Multiple public referenda can progress simultaneously.
How standardized is grant accountability? Requests are expected to include rationale, purpose, timeline, costs, refund conditions, prior-funding disclosure, audit support, oversight metrics, and milestone reporting. Public referendum records and track rules provide procedural transparency; delivery and reporting requirements vary by proposal.

Which model fits which priority?

Choose the Cardano-style design when constitutional review is central

Cardano’s arrangement is a better conceptual fit for readers who want a visible separation between representation, constitutional interpretation, and operational expertise. Treasury withdrawals face two distinct approvals, and the accountability guidance gives proposers a common set of information to provide. This can make it easier to compare grant requests on scope, prior funding, milestones, and measurement.

The trade-off is more role complexity. A voter must understand whether an action belongs to DReps, the Constitutional Committee, SPOs, or a combination of them. Delegating to a DRep also creates an ongoing responsibility to review that representative’s positions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose the OpenGov-style design when procedural flexibility is central

OpenGov is a better fit for readers who value several proposals moving at once and voting rules that can be matched to the authority being requested. Track-aware delegation can support specialized representatives, while origins and enactment delays provide a procedural way to distinguish routine, urgent, and high-impact decisions.

The trade-off is that accountability detail is less uniform at the system level. A voter has to inspect each referendum’s commitments rather than assume that every treasury request includes the same audit, refund, or milestone package.

Do not turn the comparison into a universal ranking

The documented mechanisms do not establish that one network is always more decentralized, safer, faster, or more accountable. Outcomes depend on participation, the quality of proposals, delegate behavior, committee decisions, and whether funded teams report honestly and on time. Governance design determines the checks available; it does not guarantee how people will use them.

A voter’s checklist for treasury proposals

Regardless of network, a voter can reduce avoidable risk by asking the following questions before delegating support:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • What exact outcome is being purchased, and who can verify it?
  • Is the requested amount broken into identifiable costs?
  • What milestones show progress before the final delivery?
  • Has the team disclosed earlier treasury funding and its results?
  • What happens to unused funds or an incomplete project?
  • Which vote, origin, track, or governance body has authority over this action?
  • How long will the decision take, and when can an approved action be enacted?
  • What evidence will remain on chain or in public reports after spending?

On Cardano, add a check that the request fits the constitutional framework and the net change limit, and identify whether SPO participation is required. On Polkadot, confirm the origin and track, the applicable thresholds and timing, and whether the referendum itself includes meaningful delivery commitments.

Bottom line

Cardano treats treasury governance as a constitutional process with separated roles and a relatively standardized accountability package. Polkadot OpenGov treats it as a configurable referendum process in which origins and tracks tailor the decision path and allow concurrent voting. Cardano is the clearer match for constitutional review and uniform grant documentation; Polkadot is the clearer match for parallel proposals, track-specific delegation, and procedural flexibility. The responsible choice is to judge each proposal against the controls its network actually applies, rather than assume that either architecture guarantees better results.

Frequently Asked Questions

Can ADA holders vote directly instead of delegating to a DRep?

Yes. Cardano allows direct voting or delegation to a DRep. Delegation changes who exercises the voting power; it does not transfer custody of the ADA.

Does Cardano’s 20% treasury allocation mean the treasury receives a fixed number of ADA every epoch?

No. It is 20% of the epoch’s reward pot. Because that pot combines prior-epoch fees with a share of reserves, its absolute size changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why do Polkadot OpenGov tracks matter to a voter?

A track determines the referendum’s voting duration, approval and support requirements, and enactment timing. The same assumption about timing or thresholds should not be applied to every referendum.

Is one network objectively more accountable?

The documented mechanisms support different strengths. Cardano specifies more standardized grant controls, while Polkadot provides public referenda and configurable procedures. Neither set of mechanisms proves a universal performance winner.
