Carbon removal vs. carbon avoidance: what’s the difference?

Carbon removal takes carbon dioxide (CO₂) out of the atmosphere and stores it durably through human action. Carbon avoidance is a practical term for preventing emissions that otherwise would have happened. Avoidance keeps new emissions from entering the atmosphere; removal addresses CO₂ that is already there.

The distinction matters because the two actions are measured against different questions. A removal claim must show atmospheric origin, durable storage and additional human intervention. An avoidance claim must explain its counterfactual: what emissions would have occurred without the project. “Carbon avoidance” has no single universally accepted formal definition, so the exact accounting depends on the project and its baseline.

The difference in one table

Question Carbon avoidance Carbon removal
What happens to emissions? Emissions are prevented or reduced before they occur. CO₂ is extracted after it is present in the atmosphere.
What is measured? The difference between expected emissions without an action and emissions with it. The amount of atmospheric CO₂ removed and durably stored by human activity.
Typical evidence A credible baseline or counterfactual, plus the project’s actual emissions. Proof of atmospheric origin, storage durability, additional intervention and life-cycle impacts.
Examples Replacing a high-emitting energy source with a lower-emissions option; improving efficiency so less fuel is used. Direct air capture with durable storage, soil carbon sequestration, biomass carbon removal and storage, enhanced mineralization, ocean-based removal, and afforestation or reforestation.
Can it compensate for residual emissions? It lowers the emissions being produced, but does not remove legacy CO₂. It can counterbalance hard-to-abate residual emissions, but does not replace deep cuts.

These categories can overlap in a broader climate strategy, but they are not interchangeable credits. A project that avoids an expected emission has not necessarily removed a tonne of atmospheric CO₂, and a removal project does not excuse continued emissions that could have been avoided.

What qualifies as carbon removal?

The Intergovernmental Panel on Climate Change (IPCC) defines carbon dioxide removal (CDR) as anthropogenic activity that removes CO₂ from the atmosphere and stores it durably in geological, terrestrial or ocean reservoirs, or in products. Natural uptake that is not directly caused by human activity is outside that definition. The IPCC glossary explains the terminology in its Sixth Assessment Report, Working Group II, Annex II.

Atmospheric origin is the first test

For a removal claim, the carbon must originate in the atmosphere. Capturing CO₂ from a fossil-fuel plant, cement kiln or another industrial point source can reduce that facility’s emissions, but capture at the source is not automatically atmospheric removal. The captured gas may be preventing a new release rather than taking down atmospheric CO₂ that is already circulating.

Some systems capture biogenic or atmospheric carbon as part of a process, but the origin must be demonstrated rather than assumed. The State of Carbon Dioxide Removal identifies atmospheric origin as one of the core principles for describing CDR.

Storage must be durable

Removal is more than temporarily moving carbon into another container. The CO₂ must be stored durably in a geological, terrestrial or ocean reservoir, or in a product. Durability varies by method: a project should disclose how long storage is expected to last and what could reverse it, such as fire, harvest, erosion, leakage or a change in management.

A tonne stored for a short period and then released cannot be treated as equivalent to a tonne kept out of the atmosphere for a much longer period. Duration and reversal risk therefore belong in any comparison of removal claims, even when a project reports the same nominal number of tonnes.

Human intervention and additionality matter

CDR requires human intervention that is additional to natural processes. A forest, soil or ocean may absorb carbon naturally, but the removal claim concerns the extra atmospheric uptake caused by an identifiable human action. The State of Carbon Dioxide Removal sets atmospheric origin, durable storage and additional human intervention out as central principles in its 2023 report.

Additionality asks whether the claimed removal would have happened without the project. If the same uptake or storage would have occurred anyway, crediting the project for the full amount overstates its effect. A sound assessment also accounts for emissions from construction, energy, transport, land management and monitoring.

What people mean by carbon avoidance

“Carbon avoidance” is useful reader language, but the authoritative sources for this article do not establish one universal formal definition. In ordinary project descriptions, it means preventing or reducing emissions that otherwise would have occurred. The avoided amount is therefore a comparison with a counterfactual, not a measurement of CO₂ physically extracted from the air.

The counterfactual controls the claim

Every avoidance claim needs a baseline: what would people, companies or governments have done without the intervention? For example, an efficiency upgrade may use less electricity than the existing equipment, while a lower-emissions energy source may replace a higher-emitting one. The claimed avoidance is the difference between expected emissions under the baseline and emissions after the change.

Because the baseline is an estimate, assumptions about demand, equipment lifetime, operating hours, grid conditions and future behavior can materially change the result. A project should make those assumptions visible instead of presenting the avoided number as a direct atmospheric measurement.

Avoidance is not automatically removal

Preventing one tonne from being emitted and removing one tonne that is already in the atmosphere address different points in the carbon cycle. Avoidance reduces the flow of new emissions. Removal reduces the stock of atmospheric CO₂. Treating them as identical can obscure whether a climate plan is actually cutting current emissions, addressing legacy CO₂, or doing both.

How carbon removal methods differ

The U.S. Department of Energy lists several broad CDR approaches on its Carbon Dioxide Removal page. They differ in where carbon is captured, how it is stored and what environmental trade-offs must be managed.

Direct air capture with durable storage

Direct air capture (DAC) uses engineered systems to separate CO₂ from ambient air. A removal claim requires the captured carbon to be stored durably and the system’s energy, materials and infrastructure emissions to be included in the accounting. Capturing CO₂ from air is conceptually different from capturing a concentrated stream at an industrial source.

Soil carbon sequestration

Soil-management practices can increase carbon held in soils. The relevant questions are how much additional carbon is stored, how long it remains there, how the change is measured and what risks could reverse it. Soil carbon can vary across fields and over time, so monitoring and a clear baseline are essential.

Biomass carbon removal and storage

Biomass-based approaches use plants to draw CO₂ from the atmosphere and then seek durable storage of that carbon. The full chain matters: cultivation, harvesting, processing, transport, energy use and final storage can all create emissions or affect land and water. A biomass project is not a removal merely because it handles biological material; the atmospheric origin and durable storage must be demonstrated.

Enhanced mineralization

Enhanced mineralization accelerates reactions that bind CO₂ into stable mineral forms. Evaluating a project involves confirming that the carbon came from the atmosphere, that the resulting storage is durable and that mining, processing, transport and deployment do not erase the claimed benefit.

Ocean-based carbon dioxide removal

Ocean-based approaches seek to increase or use the ocean’s capacity to take up and store CO₂. Their assessment requires evidence about where the carbon goes, how long it remains there, possible reversals and effects on ocean systems. The DOE includes ocean-based CDR among the method families, but a method label alone does not establish the quantity or durability of a particular project.

Afforestation and reforestation

Establishing trees where forests were absent or restoring forests can increase terrestrial carbon storage. The claimed additional storage must be separated from carbon that would have been absorbed without the project. Fire, pests, drought, land-use change and future harvesting can create reversal risks, so permanence and monitoring are part of the claim rather than optional extras.

Why emissions cuts and removals are complementary

The IPCC’s Working Group III explains that CDR can counterbalance residual emissions from sectors that are difficult to decarbonize, but it cannot substitute for deep emissions reductions. Its Chapter 12 (2022) discusses the relationship between mitigation and removal.

The DOE describes the intended sequence this way: “Paired with simultaneous deployment of mitigation measures and other carbon management practices, CDR is a tool to address emissions from the hardest to decarbonize sectors—like agriculture and transportation—and to eventually remove legacy CO₂ emissions from the atmosphere.” Read literally, the statement makes simultaneous mitigation a condition of responsible CDR use, not an optional extra.

In practical terms, an organization should first identify emissions it can eliminate or reduce with available measures. Removal can then address atmospheric legacy CO₂ or residual emissions that remain after serious reductions. Using removal to avoid making feasible cuts reverses that priority and increases dependence on uncertain future storage.

A statistic that is often misread

In its 2022 Summary for Policymakers, the IPCC reports that around 74% of global emissions reductions (a range of 54% to 90%) at the point modelled pathways reach net-zero greenhouse-gas emissions come from CO₂ reductions in energy supply and demand. About 13% (4% to 20%) comes from CO₂ mitigation options in agriculture, forestry and other land use (AFOLU), and 13% (10% to 18%) from non-CO₂ reductions across land use, energy and industry. The figures appear in the IPCC Working Group III Summary for Policymakers.

These percentages describe reductions in modelled pathways at the net-zero point. They are not a universal 74-to-26 ratio between avoidance and removal, nor are they an observed accounting of every project. They show why cutting emissions remains the dominant component of pathways that reach net zero, while removals have a targeted role.

How to evaluate a removal or avoidance claim

Use the following sequence when reading a project description, corporate climate plan or crediting document.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Identify the intervention. Is it preventing a planned or likely emission, or is it removing atmospheric CO₂? If the description never states which, the claim is ambiguous.
  2. For avoidance, inspect the baseline. Ask what would have happened without the project, which alternatives were considered and how demand, operating life and future conditions were estimated. The avoided figure is only as credible as that counterfactual.
  3. For removal, verify atmospheric origin. Determine whether the captured carbon was in ambient air or was instead a fossil or industrial point-source stream. Point-source capture may be valuable emissions control without meeting the atmospheric-removal definition.
  4. Check storage and reversal risk. Find the stated reservoir or product, expected storage duration, monitoring method and response if carbon is released. A short-lived or reversible store should not be represented as equivalent to durable geological storage.
  5. Test additionality. Would the activity and its claimed benefit have happened without the project or credit revenue? If yes, crediting the entire quantity can exaggerate the intervention’s effect.
  6. Review life-cycle impacts. Include energy, materials, land, water, transport, construction and operation. Gross captured or stored CO₂ is not the same as net climate benefit if the project creates substantial emissions elsewhere.
  7. Separate the result from the label. “Avoided,” “captured,” “stored,” and “removed” describe different outcomes. Use the term that matches the evidence instead of treating a marketing label as proof.

The first three removal checks—atmospheric origin, durable storage and additional human intervention—are explicit principles in the State of Carbon Dioxide Removal and the DOE’s CDR explanation. Baseline selection and life-cycle comparison are necessary analytical questions, but the sources do not prescribe one universal scoring protocol for every project.

Common mistakes and how to correct them

“Any carbon capture is carbon removal”

Correction: establish the source of the CO₂. Capturing a concentrated fossil or industrial stream can stop emissions from entering the atmosphere, but it is not automatically removal of atmospheric CO₂.

“A natural sink is a project removal”

Correction: identify the human action that caused additional uptake or storage. Natural absorption without directly attributable human intervention does not satisfy the IPCC’s CDR terminology.

“One avoided tonne equals one removed tonne”

Correction: keep the baseline-based avoidance result separate from atmospheric removal. Compare their assumptions, durability, additionality and life-cycle emissions rather than adding them together without explanation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Removal means emissions cuts are optional”

Correction: follow the IPCC’s complementarity principle. Use deep reductions wherever feasible and reserve CDR for residual or legacy emissions that cannot yet be eliminated.

“The headline number is the climate result”

Correction: ask whether the number is gross or net, what period it covers, which region or operating conditions apply, and whether reversals and project emissions are included. A tonne figure without those qualifications is incomplete.

A practical decision framework

If you are comparing two climate actions, start with the outcome rather than the technology name.

  • Choose an avoidance framing when the action changes an activity that would otherwise emit—such as reducing energy demand or replacing a higher-emissions energy source. Document the baseline and resulting emissions.
  • Choose a removal framing only when the project takes CO₂ from the atmosphere, stores it durably and demonstrates additional human intervention.
  • Use both descriptions when a program contains separate activities. Report each activity’s quantity and accounting method instead of combining avoidance and removal into one unexplained total.
  • Prioritize reductions when a feasible measure can eliminate emissions directly. Treat CDR as a complement for hard-to-abate residuals and legacy atmospheric CO₂.

The most reliable comparison therefore asks five questions: What was prevented? What was removed? What baseline supports the avoided amount? Where did the removed carbon originate and how long will it stay stored? What additional emissions and reversal risks remain?
