Can’t Select or Highlight Text in Adobe PDF Reader? Diagnose and Fix It

If you cannot select or highlight words in Adobe PDF Reader (now called Acrobat Reader), first determine whether the file contains a real text layer. A scanned, image-only PDF needs OCR in Acrobat; a PDF whose security settings prohibit copying or commenting requires an authorized version from its owner. Changing Reader preferences will not fix either cause.

The quickest test is to drag across a word and copy it. If no characters can be selected or copied, treat the page as an image until proven otherwise. If selection works but highlighting or commenting is unavailable, inspect the document’s permissions instead.

Why text selection and highlighting fail

A PDF can visibly display words without storing those words as characters. In a scan, each page is an image, so Reader has pixels to display but no text objects to select. Adobe’s Reader help explains that when a creator uses a scanner, or when text is part of an image, Acrobat Reader may be unable to select or search it.

A second, independent cause is document security. The author may have allowed viewing while disabling copying, editing, printing, or commenting. Reader can show those commands as unavailable or greyed out even when the page contains a genuine text layer.

These causes look similar but require different remedies:

What you observe Most likely cause Correct response
You cannot drag across any word, and copying produces nothing Image-only or scanned page Run OCR in Acrobat, then check the recognized text
You can select or copy text, but Highlight or commenting commands are disabled Security permissions prohibit annotation Ask the owner or administrator for an authorized version with commenting enabled
Only some pages or regions are selectable Mixed document: some pages have text layers and others are scans, or the scan has uneven OCR Run OCR on the affected page range and review recognition errors
Highlighting works, but you want to change the wording permanently Reader annotation is being confused with PDF editing Use Acrobat’s editing tools; Reader does not rewrite the underlying text or image

Step 1: Test whether the PDF has selectable text

  1. Open the file in Acrobat Reader.
  2. Drag across a short, ordinary word rather than a photograph, diagram, or table.
  3. Copy the selection and paste it into a plain-text field.
  4. Try the same test on another page if the document is long.

If the drag creates no selection highlight and the paste contains no characters, the page is probably image-only. A page can look exceptionally crisp and still be nothing more than a high-resolution bitmap. If one page works and another does not, do not assume the whole file is protected; it may contain a mixture of born-digital pages and scans.

When selection works but a specific command is disabled, move to the permissions check instead of running OCR. OCR adds a text layer; it does not remove an owner’s annotation restrictions.

Step 2: Run OCR on a scanned PDF in Acrobat

OCR (optical character recognition) analyzes the page image and creates searchable, selectable text. Adobe describes the result as replacing text bitmaps with searchable text. The documented desktop workflow is:

  1. Open the scanned PDF in Acrobat.
  2. Choose All tools > Scan & OCR > Recognize Text.
  3. Specify the page range to process. Choose all pages for a fully scanned document, or only the affected pages in a mixed file.
  4. Set the recognition language that matches the document, then run recognition.
  5. Save the resulting PDF as a new file if you need to preserve the untouched scan for reference.

After OCR finishes, return to the page and drag over a word. You should now be able to copy it, search for it, and apply Reader’s text markup where permissions allow. OCR is an Acrobat workflow; the free Reader application can view and annotate eligible PDFs but does not provide the same scan-to-PDF and recognition tools.

Review the OCR instead of trusting it blindly

Recognition quality depends on the source image, typeface, contrast, skew, and language. A clean, straight scan usually produces better text than a blurred fax or a page with handwriting. In Acrobat, use Correct recognized text to inspect uncertain words. Acrobat marks locations that need attention so you can compare each result with the page image and fix names, numbers, punctuation, and similar-looking characters.

Pay special attention to legal clauses, addresses, serial numbers, mathematical symbols, and columns. A successful selection test only proves that a text layer exists; it does not prove that every recognized character is correct. If the output is badly scrambled, rescan at a higher quality when you control the source, select the proper language, or OCR a smaller page range rather than repeatedly editing a poor result.

Step 3: Check security permissions when text exists

If you can select and copy text but cannot highlight, underline, add comments, or use related commands, inspect the PDF’s security settings:

  1. Open the document properties and select the Security tab.
  2. Review the permissions summary for copying, changing the document, and commenting or form filling.
  3. Note whether restrictions are enforced by a password or certificate.
  4. Close the properties dialog and test the operation again after confirming what the document permits.

Some files allow copying but prohibit comments; others prohibit both. A greyed-out command is therefore evidence of a permission policy, not proof that OCR is missing. OCR cannot authorize markup on a protected file, and Reader settings cannot override a password or certificate restriction.

The legitimate fix for a protected file

Contact the document author, publisher, records administrator, or other owner and request an authorized copy with the required permissions. Explain whether you need to highlight, add comments, copy passages, print, or edit text, because the owner can grant those capabilities separately. Do not attempt to defeat a password or certificate restriction: it may violate the owner’s terms and still leave you with a file you are not authorized to alter.

Reader highlighting is annotation, not PDF editing

Acrobat Reader can highlight, underline, strikethrough, and attach comments to selectable text when the document permits annotation. These marks are annotations layered over the page. They do not permanently replace the words in the PDF.

Permanent changes—rewriting a sentence, changing a number, deleting an image, or converting a scan into editable content—belong to Acrobat’s editing and OCR workflows. If your goal is simply to mark a passage for later reference, Reader is sufficient once a text layer and the necessary permissions are present. If your goal is to alter the source content, opening the same file in Reader will not provide that capability.

What to do when only part of the document works

Some pages select, others do not

Many contracts, manuals, and archives combine digital pages with scanned inserts. Run OCR on the pages that fail the drag-and-copy test. There is no need to reprocess pages that already contain accurate text unless you have a separate reason to do so.

Words select, but the highlight lands in the wrong place

This usually indicates an imperfect or misaligned text layer. Run Correct recognized text, compare the text bounding boxes with the page image, and check whether the page was rotated or heavily skewed. For a critical document, keep the original scan and verify every marked passage against the image.

Text copies as random symbols

A damaged font map or poor OCR can produce gibberish even though a selection appears. Re-run OCR with the correct language and inspect the uncertain words. If the document is protected, copying may also be intentionally transformed or blocked; the Security tab will clarify which permissions are actually granted.

The highlight tool is greyed out immediately

First test whether text can be selected. If selection works, check commenting permissions. If selection fails, diagnose the text layer and OCR before changing annotation preferences. The two problems can coexist, but they are solved in that order: establish selectable text, then establish authorization to mark it up.

A practical decision checklist

  • No selection anywhere: treat the page as a scan and run OCR in Acrobat.
  • Selection works, markup is disabled: inspect Security permissions and request an authorized copy if commenting is prohibited.
  • Only a few pages fail: OCR those pages or the affected range, then review the recognition.
  • Markup works but content must change: use Acrobat editing tools rather than Reader annotations.
  • OCR text is unreliable: correct uncertain words, verify important passages against the image, and preserve the original scan.
  • You are on mobile: look for the equivalent OCR feature or move the file to desktop Acrobat, where the documented command is available.

How to avoid losing the original document

Save an OCR-processed copy under a new name when the source is an official record. This gives you a searchable working version while preserving the original pixels for verification. Keep notes about which pages were recognized and which corrections you made, especially when the PDF will be used in a legal, financial, academic, or accessibility-sensitive context.

When requesting a replacement from an owner, describe the exact operation you need rather than asking generally for an “editable PDF.” A copy that permits highlighting may still prohibit copying or permanent text edits. Specific permission requests reduce the chance that you receive another read-only distribution file.

Frequently misunderstood cases

“I can see the words, so why can’t Reader see them?”

Seeing words proves only that the page image can be displayed. It does not prove that characters are stored behind the image. OCR is what converts the visible shapes into a searchable text layer.

“Will OCR unlock a protected PDF?”

No. OCR addresses missing or unusable text recognition. Security restrictions govern what you are authorized to copy, comment on, print, or change. The owner must provide the necessary permission.

“Can Reader permanently add a highlight to the words?”

Reader adds an annotation to eligible text. It does not rewrite the underlying characters or images. The annotation can be saved with the PDF, but the source content remains unchanged.

Bottom line

Start with the drag-and-copy test. A failed test points to an image-only scan, which you fix with Acrobat’s All tools > Scan & OCR > Recognize Text command and a careful review using Correct recognized text. If text is selectable but highlighting is unavailable, inspect document permissions and request an authorized copy. Reader can annotate permitted text; Acrobat is required for the documented OCR and advanced editing workflows.
