Start by identifying the exact message and whether the public forum still works. Then apply the least invasive fix for that layer, keeping a backup of config.php and removing any emergency bypass as soon as access is restored.

Start with the symptom, not a random fix
The AdminCP is a separate authentication prompt. Being signed in to the public forum does not by itself prove that the AdminCP session is valid. The vBulletin manual describes the first AdminCP screen as a login prompt, so always test the control-panel URL and an account that actually has administrator privileges.

Record the exact wording, the URL in the address bar, and when the failure started. A change that coincides with the first failed login—such as a plugin installation or cookie-setting edit—narrows the search considerably.
1. Confirm the AdminCP URL and administrator account
Use the configured directory name
The standard example in the vBulletin manual is https://www.example.com/forums/admincp/. That is only an example: your installation may use a different forum directory, hostname, protocol, or AdminCP directory. If the admincpdir value was renamed, the old /admincp/ path will not be correct. Use the directory name configured for your installation and include the trailing slash when the installation expects it.

- Open the forum’s configured AdminCP path directly rather than following an old bookmark.
- Confirm that the address uses the same hostname and HTTP/HTTPS scheme as the forum’s configured URL. Switching between a bare domain and a
wwwhostname can place cookies in a different scope. - Sign in with a user account that has administrator privileges. A valid public-forum account without administrative rights is not a substitute for an AdminCP administrator.
- If the page is a 404 or redirects to the public forum before the login form appears, stop troubleshooting credentials and verify the directory name, rewrite rules, and the URL you are using.
Do not assume that a successful public-forum login proves the control panel is reachable. vBulletin presents its own AdminCP login prompt, and the control panel may be installed under a renamed directory specifically to avoid predictable URLs.
2. Fix a login loop caused by cookies
Clear only the affected site’s cookies first
In a loop, the password is accepted—or appears to be accepted—but the next request returns to the login form. An old, host-only, secure, or path-limited cookie can prevent the AdminCP request from seeing the session that was just created.

- Close other tabs for the forum so they do not immediately recreate an old session.
- Use the browser’s site-data or cookie settings to remove cookies for the forum hostname. If you use both
www.example.comandexample.com, clear data for both hostnames. - Open a private browsing window and visit the configured AdminCP URL. This provides a clean test without deleting unrelated browsing data.
- Submit the login once. If it works in the private window, the account and server are probably reachable; the remaining problem is stale or conflicting browser data.
Check vBulletin cookie path and domain settings
The vBulletin manual warns that entering an invalid cookie setting can leave users unable to log in. Review the cookie path and domain values in the vBulletin configuration area using another administrator or a configuration backup. The path must cover the URL where the forum and AdminCP run, and the domain must match the hostname visitors actually use. A value scoped to a different subdomain, or a path that excludes the AdminCP directory, can produce a persistent loop even when the credentials are correct.
Make one cookie-setting change at a time, save it, clear the old site cookies, and test again. Do not broaden a cookie domain casually: a wider scope changes where the browser sends the authentication cookie. If the forum is intentionally hosted beneath a subdirectory, preserve that subdirectory in the path rather than replacing it with a root value without understanding the effect.

Separate a browser problem from a server problem
Test the same AdminCP URL in a private window and, if possible, a second browser. A failure in every browser points to server-side cookie settings or PHP output. A failure in only one browser points to retained cookies, an extension, or a cached redirect. Avoid repeatedly submitting the form while diagnosing; each attempt can create another session cookie and make the symptom harder to read.
3. Resolve “Cannot add cookie information, headers already sent”
Inspect config.php as plain text
PHP cannot send an authentication cookie after output has already been sent. vBulletin identifies accidental whitespace in config.php as a common cause. Make a backup before editing, then open the file in an editor that can show whitespace and encoding details.
- Verify that the file begins immediately with
<?php. There must be no blank line, spaces, invisible byte-order mark, or other characters before that opening tag. - Inspect the end of the file for spaces or blank lines after the closing
?>tag. If the file uses a closing tag, remove trailing output; omitting the closing tag is also common in PHP files, but follow the syntax appropriate to your installed vBulletin version. - Check the edited file for accidental smart quotes, copied markup, or an incomplete PHP statement. Keep the database values unchanged while removing only the unwanted output.
- Upload the corrected file without changing its name or permissions. Reload the AdminCP and reproduce the login once.
If the same headers error appears on public pages, that is useful evidence: both areas load the same configuration, so the fault is not limited to AdminCP credentials. If only the AdminCP fails, inspect files or hooks loaded specifically by the control panel after checking config.php.
4. Bypass a plugin that broke AdminCP access
Use the documented emergency constant
A newly installed or updated add-on can execute during the AdminCP request and prevent the login page from completing. vBulletin documents a temporary way to disable the plugin system. With a backup available, edit config.php and place this line directly below the opening PHP tag:

Keep the line exactly inside PHP code and directly below <?php. Do not place it above the opening tag or in an HTML section. Save the file, upload it, clear the site’s cookies, and try the AdminCP again.
Repair the add-on from the control panel
- If AdminCP opens, go to the plugin or add-on manager.
- Disable the add-on installed or changed immediately before the lockout. If several were changed, disable the newest one first and test after each change.
- Use the manager’s repair, revert, or uninstall action only after confirming that the add-on’s data-removal behavior is acceptable for your site.
- Remove the
DISABLE_HOOKSline fromconfig.php, restore the file from the backup if necessary, and test both the public forum and AdminCP with hooks enabled.
Leaving hooks disabled is not a fix. It changes normal application behavior and can hide other problems, so treat the constant as a recovery switch only. If the AdminCP remains inaccessible even with hooks disabled, the plugin may not be the cause; proceed to cookie, referrer, and database checks instead.

Use the temporary referrer-check bypass
vBulletin can reject a form submission when the request’s referrer or host is not in the configured whitelist. This often appears after changing the domain, moving from HTTP to HTTPS, adding or removing www, or placing the forum behind a proxy. As a short-lived recovery measure, back up config.php and add this line directly below <?php:
define('SKIP_REFERRER_CHECK',true);
Save and upload the file, then open the AdminCP using the exact hostname and protocol configured for the forum. The bypass should let you reach the control panel long enough to correct the referrer whitelist and related URL settings.

Correct the underlying mismatch
- Identify the canonical forum URL: hostname, subdirectory, and HTTP or HTTPS scheme.
- Compare that value with the URL in the browser address bar and with the hostname used by the login form.
- Update the referrer whitelist so the legitimate domain and protocol are accepted. Avoid adding broad, unrelated domains.
- Test a fresh login after saving the whitelist.
- Remove
SKIP_REFERRER_CHECKimmediately and confirm that normal POST validation still works.
Do not leave the bypass enabled as a permanent workaround. It weakens a request-validation check, and the configuration file also contains database credentials that must remain protected.

Verify every database setting
When the page reports a database problem rather than returning to the login form, authentication cannot proceed until vBulletin can connect to its database. Check the four connection values in config.php: servername, username, password, and dbname.
- servername: Confirm that the hostname or socket name is the one supplied for this installation.
- username: Confirm that the database account still exists and is the account intended for this forum.
- password: Re-enter the current password exactly, without surrounding spaces or typographic quotation marks.
- dbname: Confirm that the named database exists on the server and matches the database used by the forum.
Check database assignment and server availability
The account must be assigned to the named database with the permissions vBulletin requires. A correct password is not enough if the user has been removed from the database, the database was renamed, or the host now rejects remote connections. Confirm that MySQL accepts connections and that the database server is running. If you do not administer the database server, give the host the exact error text, database name, account name, and time of failure; the host may need to repair permissions, restore credentials, recreate an assignment, or address server availability.
Compare the timing with other symptoms. If the public forum and AdminCP fail with database messages, investigate the database or host before changing cookies. If public pages work while only one AdminCP action reports a database error, capture the specific query or operation shown and avoid changing credentials blindly.
Change credentials safely
- Keep a secure copy of the original
config.php. - Change one value at a time and preserve the file’s PHP syntax.
- Test the connection through the host’s approved database tool or support channel before repeatedly refreshing the forum.
- After the connection succeeds, verify both public pages and AdminCP pages, then remove any temporary diagnostic edits.
7. A complete recovery sequence
Use this order when the message is unclear or several changes happened together. It moves from reversible browser checks to configuration and host-side changes.
- Capture evidence. Copy the exact error, note the URL, record whether the public forum loads, and identify the last known-good time.
- Confirm the path and account. Use the configured AdminCP directory and an administrator account; do not rely on a stale bookmark or a normal member account.
- Test a clean session. Clear site cookies and retry in a private window. If only one browser fails, repair that browser’s stored site data first.
- Classify the message. A loop points to cookies; a headers error points to output; a whitelist message points to referrer validation; a database message points to connection settings or availability.
- Back up before editing. Copy
config.phpand record its permissions and current contents securely. - Apply one targeted change. Remove whitespace for a headers error, use
DISABLE_HOOKSfor a suspected plugin, or useSKIP_REFERRER_CHECKfor a documented whitelist failure. - Retest immediately. Use a new private-window session so an old cookie does not mask the result.
- Repair the cause in AdminCP. Disable the offending plugin, correct cookie settings, or update the referrer whitelist rather than leaving a bypass active.
- Remove emergency constants. Delete both temporary definitions if present, restore the intended configuration, and test normal forum requests.
- Escalate database faults. When values, assignments, or MySQL availability are wrong, involve the database administrator or hosting provider instead of guessing.
8. Mistakes that prolong an AdminCP lockout
- Using the wrong directory: A renamed
admincpdirmeans the conventional path is no longer valid. - Changing several settings at once: You lose the ability to tell which change fixed or worsened the problem.
- Editing without a backup: One missing quote or semicolon can turn a recoverable login issue into a PHP parse error.
- Leaving bypasses in place:
DISABLE_HOOKSsuppresses the plugin system, whileSKIP_REFERRER_CHECKsuppresses a request-validation check. Both are temporary recovery measures. - Ignoring hostname consistency: Mixing HTTP and HTTPS or bare and
wwwhostnames can produce separate cookie and referrer scopes. - Exposing
config.php: It contains database credentials. Never paste the complete file into a public support thread, and restrict access to the backup. - Assuming every failure is a password problem: A loop, headers warning, whitelist rejection, and database error occur at different layers and require different fixes.
9. Verify the installation after access returns
Do not stop at the first successful AdminCP page. Perform a controlled validation while the cause is still known.

- Sign out and sign in again from a private window.
- Open a second AdminCP page, not just the dashboard, to confirm that the session persists.
- Load a public forum page and submit a harmless form to confirm that cookies and POST validation work normally.
- Confirm that the repaired plugin remains disabled, or re-enable it only after checking its compatibility and configuration.
- Verify that the intended cookie path/domain and referrer whitelist are saved values.
- Search
config.phpfor temporaryDISABLE_HOOKSorSKIP_REFERRER_CHECKdefinitions and remove them. - Store the clean configuration backup securely and document the change that caused the lockout.
When to involve your host or database administrator
Escalate when the database does not exist, the database user cannot be assigned, MySQL refuses connections, or the host controls the credentials and permissions. Also escalate when a corrected configuration produces a server-level error rather than a vBulletin message. Provide the exact error, the affected hostname, whether the public forum is down, and the time the issue began. Do not send an unredacted config.php; redact passwords and other secrets while preserving the names of the fields involved.
If the issue began after a migration, domain change, protocol change, or add-on deployment, state that event explicitly. It helps the administrator distinguish a cookie or whitelist mismatch from a database outage and avoids unnecessary password resets.
