Canada is building toward its first small modular reactor, but only one project has crossed into licensed construction: Ontario Power Generation’s Darlington unit. Saskatchewan is funded for studies, not yet committed to construction. The national strategy is therefore a staged bet—real progress on licensing and design, with financing, waste, fuel, Indigenous participation and operating approval still unresolved.
What Canada is actually building
The clearest answer to “Is Canada building an SMR?” is yes, at Darlington in Ontario—but construction authorization is not the same as permission to operate. The Canadian Nuclear Safety Commission (CNSC) issued Ontario Power Generation (OPG) a construction licence for one GE Hitachi BWRX-300 reactor. OPG would need a separate operating-licence hearing and Commission decision before loading fuel or generating electricity.

The BWRX-300 is a boiling-water reactor design rated at about 300 megawatts (MW). Darlington’s existing nuclear site could eventually accommodate four new reactors. The federal government has also committed funding for a next phase involving three additional BWRX-300 units, but those units are not covered by the licence for the first reactor.

Design selection and licensing
OPG selected the BWRX-300 in December 2021 and applied for a construction licence in October 2022. In April 2025, the CNSC issued construction licence PRCL 32.00/2035 for one unit, valid until March 31, 2035.

- [Deep Bass with Clear Vocals] High-performance drivers produce punchy bass while keeping vocals clean and detailed for everyday listening.
The licence contains environmental follow-up requirements, regulatory hold points and conditions for Indigenous engagement. It permits construction activities defined by the licence; it does not authorize operation. The CNSC has explicitly said that operating authorization would require a future application, public hearing and decision if OPG proceeds to that stage.
Planned fleet size and federal funding
The Darlington site is proposed for up to four reactors. A March 2025 federal announcement committed $55 million to advance three additional BWRX-300 units. At roughly 300 MW each, those three units would total about 900 MW. The government estimates that amount could serve approximately 900,000 homes; that is an official estimate, not a measured output from operating reactors.
No published evidence in the current record establishes Darlington’s final all-in construction cost, levelized electricity cost or commercial operating date. Older strategy documents that mention 2028 should not be treated as current commitments in light of the newer licensing and funding decisions.

Saskatchewan: funded development, no build decision yet
What has been decided
SaskPower selected the BWRX-300 for potential deployment in the mid-2030s. Natural Resources Canada (NRCan) announced up to $74 million in federal support for pre-engineering, technical studies, environmental and regulatory work, and community and Indigenous engagement.
The key word is “potential.” SaskPower and the federal government expect a decision on whether to build in 2029. Until that decision, Saskatchewan remains in pre-development rather than licensed construction.
Economic projections—and their limits
For a possible 1,200-MW Saskatchewan build-out, a Conference Board of Canada study commissioned by SaskPower and OPG and cited by NRCan projected approximately 1,700 direct and indirect jobs. The same study projected an $8.8 billion increase in gross domestic product, $5.6 billion in wages and $2.9 billion in tax revenue over the facilities’ 60-year lifespan. These are modeled economic projections, not results already delivered by a plant.

Why Ottawa and the provinces are betting on SMRs
Canada’s 2020 SMR action plan presents the technology as a possible source of non-emitting electricity for large grids, heavy industry and remote communities. The policy case is not limited to selling reactors: governments also see opportunities for Canadian engineering, manufacturing, uranium and nuclear-service supply chains.

That figure is a government-cited projection, not a guaranteed market size or revenue forecast for Canada.
NRCan’s later roadmap was developed with provinces, utilities, Indigenous and northern stakeholders and industry. It contains more than 50 recommendations covering regulatory readiness, waste, international engagement and public participation. The roadmap treats those areas as implementation requirements, not optional add-ons.

The issues that will determine whether this becomes a fleet
Licensing and construction risk
Darlington’s licence demonstrates that a BWRX-300 can reach a Canadian construction decision, but every additional unit still faces project approvals, hold points and oversight. A construction licence does not settle the requirements for commissioning, emergency planning or operation.
Affordability and financing
Small reactors may be easier to add in increments than a single very large plant, but smaller electrical output does not automatically mean lower total cost per megawatt. Final capital costs, financing terms, schedule performance and the price of electricity will determine whether utilities can repeat the design. Those figures have not been established for Darlington in the available announcements.
Fuel, transport and supply chains
A commercial fleet needs dependable fuel fabrication, component manufacturing, transportation routes and qualified workers. Canada’s roadmap specifically identifies fuel and transport as issues requiring implementation work. A first reactor can rely on project-specific arrangements; a fleet needs standardized, repeatable logistics.
Best Value
Used fuel, waste and decommissioning
SMRs still produce radioactive used fuel and require plans for storage, transport, eventual disposal and decommissioning. The federal roadmap identifies waste management as a central issue. “Small modular” describes the reactor concept and potential construction approach; it does not eliminate the waste obligations of nuclear power.
Indigenous rights and public confidence
Darlington’s licence includes Indigenous-engagement conditions, while Saskatchewan’s federal support includes community and Indigenous engagement. Consultation, participation and—where communities seek it—ownership or economic partnership will affect project legitimacy and timelines. Public confidence also depends on transparent emergency planning and evidence that regulators can enforce licence conditions.
What happens next
- Darlington must execute the licensed construction work. OPG will have to meet the licence’s environmental, engagement and regulatory hold-point conditions.
- OPG would then need an operating licence. The CNSC would review a future application in a public hearing before the reactor could operate.
- The three-unit expansion must move from funding to project decisions. The $55 million commitment advances work; it is not an operating authorization or a final cost approval.
- Saskatchewan must complete its studies and decide in 2029. The decision will weigh system needs, costs, regulation, waste, fuel, community and Indigenous participation, and construction readiness.
- Canada must prove repeatability. A successful first unit would need to be followed by predictable schedules, financing, supply chains and waste arrangements before “fleet” becomes more than a policy goal.
Why the bet matters now
Energy Minister Tim Hodgson said at the 2026 Nuclear Energy Strategy launch that Ontario’s project “will make Canada the first country in the G7 to deploy a small modular reactor.” That is a policy statement about the intended outcome, not evidence that an operating reactor already exists. The measurable milestone today is narrower: Canada has one SMR construction licence at Darlington, while Saskatchewan is preparing for a 2029 build decision.

That distinction captures Canada’s position. The country has moved beyond a paper strategy, but it has not yet demonstrated an operating SMR, a final project price or a repeatable national build program. Licensing, economics, waste management, fuel, Indigenous participation and public trust will decide whether the first project becomes a durable fleet.
