What’s actually slowing this PC down?

No. A YouTube Premiere is a one-time scheduled viewing of a video, not a broadcast that restarts when it ends. The video remains on your channel afterward as a regular upload, but YouTube does not document a way to make the Premiere event itself repeat continuously. To keep gaming videos playing as a channel-wide live broadcast, use a live stream sent through an encoder instead.
What happens when a YouTube Premiere ends?
A Premiere gives a finished video a scheduled watch page, countdown, and shared viewing with live chat. When the event is over, the video stays on your channel as a regular upload. Chat replay may also be available, but that replays the chat experience; it does not restart the video as a live broadcast. YouTube Help: Premiere a new video

So if you mean “Can I loop a YouTube Premiere?”: not as a continuously repeating Premiere event. You can schedule a Premiere to bring viewers together for a VOD’s first viewing, then direct them to the regular upload afterward.

Can viewers loop the VOD after the Premiere?
Yes. YouTube offers Loop or Repeat controls for individual videos and playlists on supported computer, mobile, TV, and gaming-console interfaces. This repeats playback for the viewer using that device; it does not turn the video into a channel-wide live stream or make it repeat for everyone who visits your channel. See YouTube Help: Loop videos or playlists on YouTube for device-specific instructions.

How to keep gaming videos running as a live broadcast
For a continuous channel broadcast, create a live stream in YouTube Studio and send it using an encoder workflow. YouTube identifies encoder streaming as a common option for gameplay and overlays. The video source and production setup determine what equipment you need; YouTube says dedicated, professional-grade encoders can suit higher-production events, but expensive equipment is not required to get started. YouTube Help: YouTube live streaming tips — Computer
- Choose the source. Decide whether you are sending live gameplay or playing prepared gaming recordings as the content of the broadcast. A capture card may be useful if your setup needs to capture a separate console or video source; it is not a universal requirement.
- Set up the live stream in YouTube Studio. Create a live stream and use YouTube’s encoder workflow. Follow the current Studio instructions for the stream setup and key; interface labels can change.
- Configure and connect your encoder. Use an encoder that can send the chosen source to YouTube, and configure it according to YouTube’s current live-stream guidance. The cited guidance supports encoder-based gameplay streaming but does not prescribe one universal hardware configuration.
- Start the broadcast and monitor it. Confirm that the stream is reaching its YouTube watch page and that the source and audio are correct. Do not treat a stream replay posted after the broadcast as an automatically restarting live feed.
What not to confuse with a continuous rerun
- Video or playlist looping: repeats playback for an individual viewer, not a channel broadcast.
- Live DVR: lets viewers control or rewind a live stream where available. YouTube says rewind may be limited or unavailable for streams longer than 12 hours; DVR does not restart a Premiere. See YouTube Help: Learn about live streams and Turn on DVR on live streams.
- Stream replay: a live-stream replay may be posted as a video after the stream ends. That is not the same as a live feed that restarts itself.
- Live Redirect: can move viewers from an ended live stream to a Premiere or another live stream, subject to YouTube’s eligibility requirements. It is an audience transition, not a way to loop the Premiere. Check YouTube Help: How to use YouTube Live Redirect for current requirements.
