For a continuous signal, use YouTube Live. For episodes people can play on demand, use a podcast playlist or, where available, RSS ingestion. Use a Premiere when you want a shared launch for a new episode.
What a Premiere does—and what it does not establish
YouTube distinguishes the formats directly: “Live streams let you watch media that’s broadcasted in real-time on YouTube. Premieres let you watch a new video with creators and their community in real-time.” YouTube Help: Watch live streams.
A Premiere gives a finished video a scheduled launch. Viewers can visit its pre-release watch page and shareable URL, participate in live chat while watching, and chat briefly with the creator after playback ends. YouTube’s Premiere guidance does not establish that a Premiere loops or continues indefinitely, so it should not be treated as an always-on stream. See YouTube Help: Create a Premiere.
Choose a format for the job

Decide first whether “always-on” means a continuous real-time signal, an episode listeners can start at any time, or a scheduled community launch. Those are different viewing and publishing experiences.

If you need an actual live broadcast
Use YouTube Live rather than a Premiere when the content must be broadcast in real time. YouTube documents mobile, webcam and encoder options; which workflow is available depends on your channel and setup. YouTube states that a channel must be verified and must not have live-stream restrictions in the previous 90 days to go live. Check the current requirements at YouTube Help, since feature availability and eligibility can change.
For a prerecorded podcast intended to run continuously, an encoder-based live workflow can broadcast the prepared video as a live stream. Configure the stream in YouTube Studio and follow the encoder settings YouTube provides for the selected resolution and connection. A Premiere is not a substitute for that workflow: it schedules a finished video rather than establishing an ongoing live broadcast.

If you want an on-demand podcast
Organize episodes as podcast videos in a YouTube podcast playlist, or use RSS ingestion where it is available to publish audio episodes as videos with static artwork. YouTube’s RSS feature is for episode publishing, not live broadcasting. Its documented limitations include regional availability, no distribution of the feed to other platforms, and no automatic replacement of audio in episodes that have already been published. Use a Premiere for an episode launch
If the goal is a set release time and shared first viewing, schedule the finished episode as a Premiere. Share its watch-page URL in advance and use chat to interact with viewers around the launch. For a live lead-in, YouTube Live Redirect can send viewers from a live stream to a Premiere when the channel meets YouTube’s eligibility criteria.
