Can You Use Regular Sunscreen on Your Lips? What FDA and AAD Guidance Says

Can you use regular sunscreen on your lips? The practical answer is to choose a lip balm labeled for lip use, ideally SPF 30 or higher with broad-spectrum protection, rather than spreading an ordinary face or body sunscreen over the lips.

The U.S. Food and Drug Administration (FDA) tells consumers to avoid the mouth when applying face and body sunscreen and separately lists lips as a commonly missed area for which to use SPF lip balm. That is label-based application guidance—not proof that every regular sunscreen formula is inherently poisonous or dangerous on lip skin.

What the guidance actually says

The FDA’s consumer sunscreen instructions distinguish between applying sunscreen to the face and body and protecting the lips. Its face-and-body directions say to avoid the eyes and mouth. In the same guidance, the FDA identifies “Lips (use SPF lip balm)” as a frequently forgotten area.

The American Academy of Dermatology (AAD) gives a more specific target: “To protect your lips, apply a lip balm with an SPF of at least 30.” Its sunscreen-selection advice also calls for SPF 30 or higher and broad-spectrum protection, including for lip balm.

Put together, those recommendations answer the everyday question without requiring a claim about ingredient toxicity. A general sunscreen may be designed, tested and labeled for external skin on the face or body, while a lip product is specifically packaged and directed for use on the lips. Unless a sunscreen’s label explicitly includes lip use, select a product made and labeled as SPF lip balm instead of intentionally coating the lip surface with a standard face or body formula.

Why your lips need their own sun-protection step

Lips are easy to miss because sunscreen routines usually focus on cheeks, forehead, nose, ears, neck, arms and legs. The FDA calls out lips separately for that reason. A lip balm also stays practical in a place where products can quickly feel uncomfortable, crack or wear away.

Sun protection for lips is not a substitute for other protective habits. A broad-brimmed hat, shade and avoiding unnecessary midday exposure reduce the amount of ultraviolet radiation reaching your face. Lip SPF is the product step that covers the exposed lip tissue itself.

No lip-specific cancer-rate statistic is needed to make the application decision here. The established consumer guidance is simpler: lips are a forgotten exposure site, and the FDA and AAD direct consumers toward lip products with SPF.

Regular sunscreen versus an SPF lip balm

Face sunscreen on the skin around your mouth

You can continue using a sunscreen labeled for facial use on the skin surrounding your mouth, following its directions and keeping it out of the mouth. The vermilion lip surface is the part for which the FDA specifically points you to SPF lip balm.

A face product that also names lip use

Some products are marketed for more than one area. If the package expressly says the product is suitable for lips, follow that label. The important distinction is not whether the product is sold as a “sunscreen” or a “balm”; it is whether the directions identify lip use and explain how much to apply and when to reapply.

Jack Black Intense Therapy Lip Balm SPF 25, Natural Mint, 0.25 oz (3 Pack)
  • Enriched with superior skin conditioners and antioxidants, this SPF lip balm soothes and relieves dry, chapped, irritated lips
  • UVA and UVB absorbers- Avobenzone and Octinoxate - screen harmful UV rays
  • Shea butter and avocado oil soften and condition lips
  • Vitamin E, black tea and green tea extract, antioxidants which help protect lips from damage caused by UV-induced free radicals
  • Penetrates quickly to provide instant relief for dry lips

A standard body sunscreen with no lip directions

Do not improvise a lip routine with a body product that gives no lip instructions. FDA guidance supports avoiding the mouth during face-and-body application, so use that product on the labeled body areas and obtain a separate SPF lip balm for your lips.

Does this mean every regular sunscreen is toxic on lips?

No. The cited guidance does not establish that every face or body sunscreen is categorically toxic, dangerous or poisonous when it touches the lips. It establishes a safer, clearer selection rule: use products according to their labels, and choose one labeled for lip use on the lips. Avoid turning the FDA’s “avoid the mouth” application instruction into a universal ingredient-safety claim that the sources do not make.

How to choose an SPF lip balm

Use the package as your checklist. A product does not need a particular brand name to meet the practical criteria below.

What to check What the label should indicate Why it matters
Intended area Lip balm or another explicit statement that it is for lip use Matches the FDA’s lip-specific application direction.
SPF rating SPF 30 or higher Matches the AAD’s stated minimum for protecting lips.
Spectrum Broad-spectrum protection AAD includes broad-spectrum protection in its sunscreen-selection advice.
Directions Clear instructions for initial application and reapplication Lets you follow the product’s tested use pattern, including outdoor conditions.
Tolerance A formula that does not burn, sting or feel uncomfortable Especially important when lips are dry, cracked or sensitive.

“SPF 30+ broad-spectrum lip balm” is therefore a useful category description when you are searching or comparing products. Treat the phrase as a specification, not as an endorsement of any particular brand or formula.

How to apply lip sunscreen correctly

  1. Read the lip product’s directions first. Check the Drug Facts panel or package instructions for the amount, timing and any warnings specific to that product.
  2. Apply before going outside. FDA consumer guidance says to apply sunscreen 15 minutes before sun exposure. Use the lip balm as directed so the exposed lip surface is covered before you are in the sun.
  3. Cover the lips completely. Do not leave the center, corners or lower lip untreated. A DailyMed lip-sunscreen label example uses the wording “cover lips completely before sun exposure,” illustrating what complete coverage means in a lip-specific direction.
  4. Reapply on schedule. The AAD says to reapply lip balm with SPF every two hours while outdoors. FDA general sunscreen guidance says to reapply at least every two hours and more often with swimming or sweating. Your product label controls if it gives more specific instructions.
  5. Reapply after conditions that remove product. Swimming and sweating are specifically identified by the FDA as situations requiring more frequent sunscreen reapplication. Follow any additional water-resistance or use directions printed on the lip product.
  6. Keep using other sun protection. Lip balm is one part of your routine; shade and protective clothing reduce exposure that no topical product can eliminate.

What to do when lips are chapped or sensitive

Chapped lips need a gentler selection process. The AAD recommends non-irritating lip products and says burning, stinging or discomfort is a signal to stop using the product rather than pushing through the sensation.

Ingredients the AAD highlights for chapped lips

In its advice specifically about dry, chapped lips, the AAD names zinc oxide and titanium oxide as sun-protective ingredients to look for in a lip balm. This is a context-specific suggestion for irritated lips, not a statement that every other sunscreen filter is harmful to every person.

Ingredients the AAD says to avoid while lips are chapped

The same chapped-lip guidance lists octinoxate and oxybenzone among ingredients to avoid when lips are cracked or irritated. Keep that qualification attached: the advice concerns chapped lips and product comfort. It should not be generalized into a universal declaration that those ingredients are unsafe for all users or all applications.

If a product burns or stings

Stop using the product that causes the reaction. Switch to a non-irritating lip product whose label provides the SPF and broad-spectrum protection you need. If discomfort persists or the problem is concerning, seek advice from a qualified health professional.

How to read an SPF lip product’s label

Look for the intended-use statement, SPF value, broad-spectrum wording and reapplication directions before buying. Do not infer suitability from the word “moisturizing,” a stick format or attractive packaging; the lip-use direction is the key evidence.

A DailyMed Drug Facts example for a plumping lip sunscreen lists SPF 28 and directs users to cover the lips completely before sun exposure and reapply at least every two hours. It demonstrates what lip-specific labeling looks like, but it is not a recommendation. SPF 28 is below the AAD’s stated SPF 30-or-higher preference, and a label example does not establish current retail availability or hands-on product performance.

When two products otherwise look similar, the one with SPF 30 or higher, broad-spectrum protection and explicit lip directions fits the cited guidance more closely than one with a lower SPF or no lip-use statement.

Common situations and the best response

Situation Practical response
You are applying face sunscreen near the mouth. Use it on the surrounding facial skin as directed, but avoid the mouth and use SPF lip balm on the lips.
You only packed body sunscreen. Apply it to the labeled body areas. Do not deliberately spread it over the lips; obtain a lip product labeled for that use.
A lip balm has SPF 15 or SPF 28. Check the label and directions, but know that the AAD recommendation is SPF 30 or higher. Choose SPF 30+ when available.
Your lip product has no broad-spectrum statement. Prefer one that clearly states broad-spectrum protection, as the AAD advises.
Your lips are cracked and a product stings. Stop using it and choose a non-irritating product; consider the AAD’s chapped-lip ingredient guidance.
You are swimming or sweating. Reapply more often as the FDA and the product label direct.

Mistakes that make lip SPF less effective

  • Assuming facial sunscreen automatically covers the lips: the FDA treats lips as a separate, frequently forgotten area.
  • Choosing a low SPF solely because it is in a lip-stick format: compare the number with the AAD’s SPF 30-or-higher recommendation.
  • Ignoring broad-spectrum wording: SPF and broad-spectrum are separate label details; check for both.
  • Applying once in the morning: AAD guidance calls for reapplication every two hours outdoors, with more frequent reapplication in conditions such as swimming or sweating.
  • Continuing through irritation: burning, stinging or discomfort warrants stopping the product, particularly on chapped lips.
  • Assuming a familiar ingredient rule applies to everyone: the AAD’s cautions about octinoxate and oxybenzone are specifically framed for chapped lips.

Bottom line for choosing and using lip SPF

Choose a lip balm labeled for lip use with SPF 30 or higher and broad-spectrum protection. Apply it before sun exposure, cover the lips completely, and reapply at least every two hours while outdoors or more often when swimming or sweating, following the product’s own directions. Use ordinary face or body sunscreen on the skin areas named on its label, not as a substitute for a lip-specific product. If your lips are chapped, favor non-irritating formulas, stop anything that burns or stings, and keep ingredient cautions in their proper chapped-lip context.
