PayPal’s US user agreement lists the use of an anonymizing proxy among its restricted activities, and it separately restricts access from countries outside its permitted list. A VPN can therefore create the same kind of problem PayPal is designed to catch, even when you have done nothing wrong. A dedicated IP address may make your connection look more consistent, but no independent test establishes that PayPal accepts it, and PayPal’s own verification and country rules still decide what happens to your account.
This guide explains what PayPal’s rules say, why an account can be limited, how shared and dedicated IP addresses differ, what three VPN providers document about their dedicated-IP features, and what to do if your account is already restricted.

What PayPal’s rules actually say
The clearest source is the PayPal US User Agreement. Its list of restricted activities includes “use an anonymizing proxy,” and it also covers accessing PayPal from a country that is not on PayPal’s permitted-countries list. The agreement also reserves PayPal’s right to limit access or impose account restrictions when a restricted activity is involved.

First, it is the US agreement. Other PayPal user agreements, for accounts held in other countries, can differ, so check the agreement that applies to your account before drawing conclusions about your region. Second, the clause describes what PayPal may treat as restricted. It does not say that every VPN session will be detected, flagged or penalised, and it does not describe how PayPal treats ordinary consumer VPN use in every country.

Why a PayPal account gets limited
A VPN is one possible trigger, not the only one. PayPal’s help guidance on account limitations says a limitation can arise for several reasons, including:
- regulatory requirements that PayPal must meet;
- acceptable-use policy concerns;
- suspected unauthorized use of the account;
- higher-risk seller or transaction activity;
- account inactivity.
When a limitation appears, the account-specific reason is shown in the Resolution Center or in your account notifications. Do not assume the VPN caused it until you have read that explanation. If you have been using a VPN and also changed devices, travelled, or received a sudden large transfer, the notice may point to one of the other causes.

Shared and dedicated IP addresses
Most consumer VPN services route your traffic through shared addresses, which many customers use at the same time. A website that sees many different users behind one address can treat that address as suspicious, and shared addresses can also change between sessions.
A dedicated IP is an address assigned to one customer, usually for as long as the subscription is active. The main practical difference is consistency: the address you appear from stays the same from one login to the next. That consistency is the only benefit the provider documentation describes in these terms. It does not show that PayPal accepts dedicated addresses.

| Documented benefit | General privacy and access | Consistent address for IP-based checks, as described by the provider |
| PayPal acceptance | Not stated by PayPal | Not stated by PayPal; no independent test establishes acceptance |
| Privacy trade-off | Lower persistent identifier | The same address is linked to your activity over time |
Dedicated-IP options from three providers
ExpressVPN, NordVPN and Surfshark all document a dedicated-IP feature. The descriptions below come from each provider’s own pages and describe advertised features only. None of them is a PayPal-approved or PayPal-tested service, and this guide does not rank them.
ExpressVPN
ExpressVPN describes its dedicated IP as an exclusive address tied to a chosen location and intended to stay assigned to you while your subscription is active. The provider presents a stable identity and access to trusted sites as the benefits.

Surfshark
Surfshark describes its dedicated IP as a private, static address intended for IP-sensitive websites and services. As with the other two, the page describes the feature, not how any particular payment service responds to it.

Because none of these pages reports PayPal-specific results, the sensible question is not which provider works best with PayPal but whether a stable address, in your specific situation, is worth the cost and the privacy trade-off. Provider features, supported platforms and available locations change, so confirm them on the provider’s current pages before subscribing.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.If your PayPal account is already limited
A limitation is a matter for PayPal to resolve. Changing your IP address to get around it can make the situation worse, and PayPal’s guidance warns against evading a limitation this way. Follow these steps instead:
- Sign in to PayPal and open the Resolution Center or your account notifications to read the reason given for the limitation.
- Note any specific request, such as a document to upload or information to confirm.
- Respond through the channel PayPal names in the notice, and keep copies of what you send.
- Stop using a VPN with that account while the limitation is open, so the access history matches your actual country.
- If you are travelling, use PayPal only from a country on the permitted list for your account, and make sure your location is consistent with the account’s registered details.
Do not open a second account, change your registered country or misstate your location or identity to restore access. These steps can lead to permanent restrictions and do not fix the underlying issue.

Travelling and using PayPal abroad
A VPN does not change your account’s country. If you are abroad, PayPal can see the country you are actually connecting from, whatever address your VPN shows. Using a VPN to appear to be in a permitted country is the case the restricted-activities clause describes, so it is not a workaround. If you need PayPal while travelling, check PayPal’s current list of permitted countries for your account type and confirm that your access is consistent with it before you travel.
