Yes—Matter devices can keep communicating inside your home when the internet goes down, as long as your local network, controller, device power and any required radio infrastructure remain available. An internet outage is not the same as losing Wi-Fi or Ethernet. Your router can still provide a functioning local network even when it has no connection to your internet service provider.

Offline operation has boundaries. First-time commissioning, away-from-home access, manufacturer cloud features and some product-specific setup flows may still require internet access. The practical question is therefore not simply whether Matter works “offline,” but which parts of your setup are local and which depend on a cloud service.

What “offline” means for a Matter home

Matter is designed as a local connectivity technology. The Connectivity Standards Alliance (CSA) says that Matter devices maintain functionality within the local network when the internet connection fails. In practical terms, a phone, controller and device can continue exchanging commands over the home network even though the router cannot reach websites or cloud servers.

That only applies while the local path remains healthy. A failed router, disabled Wi-Fi, isolated guest network, disconnected Ethernet cable, dead controller or power loss can interrupt operation independently of the internet outage.

What failed? Likely effect on Matter What you can still do
Internet service from your ISP Local Matter communication may continue. Control devices at home if the local network and controller are operating.
Wi-Fi or Ethernet inside the home Devices using that path cannot reach the controller. Restore the local network; an internet subscription alone cannot fix this.
Router or access point Local IP communication is interrupted for connected devices. Restore or replace the network equipment.
Controller or smart-home hub Commands and automations that depend on it may stop. Use another available local controller, if the platform supports one.
Device power The device is unavailable regardless of network status. Restore power or replace the battery.
Internet access while you are away The normal remote path cannot reach your home controller. Wait for connectivity or use a local control method at home.

The CSA summarizes the distinction in its April 28, 2025 network guidance: “Even if your connection to the internet goes down, Matter devices will maintain functionality within your local network.” That is a statement about local functionality, not a promise that every app feature or every product remains available.

Which functions usually work during an internet outage?

At-home commands over the local network

If your phone or tablet is connected to the same functioning home network as the Matter device and its controller, local commands can continue. Turning a light on, changing a thermostat setting or operating another accessory can work without an active WAN connection. The exact command set remains product- and platform-dependent.

Automations handled locally by the controller

Some platforms can execute automations on the local controller rather than sending each event to a cloud service. Those routines may continue during an outage, but you must verify that behavior for the selected controller and automation. The presence of Matter alone does not establish that every ecosystem runs every automation locally.

Communication among Matter devices

Matter uses IP networking over Wi-Fi, Ethernet and Thread. When the relevant local network is operating, devices can communicate without contacting a remote Matter server. Bluetooth Low Energy is used for commissioning rather than as the normal path for day-to-day Matter control.

What may stop when the internet is unavailable?

Remote control from outside the home

An app used from work, a hotel or another location normally reaches the home through an internet-connected controller. The CSA explains that Matter-only devices need an internet-connected controller in the home for away-from-home control. If your home internet is down, that remote route is unavailable.

Some products have their own direct internet connection and a manufacturer app. Such a product may offer remote access through its own service, but that is a separate capability from Matter’s local operation. Check the product documentation rather than assuming that Matter provides remote access by itself.

Cloud-backed manufacturer features

Manufacturers can provide features outside the Matter command set through their own apps and cloud services. Account functions, analytics, integrations or other online features may be unavailable while the internet is down even though basic local Matter control still works.

Some first-time setup flows

Many Matter products use a QR code or numeric setup code and Bluetooth Low Energy to begin commissioning. However, the CSA notes that product-specific commissioning can send you to a manufacturer URL and typically require internet access. A device can therefore be capable of local operation after setup while still needing internet for its initial enrollment or app configuration.

Do Matter devices need a hub?

There is no universal rule that every Matter buyer must purchase a separate hub. Matter requires a controller in the chosen smart-home platform, but that controller may already be built into a compatible smart speaker or other hub. The exact arrangement depends on the platform, device type and features you want.

Arrangement What it means for outages Purchase implication
Controller integrated in an existing smart speaker or hub Local control can continue if that product stays powered and the platform supports local operation. No additional standalone hub may be needed.
Separate Matter-compatible controller Provides the local coordination point and may support remote access when the home has internet. Required only when the selected ecosystem or device calls for it.
Matter device with no available controller Pairing and normal control may not be possible in your chosen app. Choose a compatible controller before expecting a complete setup.
Device with its own manufacturer internet service May offer app-based remote control through that service, subject to internet availability. Do not confuse this service with a universal Matter hub.

Before buying hardware, identify which platform will control the device and whether a controller is already present. The CSA’s FAQ describes Matter as “a local connectivity technology”; it does not define a single mandatory hub model for every home.

How to set up Matter so local control is more resilient

  1. Choose the controller and platform first. Confirm that the device is supported by the app or ecosystem you intend to use and determine whether an existing smart speaker or hub already includes the necessary controller.
  2. Prepare the local network. Connect the controller, commissioning phone and Matter device to a network that permits local communication. Wi-Fi and Ethernet devices need normal IP reachability; Thread-based products need the compatible local infrastructure required by their platform.
  3. Avoid guest-network isolation. Guest Wi-Fi commonly blocks devices from seeing one another. The CSA specifically warns that isolation can prevent both setup and later device-to-controller communication. Use the primary network or change the router’s isolation policy according to its documentation.
  4. Keep the phone and device close during commissioning. Matter onboarding commonly starts with Bluetooth Low Energy. Scan the QR code or enter the numeric code shown on the product, then follow the platform’s prompts.
  5. Complete any manufacturer web step while online. If the product directs you to a manufacturer URL, account page or app service, finish that step before testing an outage. A code-based start does not guarantee that every onboarding stage is offline-capable.
  6. Test local control before disconnecting the internet. With your phone on the home network, operate the device and run the automations you care about. This establishes that the local path works independently of remote access.
  7. Test the outage scenario deliberately. Disconnect the internet service while leaving the router and access points powered. Try local commands and observe the controller’s automations. Then test from outside the home to confirm which remote functions stop.

Network choices that affect offline reliability

Primary network versus guest network

Guest networks are often configured to prevent clients from communicating with one another. That security boundary can block a commissioning phone from reaching a Matter device or stop a controller from sending local commands. Put the participating devices on a network that allows the required local traffic, and consult the router manual for settings named guest isolation, client isolation or wireless isolation.

Multiple routers and split network names

Multiple routers can create separate subnets. A phone connected behind one router may be unable to discover a device or controller behind another, even though both have internet access. Keep the Matter device, controller and commissioning phone on a communication path the platform supports, or configure the network so local discovery and traffic are allowed.

Coverage and device count

The CSA recommends considering modern mesh Wi-Fi for large homes or homes with many Wi-Fi Matter devices. This is conditional advice, not a requirement for Matter or for every internet outage. A new router does not restore local operation if the real problem is a powered-off controller, guest isolation or a failed device.

Comparing two Matter setups for outage resilience

When deciding between setups, compare the actual failure paths rather than counting Matter logos. The important questions are whether control is local or cloud-backed, whether the controller can run the required automations locally, whether commissioning depends on a manufacturer service, whether the local network remains available, and whether you need access while away.

Evaluation question More outage-resilient configuration What to verify
Where are commands processed? On the home network and controller. Platform documentation for local control of the specific device.
Where do automations run? On a controller that supports local execution. Whether each routine continues without cloud access.
How is the product commissioned? Code and Bluetooth steps completed on the local network. Any manufacturer URL, account or online activation requirement.
Can devices see one another? Primary network with local communication allowed. Guest isolation, VLANs, multiple routers and discovery settings.
Is away-from-home access essential? Home controller with internet connectivity when remote access is needed. Whether the product has a separate direct-to-internet app path.

The cited CSA guidance does not establish that all ecosystems behave identically. Verify the exact device, controller and platform documentation before making a model-specific outage claim.

Troubleshooting when Matter stops working offline

  • Check the scope of the outage. Confirm whether only the ISP connection failed or whether the router, access point or local Wi-Fi also restarted.
  • Check power. A powered-off controller or device can look like an internet problem.
  • Check network placement. Move the phone and device off a guest network if isolation is enabled, and inspect whether multiple routers have placed them on separate local networks.
  • Check the controller. If local commands fail for several devices, the controller may be unavailable even though Wi-Fi is working.
  • Separate local and remote tests. Test from a phone connected to the home network, then test from outside. A failure only in the second test points to the missing internet path rather than a Matter-local failure.
  • Review the product’s setup requirements. If commissioning never completed, look for a required manufacturer URL, account step or online activation rather than repeatedly resetting the device.
  • Restore normal network settings. If you changed guest isolation or router topology for testing, return to a documented configuration that still allows the controller and devices to communicate.

A practical pre-outage checklist

  • Record which controller operates each Matter device.
  • Confirm the controller remains powered when the internet modem is offline.
  • Keep the controller, phone and devices on a network that permits local communication.
  • Complete commissioning and any manufacturer account steps while connected to the internet.
  • Run a local control test with the internet connection temporarily unavailable.
  • Identify which automations are expected to run locally and verify them individually.
  • Decide whether away-from-home control is a requirement; if it is, plan for an internet-connected controller and understand the product’s remote-access path.

Matter can make a smart home less dependent on the cloud, but it does not remove the need for a functioning local network, compatible controller, power and a completed setup. Treat “offline” as a specific failure mode, test the local path before you need it, and evaluate every cloud-dependent feature separately.
