Meta describes that account as the login for its VR devices and the place where purchased apps are managed. You do not have to connect Facebook or Instagram, so “without Facebook” is supported; “without a Meta account” is not the normal consumer setup.
There are narrow exceptions for organization-managed Quest headsets in Shared Mode, and a separate guest-use model on an already configured Apple Vision Pro. Neither is a way to buy a personal Quest and skip the Meta account.

The direct answer for a personal Meta Quest
Meta’s current account explanation makes a practical distinction that often gets lost in online discussions: a Meta account is the account layer used to sign in to a Quest headset and manage purchased apps, while Facebook and Instagram are optional connections. If you are buying a Quest 3S, Quest 3, Quest Pro, Quest 2 or another consumer Quest for yourself, plan to create and use a Meta account during setup.
That does not mean you must maintain a Facebook profile or link your social-media accounts. Meta says people who do not want Facebook or Instagram features in VR do not have to connect them. Linking can add features such as finding Facebook friends or using Messenger, but those features are separate from the basic Meta account used for the headset.

The only documented no-account Quest scenario in the available official material is an administrator-controlled Shared Mode deployment for organization-owned devices. It is designed for managed hardware and assigned applications, not ordinary retail ownership.
What “Meta account” and “Horizon profile” each do
Meta account: device login and app ownership
Meta introduced its account system in 2022 as a way to use VR devices without requiring a Facebook login. Its announcement describes the account as the mechanism for logging into VR devices and viewing and managing purchased apps in one place. That is the account you should expect to use when setting up and continuing to use a personally owned Quest.
Meta’s own wording is explicit: “Your Meta account is not a social media profile; it lets you log into your VR devices and view and manage your purchased apps in one place.” The statement appeared in Meta’s July 7, 2022 announcement introducing Meta accounts and Meta Horizon profiles.

A Horizon profile is a separate layer created after the Meta account. It represents you in VR and related Meta surfaces. Meta says you can choose a username, display name, photo, avatar and privacy controls for that profile, with one Horizon profile created per Meta account.
In practical terms, the Meta account is the login and app-management layer; the Horizon profile is the identity other people may see in social VR. Changing privacy or profile visibility settings affects the Horizon identity, not the basic fact that a Meta account is used to access the device.
Facebook and Instagram: optional connections
Connecting Facebook or Instagram can enable social features, but Meta does not describe either connection as a prerequisite for the normal Quest account. If your requirement is “I do not want Facebook,” you can meet that requirement by using a Meta account without linking those services. If your requirement is “I do not want any Meta account,” a personal Quest does not meet it based on Meta’s published consumer account guidance.

What personal Quest setup normally involves
Meta’s current Quest help hub groups getting-started material for Quest 3S, Quest 3, Quest Pro, Quest 2 and the original Quest. The setup topics include signing in and syncing with the mobile app. Because setup screens and requirements can change by headset model, region and software release, use the instructions shown for your exact model rather than relying on an old Oculus-era walkthrough.
- Start the headset and follow the on-screen setup. The headset will direct you through the initial configuration for its current software.
- Sign in with a Meta account or create one. This is the account Meta uses for VR-device access and purchased-app management.
- Complete the Horizon profile when prompted. Select the username, display name, avatar and visibility choices you want for your VR identity.
- Decide whether to connect Facebook or Instagram. Skip those connections if you do not want their social features. Skipping them does not remove the Meta account requirement.
- Use the current mobile-app instructions for your model. Meta’s help material identifies mobile-app syncing as part of getting started. The available documentation does not establish that a phone is never needed under every setup condition, so do not assume that an old “headset only” procedure will work.
- Review privacy and social settings before inviting others. These settings apply to the Horizon profile and to the information you choose to expose through social features.
The important buying implication is straightforward: deleting or refusing a Facebook connection is different from refusing the Meta account used to access the headset and apps.
Can you use a Quest without the Meta mobile app?
“Can I log in without the Meta Quest app?” is a different question from “Can I use a Quest without a Meta account?” Meta’s current getting-started hub points users to login and mobile-app syncing, but the available official material does not establish a universal rule that the phone app is always optional or always mandatory for every model and setup condition.
For that reason, treat the app requirement as a model- and software-version detail to verify in the current instructions for the headset you plan to buy. Do not confuse a possible phone-app step with the account itself: even if a particular setup path changes, Meta still describes the Meta account as the personal VR login and app-management account.
What happens if you refuse to create a Meta account?
For an individually owned Quest, the normal consumer setup described by Meta cannot be completed on the assumption that no Meta account will ever be used. You may be able to power on hardware or reach early setup screens, but Meta’s account model is the one tied to device login and purchased-app management. The official material does not present a supported consumer “local-only” ownership mode.

Do not infer from a headset working in a demonstration, showroom or managed installation that a retail owner can permanently operate without an account. Demonstration units and institutional deployments can use different administration settings.

The narrow exception: organization-managed Shared Mode
Meta for Work documents a Shared Mode for organization-managed Quest devices in Meta Horizon Device Manager. An administrator controls the headset and chooses whether users must sign in. This is the only documented Quest path in the supplied official material that can operate without an end-user account.

Several limits matter:
- The administrator, not the individual user, controls the deployment.
- Users are limited to assigned applications rather than having the normal personal ownership and app-library experience.
- The age thresholds are the figures stated by Meta for Work and remain subject to local legal requirements.
- This mode is not evidence of a hidden setting that a consumer can enable on a personally purchased Quest.
If you are evaluating headsets for a school, arcade, training center or company, ask the administrator whether the devices will be enrolled in Meta Horizon Device Manager and which Shared Mode policy will be applied. If you are buying one for yourself, treat Shared Mode as irrelevant to the purchase decision.
Guest use is not account-free ownership
Borrowing someone else’s configured headset is a different use case from buying and setting up your own. A guest session can reduce the need for the guest to create an account, but it does not remove the owner’s account or convert the headset into an account-free device.

Apple documents Guest User for temporarily lending an already configured Vision Pro. The owner authorizes the session and can allow all apps or only selected apps. This is a host-device feature, not proof that a new owner can set up Vision Pro without an Apple Account.
Nearby iPhone or iPad authorization requirements
Apple’s documented nearby-device route requires:
- visionOS 2.4 or later on Vision Pro;
- iOS or iPadOS 18.4 or later on the approving iPhone or iPad;
- the same Apple Account, with two-factor authentication, signed in on Vision Pro and the nearby device; and
- Wi-Fi and Bluetooth turned on.
Apple says a guest can also continue without an iPhone or iPad by double-clicking the Digital Crown during the new-guest flow. That still occurs on an owner-configured headset; it is not a first-owner setup that bypasses an Apple Account.
Privacy when lending Vision Pro
Guest access can expose information inside apps the owner allows, including items such as playlists or health data in those apps. The owner should therefore choose selected apps rather than automatically allowing everything when privacy matters. A passcode restricts access to certain Settings areas, but it does not make every permitted app private from the guest.

PlayStation VR: a different hardware ecosystem, not a proven no-account option
Sony’s PS VR quick-start material describes setup with PS4 and PS5. The original PS VR uses console-connected hardware, including its camera; when using the original headset with PS5, a camera adapter is involved. PS VR2 is compatible only with PS5.

Those dependencies are useful when comparing platforms, but the cited setup guide does not establish whether a PlayStation account is required for every use case. Therefore, do not present PS VR or PS VR2 as a confirmed account-free alternative. The defensible conclusion is that they move the hardware dependency to a PlayStation console, while their complete account policy must be checked in the current PlayStation documentation for the exact console, headset and software you intend to use.
Comparing your options by the constraint that actually matters

A practical buying decision
Choose Quest if your objection is specifically Facebook
Meta’s published explanation supports a Quest purchase when your concern is avoiding a Facebook or Instagram login. You can keep those services unlinked while using the Meta account required for the headset and its app-management system.
Do not choose a personal Quest if “no Meta account” is non-negotiable
If your requirement is that no Meta account may be created, used or associated with the device, the available official evidence does not support buying a personal Quest on that assumption. Look for a platform whose current setup documentation explicitly matches your account requirement instead of relying on guest modes, institutional settings or forum reports.
Separate ownership, managed use and borrowing
Write down which of these three situations applies before comparing products:
- Ownership: you buy the headset, manage its apps and use it as your personal device.
- Managed deployment: an organization owns and administers the device, limits applications and controls account policy.
- Guest use: another person owns and has already configured the headset, then authorizes a temporary session.
Most confusion comes from applying a rule from one category to another. A no-account Shared Mode device does not create a no-account consumer purchase, and Apple Guest User does not remove the owner’s Apple Account.

Privacy and social-account choices
You can reduce social-account exposure without pretending the Meta account does not exist. During setup, skip Facebook and Instagram connections if you do not need friend discovery or Messenger-related functions. Then review the Horizon profile’s username, display name, photo, avatar and visibility controls.
Remember that privacy settings on the Horizon profile govern what others may see about your VR identity; they do not change the account used for device access and purchased apps. For a shared or borrowed headset, use the platform’s owner-controlled guest or managed mode rather than signing a stranger into your personal account.
Why older advice may say something different
Meta announced its account system on July 7, 2022, with an update on August 23, 2022. The announcement said existing Oculus-account users had a transition period and would need a Meta account and Horizon profile from January 1, 2023 to continue using Meta VR devices.

January 1, 2023 was a historical migration date, not a current setup deadline. The lasting point is the separation between the Meta account and optional Facebook linking. Articles that describe the old Oculus-account transition may therefore be accurate history but poor instructions for someone buying a Quest now.
Checklist before you buy
- Decide whether your requirement is “no Facebook” or “no Meta account.” They are not equivalent.
- Confirm the exact Quest model and read its current getting-started instructions.
- Budget time for creating a Meta account and a Horizon profile on a personal device.
- Check whether current setup instructions call for mobile-app syncing and what phone software is supported.
- If the headset will be used by an organization, confirm Device Manager enrollment and the intended Shared Mode policy.
- If you are borrowing a Vision Pro, ask the owner which apps will be exposed and whether the required software versions are installed.
- If considering PS VR, include the required PS4 or PS5 hardware; PS VR2 requires PS5.
- Recheck official account and setup documentation immediately before purchase because platform policies and software flows can change.
The Bottom Line
For a personal Meta Quest, a Meta account is part of the normal setup. You can use Quest without linking Facebook or Instagram, but the official consumer guidance does not support using a personally owned Quest with no Meta account at all. No-account Shared Mode is limited to organization-managed devices, while guest features on other headsets apply to temporary use of someone else’s already configured hardware.
