No. PokerStars says it does not recommend using a VPN or proxy server with its services, and its UK General Terms treat using a VPN to manipulate location information as a serious breach. That is the direct answer to the question “Can I use a VPN or proxy server with PokerStars?”, which PokerStars asks and answers on its own support page.
This article does not rank VPN providers for PokerStars and does not explain how to configure one for play. Instead it sets out what PokerStars says about these tools, which official routes apply if you have moved or are travelling, and what to do when the service fails without a VPN or proxy.

What PokerStars says about VPNs and proxies
PokerStars’ official support page on VPN and proxy use answers the question directly: “No, we don’t recommend using a proxy server or a VPN when accessing PokerStars services.” The same page warns that these tools can stop core features from working. It names three: connecting to PokerStars servers, joining poker tables, and making deposits.

That matters even if you set the terms aside. A VPN or proxy is not a neutral privacy layer for this service, and it can cause the very failures people are trying to fix.

Why the location rules sit in the terms
PokerStars’ terms are published site by site. The UK General Terms, section 10, prohibit users from circumventing geographic restrictions. The section defines circumvention to include manipulating location information, and gives “such as by using a VPN” as an example. It then states: “To do so would be a serious breach of the General Terms and therefore a Prohibited Event.”
The same UK section names the United States and certain sanctioned locations as prohibited jurisdictions. That list belongs to the UK terms. It is not a global map of where PokerStars is available, and other PokerStars sites and local law can differ. If your account is registered on a different PokerStars site, read that site’s General Terms and check the rules where you are physically located.

Playing while travelling
PokerStars’ UK travel guidance says you can keep using the service while abroad only where PokerStars services are permitted in the destination country. The condition attaches to the destination. It does not make a VPN an acceptable way to appear to be somewhere else. The guidance also does not establish permission for every country or every account type, so check the current travel guidance for your site before you go.
If you have moved to another country
PokerStars Live guidance for players who have moved abroad describes a route that does not depend on a VPN or proxy. The steps are:

Why this guide stops short of VPN setup
Readers searching for VPN rankings or setup steps for PokerStars will not find them here. PokerStars advises against these tools, and its UK terms prohibit using one to change how your location is recognised. Writing a configuration guide would mean helping users do exactly what those terms prohibit. The official routes above are the lawful ones for every situation this article covers.
