Yes. You can return to Braithwaite Manor after Chapter 3, including after finishing the main story, but you will find burned ruins rather than the intact mansion. A walkthrough reports that the wreckage and grounds can still be explored, with a gold bar and Catherine Braithwaite’s body among the site’s discoveries.
What Braithwaite Manor is like after Chapter 3
The manor’s destruction changes what you can explore, not whether you can visit the location. After Chapter 3, the site is a set of burned ruins; the post-story visit is a search of the wreckage and grounds, not a tour of the mansion as it once stood. A GameFAQs walkthrough describes returning to the site after its destruction.

What to look for in the ruins
The same walkthrough reports Catherine Braithwaite at the site and a lockbox containing a gold bar east of the house. Treat these as guide-reported discoveries rather than a guarantee that every platform or game version will present them identically; platform-by-platform behavior has not been established.

If you want to see the manor intact
Visit before the end of Chapter 3 if your goal is to explore the mansion before it burns. A Steam Community checklist identifies the manor as temporary and advises exploring it before its destruction. Returning later still lets you explore the location, but it cannot restore the intact house.
