Yes. Nearby construction or noise does not automatically prevent you from selling a home. What you need to disclose, whether a local noise complaint process applies, and whether compensation may be available depend on your location and the facts. There is no universal price discount or disclosure rule established across jurisdictions.
First identify what is affecting the property
Separate active construction noise from noise that will continue after a project opens, a known planned development, an existing dispute, or physical damage to the home. These situations may involve different local rules and practical next steps. Whether the work is private development or public infrastructure can also matter, particularly when considering compensation.

Keep project notices, relevant correspondence, formal complaint records, and dated observations. These records are practical aids, not a universally required legal log. If the issue is significant, ask a local attorney or qualified acoustics professional what documentation is useful.

Do not assume that nearby construction must always be disclosed—or that it never needs to be. In the United States, the National Association of REALTORS says seller-disclosure requirements vary by state and recommends consulting a local real-estate professional or attorney. Read NAR’s consumer guide to seller disclosures.

North Carolina offers one state-specific example: North Carolina REALTORS guidance says brokers must disclose material facts they know or reasonably should know, and identifies known commercial construction next to a listed property as material. That example is not a nationwide rule. See North Carolina REALTORS’ guidance on nearby conditions.
Tell your listing agent or conveyancer what you know, including the type and timing of the work or noise where relevant. Ask them how local requirements apply to your property and transaction; do not make a legal judgment based on another state or country’s rules.

Use the local noise process if construction may violate local rules
Construction hours and complaint routes are local. In New York City, the Department of Environmental Protection says construction is generally allowed from 7 a.m. to 6 p.m. on weekdays and directs people affected by construction noise to call 311 or report it online. Confirm current rules and project-specific exceptions on the NYC DEP construction-noise page; these procedures do not apply outside New York City.
The same page notes that a noise-monitoring rule effective April 21, 2026 applies to specified projects using alternative mitigation plans. It is not a blanket rule for every construction site. For work elsewhere, check the relevant local authority’s noise rules and complaint process.

Check whether neighboring work has a notice process
In England and Wales, certain work on or near a party wall or boundary requires notice under the party-wall process. That process is separate from planning permission and building regulations, and Scotland has different rules. Check the GOV.UK party-wall guidance if this applies to your property. A notice requirement does not by itself determine what you must disclose when selling.
Consider compensation only if a specific framework fits
Some UK public-works guidance describes compensation for depreciation associated with specified physical factors, including noise. It does not establish a general right to compensation for noise from any nearby construction project or private development. Eligibility depends on the applicable framework and circumstances.

- Accurate Noise Measurement: This wall mounted sound level meter measures environmental noise from 30dB to 130dB with ±1.5dB high accuracy. Built-in A-weighting frequency response ensures reliable sound level monitoring for industrial, commercial, and residential environments.
- Large Digital Display for Easy Reading: Equipped with a bright digital display, the wall mounted decibel meter allows users to easily read real-time sound levels from a distance. The device updates 8 times per second, ensuring fast and accurate noise monitoring.
- Adjustable Upper & Lower Alarm: The noise monitor supports customizable upper and lower alarm limits. When sound levels exceed the preset threshold, the device triggers an audible alarm output, helping you maintain safe noise levels and prevent excessive noise exposure.
- Type-C Power Supply & Rechargeable Battery: Powered via Type-C (DC5V 1A) or battery, the unit supports up to 10 hours of continuous operation on a full charge, making it suitable for both portable and fixed monitoring applications.
- Wall-Mounted Continuous Monitoring: Designed for long-term noise monitoring, this sound level meter can be easily installed on walls in workplaces or public spaces. Ideal for factories, offices, classrooms, studios, construction sites, traffic roads, and homes where noise control is required.
The guidance also describes a deadline-sensitive step when a property is sold within a specified 12-month period. Because timing can affect a claim, seek advice from a solicitor or other qualified professional promptly if you think the framework may apply. Read the UK Government guidance on compensation for compulsory purchase for its scope and conditions.
Set expectations for price and marketing with local evidence
The cited guidance does not establish a standard percentage discount for homes affected by construction noise. Any effect on value depends on the property, the market, the nature and duration of the noise, and buyer response. Discuss pricing with your agent using relevant local comparable sales rather than relying on a generic discount claim.

If persistent noise is disputed or difficult to describe, an independent acoustic or environmental noise assessment may help document the conditions. It is optional: the sources do not establish that a consumer meter or any particular measurement is legally required, proves a nuisance, or predicts the home’s sale price.
