Xbox games can keep working during a service outage when the title supports offline play and the console can validate an eligible license. A game that requires Xbox network connectivity for launch, sign-in, licensing, cloud functions or gameplay may refuse to start even if your home internet is working. Check the Xbox Status page for the current incident, then use the game, account and Home Xbox checks below.
What happens when Xbox services go down?
An Xbox service outage does not produce one universal result. Different games rely on different services, and an outage can affect account sign-in, digital-license checks, multiplayer, cloud saves, the Store or other connected features. One player may be able to launch a single-player game while another cannot sign in or start the same title.

There is also an important distinction between a complete loss of internet access and the failure of one Xbox service. If your router is offline, every online dependency is potentially unavailable. If Xbox networking, account authentication or another service is having trouble while your internet connection still works, local browsing and other online services may continue normally while Xbox-specific functions fail.
Microsoft’s Xbox developer requirements make the key rule explicit: “Games are not required to support offline play.” The guidance also says that when a console is offline, the system launches only titles with at least one mode that does not require connectivity. Offline capability is therefore a title-level design choice, not a guarantee attached to every Xbox game.

Which games can launch during an outage?
Games with a genuine offline mode
A title has the best chance of working when it includes a mode that can run without Xbox network connectivity and the console has a valid license available locally. This can include some campaign, story or local-play modes, but the label “single-player” is not enough proof. A single-player game can still require online authentication, persistent server access, cloud functions or a network check before launch.
Games that require Xbox network access
If the developer marks the game as requiring Xbox network connectivity for all gameplay, the console will not launch it while offline. Service-dependent online games can also stop after launch if they lose the server connection. Multiplayer, shared-world progression, cloud-based features and account-bound functions are common reasons a game remains unavailable during an incident.
Games with mixed requirements
Some titles have an offline portion but require services for particular features. The campaign may open while multiplayer, cloud saves, events, social features or synchronized progression remain unavailable. Publishers decide how their games respond to an individual service failure, so two games with similar modes can behave differently during the same outage.

Xbox One and Xbox Series digital games use two license components under Microsoft’s current rules: a device-based license and a user-based license.
Device-based license
The device license is attached to the console designated as your Home Xbox. On that Home console, eligible digital games can be used under the device license, including when the console cannot reach Xbox services, subject to the game’s own offline requirements and Microsoft’s licensing conditions.

User-based license
The user license is associated with your Microsoft account. When you sign in, the account can authorize games and subscriptions connected to it, but an outage can prevent that account check from completing. A console that is not the Home Xbox is more dependent on the account being signed in and on the relevant services being available.
Why a game you own can still fail to start
“I bought it” does not always mean “it can launch with no service contact.” The console may need to confirm the account license, the device may not be the Home Xbox, or the title may require connectivity by design. A service outage can therefore block access to a legitimately purchased game without deleting the purchase or damaging the installation.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsWhat about Game Pass games?
Game Pass access is subscription access associated with your Xbox account. A catalog title is playable only while the applicable subscription and game rules allow it. Offline use can depend on prior authorization, the console’s Home Xbox status, the account used to access the subscription and the title’s own connectivity requirements.
Do not assume that every Game Pass game remains playable through every outage or every license state. A game that was previously installed may still fail an entitlement or sign-in check, while another title with an offline-capable mode may continue to run. Treat subscription access separately from ownership and verify the specific game’s requirements.
Can a disc bypass an Xbox outage?
Inserting a game disc is not a guaranteed workaround. Microsoft’s rules describe disc-to-digital licenses and eligibility conditions, but they do not promise that a disc bypasses all service outages. A disc can provide the game’s installation media and may satisfy a disc license check, yet the title can still require account authentication, updates, online services or a server connection.

If the outage affects the service needed by the game or the console’s license validation, switching from a digital copy to a disc may not change the result. Do not buy hardware or a physical copy solely as an outage fix.

How to tell whether the problem is an outage or your console
- Check Xbox Status first. Open the official Xbox Status page and look for the affected service, such as account sign-in, gaming, Store or applications. Status information can change during an incident, and different services may recover at different times.
- Test the console’s network connection. In the Xbox network settings, run the connection test. A local network failure and an Xbox-service failure require different fixes. If the test reports that your internet is working but Xbox features fail, the incident may be service-specific.
- Try another function. Check whether you can sign in, open an installed offline-capable game, view your owned games or use a local profile. A pattern across several functions is more informative than one title failing.
- Restart after recovery. If the status page says the incident is resolved but the console still behaves as offline, fully restart the console and test the connection again. Cached sign-in or network state can persist after service recovery.
What to do when a game will not start
Step 1: identify the game’s requirement
Read the game’s Microsoft Store listing, the publisher’s support documentation or the in-game requirements. Look for wording that distinguishes “requires Xbox network” from a title that offers at least one mode without connectivity. Do not infer offline support from a campaign label alone.
Step 2: confirm the right account and console
When services are available, sign in with the Microsoft account that bought the game or supplies the subscription. Confirm that the console you want to use offline is designated as your Home Xbox. The device license is tied to that setting, while the user license follows the account.
Step 3: avoid changing Home Xbox casually
Microsoft limits Home Xbox changes to five times in a rolling one-year period. The current rules measure that period from the first Home Xbox assignment or change. Changing the setting during an outage may not solve the immediate problem and can consume one of the available changes, so review Microsoft’s current console instructions before making a change.
Step 4: wait when the dependency is external
If the game requires the Xbox service that is down, there is no local setting that can restore that dependency. Leave the installation intact, monitor the status incident and try again after recovery. Reinstalling the game, changing a router or purchasing a disc cannot reliably repair an account, licensing or server outage.

Complete internet loss versus one Xbox service failing
| Situation | Likely effect | What determines the result |
|---|---|---|
| Console has no internet connection | Only games with at least one mode that does not require connectivity can launch. | The title’s offline requirement and an available device or user license. |
| Internet works, but an Xbox service is unavailable | Sign-in, digital access, multiplayer, Store, cloud features or another function may fail while local internet remains normal. | Which service failed and how the game handles that individual failure. |
| Game requires Xbox network for all gameplay | The console will not launch the title while offline. | The requirement defined by the game’s developer. |
| Game has an offline-capable mode on the Home Xbox | The offline mode may launch; connected features can remain unavailable. | Local device license, prior setup and the mode’s own requirements. |
Why an offline-capable game may still fail
- The console is not the Home Xbox. Without the device license, the console may need an account check that the outage prevents.
- The wrong account is active. A different profile may not hold the purchase or subscription entitlement.
- The game’s offline mode was not designed for this situation. A title can advertise single-player content while still requiring online launch authentication.
- A service needed by the title is specifically unavailable. The game may depend on account, cloud or gameplay services even when the console reports an internet connection.
- The outage has ended but the console has stale state. A restart and a fresh network test can clear a temporary post-incident condition.
- The subscription or entitlement is no longer valid. A prior installation does not extend a subscription or create a permanent ownership license.
How developers decide offline behavior
Microsoft’s requirements allow developers to choose whether a title supports offline play. They can require the Xbox network for all gameplay or provide at least one mode that does not require internet connectivity. Microsoft recommends that games handle individual service failures gracefully, but it does not require every game to offer an offline mode.
That policy explains why there is no universal Xbox outage switch that makes every installed game playable. The console enforces the game’s declared requirements, while the game’s services and licensing logic determine what happens after launch.
What an outage does not mean
An outage does not automatically mean your purchase is lost, your save is corrupted or your console has failed. It may simply prevent a required sign-in, license check or server connection at that moment. Avoid deleting local saves or reinstalling a large game while the service incident is active; those actions do not restore unavailable Xbox systems and can create a separate recovery problem.
Likewise, a functioning internet connection does not prove that Xbox services are healthy. Your browser, streaming apps or other devices can be online while Xbox account or gaming services remain unavailable.
Historical outages and changing impact
Past incidents show why status checks matter. A July 27, 2026 outage was reported as affecting account sign-in, digital game play, the Store and app access before service was restored later that day. Reports also noted that impact varied among users and games. That event is historical context, not a statement about current availability; use the live Xbox Status page for today’s condition.

A practical offline-preparation checklist
- Sign in to the account that owns the game or supplies the subscription while services are available.
- Designate the intended offline console as your Home Xbox and review the current Home Xbox rules before changing it.
- Install updates and launch the title at least once before you expect to be offline.
- Test the specific offline mode rather than assuming a single-player label is sufficient.
- Keep local saves synchronized when services are available, while remembering that cloud features cannot operate during a service failure.
- Keep the official Xbox Status page available as the first check during an incident.
The short answer for common situations
“Can I play my digital Xbox games offline?”
Yes, for some games. The title must provide an offline-capable mode, and the console must have an eligible device or user license. Home Xbox status is especially important for device-based offline access.
“Can I play Xbox games when Xbox Live is down?”
Only games and modes that do not require the unavailable service are likely to work. Multiplayer and other connected features can remain unavailable even when a local campaign launches.
“Why won’t my Xbox game start when the servers are down?”
The game may require Xbox network connectivity, the console may be unable to complete a license or account check, or the title may depend on the failed service despite having a single-player component.
Bottom line
Xbox offline play is conditional. A supported offline mode plus a valid local license can let an installed game run during an outage, while network-required titles and service-dependent features will fail. Check Xbox Status, identify the game’s actual connectivity requirement, verify Home Xbox and account licensing when services return, and wait when the failed dependency is on Microsoft’s side.
