Steam Offline Mode lets you launch installed games without an active Steam Network connection, but only when each game supports offline operation and has completed any required first-run setup. Games that require a live connection or an external launcher will not work offline.
Steam describes the feature this way: “Offline Mode allows you to play games through Steam without having an active connection to the Steam Network.” The practical limitation is equally important: “Any Steam client feature that requires a connection will be unavailable while offline.”

What Steam Offline Mode actually does
Offline Mode changes how the Steam client authenticates after you lose internet access. Instead of trying to contact the Steam Network every time it opens, Steam uses information saved during an earlier online session. That lets an eligible, installed game start without Wi-Fi or mobile data.
Offline Mode is not a universal switch that makes every Steam title work without internet. Eligibility belongs to the individual game. A title may be sold through Steam yet still require an online service, a publisher account, an external launcher or a first-run activation. A later game update can also change its requirements, so an old successful test is not a permanent guarantee.

The safest assumption is therefore: Steam itself can run in a limited offline state, and only games that have been completely installed, authenticated and designed to tolerate offline play will launch.
Prepare Steam before you lose your connection
Do this while online, preferably shortly before a flight, trip or outage. Steam’s support procedure has five essential steps.
- Sign in online and enable “Remember me.” This allows Steam to retain the sign-in information needed for a later offline start.
- Finish all downloads. Check that Steam and every game you plan to use show no pending update, installation or scheduled download.
- Launch each intended game once while connected. Wait for any first-run installation, redistributable setup, license check or in-game update to finish. Reach the main menu if possible, then close the game normally.
- Check the credential setting. Open Steam > Settings > Security and make sure “Don’t save account credentials on this computer” is not selected. If credentials are not saved, Steam may be unable to authenticate you offline.
- Switch the client deliberately. Open the Steam menu and choose Go Offline. Confirm the change when Steam asks, then allow the client to restart or finish changing state.
After switching, close Steam normally and reopen it once before travelling. This confirms that the stored Offline Mode information is usable rather than merely showing that the first online session worked. Do not rely on a forced shutdown to preserve the state.
Test the exact travel setup
For a dependable test, disconnect Wi-Fi or unplug Ethernet while Steam is already in Offline Mode, then start the specific game. Test from the same user account and device you will use away from home. If the game has a local profile, load a save, create a small new save and quit normally. This catches first-launch checks, missing components and storage permissions before you are at an airport or without a network.
What continues to work offline
Installed games with offline support
An eligible game that is fully installed and has completed its online first launch can start from the Steam library while the client is offline. You do not need to reconnect for every launch. Steam’s offline purpose is precisely to let that game run without an active Steam Network connection.
The game’s own design still controls the details. Menus that call a web service, account-linked inventories, server-side progression or online anti-cheat may remain unavailable even when the basic executable opens. Offline Mode cannot remove a requirement imposed by the game.
Single-player campaigns and local saves
Local single-player play normally continues, and saves written to the computer can be loaded and created without internet access. The save location, profile system and ability to continue without a server are determined by the individual title.

Keeping a local save is different from synchronizing it. Steam can let you play and save offline, but it cannot upload or download those files until the client reconnects.
Local multiplayer, when the game supports it
A game with split-screen, hot-seat or another local multiplayer mode may work offline because the players and game state are on the same machine or local session. This does not make online multiplayer available. Check whether the mode is genuinely local and whether the game requires an account or server even for starting that mode.
What stops working or waits until you reconnect
Friends, Chat and Steam community features
Going offline signs you out of the Steam community. Friends lists, Steam Chat and other community functions that depend on a live connection are unavailable until you return online. Your offline status is not a way to continue receiving messages in the background.
Steam Cloud synchronization
Steam Cloud does not sync while you are offline. A save created during the trip remains on that computer until Steam reconnects.
When you go back online, Steam can warn that a Cloud conflict is likely because the local files and the cloud copy changed at different times. Read the timestamps and choose the version that contains the progress you intend to keep; selecting the wrong copy can replace newer progress with an older one. If Cloud is disabled for a particular game, progress remains local to that machine and no cloud copy is maintained.
Steam and game updates
Offline Mode prevents Steam and your games from receiving important updates. A title may launch today but fail an online requirement after its files, launcher or DRM policy changes. Reconnect before a trip to install pending updates, and reconnect periodically afterward so security, compatibility and game updates can be delivered.
LAN game-file transfers
Steam’s local network transfer feature is not available when either client is offline. Both Steam clients must be online, on the same LAN and able to see each other directly before a transfer can begin.

Games that require online services or another launcher
A mandatory online connection is a hard stop: Offline Mode cannot satisfy it. The same applies when starting the game requires an external publisher or DRM client that must authenticate online. If that secondary program cannot start and validate its account, the Steam shortcut cannot bypass it.

How to judge whether a game is a good offline choice
There is no permanent, universal list of “offline Steam games.” Evaluate each title against these questions while you are still connected:

| Is multiplayer local or online? | Identify split-screen, hot-seat or LAN modes separately from internet matchmaking. | Only modes that do not require a server can function without internet. |
| How often does it need updates? | Check whether the game frequently changes its client, anti-cheat or online services. | Reconnect before travel and after returning; offline clients cannot receive those updates. |
Use the game’s own behavior as the final check. Store descriptions and community comments can become outdated after a launcher or DRM change, while a successful offline launch on your exact device tests the condition that matters.
Can you play Steam games without Wi-Fi or on a plane?
Yes, provided the preparation is complete before the device loses connectivity. Wi-Fi is not special to Steam; any active Steam Network connection can be used for setup, and no connection is needed during an eligible offline session.
Before boarding, finish downloads, launch each game once, switch to Go Offline and perform the disconnected test. Keep the device charged and avoid signing out of the account, clearing Steam’s local data or changing the computer’s user profile after testing. Those actions can remove the information Steam needs to start offline.
Airline or hotel networks may also block the ports or sign-in pages a game expects. Do not wait until travel to discover that a title’s “offline” behavior actually depends on a network check; test with all network adapters disabled.

Steam asks you to connect before it opens
Reconnect if possible and repeat the preparation sequence. Confirm that Remember me was enabled, that “Don’t save account credentials on this computer” is clear under Steam > Settings > Security, that Steam and the game are fully updated, and that the game was launched once online before you selected Go Offline.

The game is installed but refuses to start
Launch it online and watch for an activation, setup or external-client window. If the game explicitly requires an online service, there is no Steam setting that converts it to offline software. You will need a connection for that title.
A save appears to be missing
Check whether you are using the same Steam account, computer user and game profile as during the online test. A game that stores saves locally will not have files from another computer, and a Cloud save cannot be downloaded while offline. Reconnect only after deciding which local files should be preserved.

A Cloud conflict appears after reconnecting
Stop launching the game until you have reviewed the conflict. Compare the local and cloud timestamps and select the copy with the intended progress. If the game offers a file-management screen, use it to make a backup before accepting a replacement.
The game launches but a feature is unavailable
Treat the missing feature as a service dependency. Chat, community functions, server matchmaking, web inventories and other connection-based features are expected to remain unavailable. Local campaign play can continue if the title was designed to support it.
Safe habits when switching back online
When connectivity returns, let Steam finish its client and game updates before starting a title whose files changed during the trip. For games using Steam Cloud, read any synchronization prompt rather than dismissing it automatically. If you intentionally kept a local offline save, make sure that version is the one you want before allowing synchronization.
Offline Mode is best treated as a planned operating state, not a permanent replacement for connecting Steam. Periodic reconnection keeps the client current and gives Cloud, chat, multiplayer and other network services a chance to work normally again.
