A Nintendo Switch Online + Expansion Pack membership does not provide access to them through that collection. To play either game, use its original Nintendo DS release with compatible Nintendo DS-family hardware.
Why HeartGold and SoulSilver are not Switch games
Nintendo’s Pokémon HeartGold Version manual identifies HeartGold as a Nintendo DS title and says it is based on Pokémon Gold Version for Game Boy. The game also uses Nintendo DS wireless communications. This establishes HeartGold’s original platform; it is not a Switch release.

Nintendo’s Game Boy Advance – Nintendo Classics page lists selected GBA games available through Nintendo Switch Online + Expansion Pack. HeartGold and SoulSilver are not among the titles shown. That catalog is distinct from the Nintendo DS library, and a subscription does not add every older Pokémon game to Switch.
