Can PlayStation Portal play games offline?
No. PlayStation Portal Remote Player is a streaming device, not a standalone handheld that runs locally downloaded PS5 games. In both of its play modes, the game is streamed to Portal over an internet connection. PlayStation’s feature descriptions explain Remote Play and Cloud Streaming, but do not identify a feature for downloading full PS5 games to Portal for offline use. PlayStation’s Portal product page and Portal software update information describe its streaming functions.

How the two Portal modes work
Remote Play: stream from your PS5
Remote Play sends a game running on your paired PS5 to Portal. The game must be installed on the PS5, and that console must be connected to broadband and either fully powered on or in Rest Mode. The PS5 does not need to be in the same room, but it remains the device running the game and must be reachable over the network. A game downloaded to the PS5 is not thereby downloaded to Portal.

Cloud Streaming: stream without using your PS5
Cloud Streaming lets Portal stream select PS5 games from PlayStation’s cloud service, so your PS5 does not have to be powered on for that session. It is still online play: Portal needs broadband Wi-Fi, and the feature requires an active PlayStation Plus Premium membership, an eligible game and availability in a supported region. PlayStation describes access to select games from the Plus Game Catalog and Classics Catalog, as well as select digital PS5 games in a player’s library. What internet speed does Portal need?
PlayStation publishes several figures for different purposes. They are network thresholds and recommendations, not independently tested results or guarantees; actual streaming quality depends on the connection and network environment.
- 5 Mbps for Portal use: PlayStation’s US Portal product FAQ gives 5 Mbps as the minimum broadband Wi-Fi speed “for use.” The same FAQ recommends 15 Mbps for a better play experience. These are Portal product-page guidance, not a single universal quality guarantee.
- 5 Mbps upload and download to start Cloud Streaming: PlayStation’s Cloud Streaming overview specifies a minimum 5 Mbps in both directions to establish a streaming session.
- 7 Mbps for 720p and 13 Mbps for 1080p Cloud Streaming: PlayStation Support lists these connection speeds for those streaming resolutions on its Canada support page.

Which mode should you use?
- Choose Remote Play when the game is installed on your PS5 and you can keep that console online and powered on or in Rest Mode.
- Consider Cloud Streaming when you do not want to use your PS5, and your membership, game and region meet PlayStation’s eligibility requirements.
- Plan another option for offline gaming. Neither Portal mode plays streamed PS5 games without an internet connection, and Portal is not a way to carry locally installed PS5 games for offline sessions.
