Sometimes—but the answer depends on where you are, whether the trip is temporary, which service you pay for, and whether you are simply signing in or masking your location. A paid online-content subscriber temporarily visiting another European Union (EU) Member State has a specific portability right. Deliberately using a VPN to appear in a different country and obtain that country’s catalog is a separate question governed by the service contract, copyright and circumvention rules, and the laws of the countries involved.
There is no worldwide rule that makes every cross-border stream legal or illegal. Use the normal account while traveling, check the provider’s current terms, and treat catalog-switching with a location-masking tool as a legally and contractually different activity.

Temporary travel within the EU
For a paid online-content subscription, EU law gives travelers a defined right. Regulation (EU) 2017/1128 describes temporary presence as being in an EU Member State other than the subscriber’s Member State of residence for a limited period. Article 3(1) says: “The provider shall enable a subscriber who is temporarily present in a Member State to access and use the online content service in the same manner as in the Member State of residence.”

That obligation covers more than simply opening the app. Subject to the regulation’s conditions, the provider must preserve access to the same content, devices, users and functionality, and cannot add a portability charge. The European Commission’s Your Europe guidance, last checked 1 July 2026, describes the rule in the same terms for paid subscribers traveling to another EU country.

Portability is not a requirement for every service to launch in every country, and it does not give a traveler a right to select any EU national catalog. It protects use of the subscriber’s home service while the subscriber is temporarily present elsewhere.
Travel outside the EU
The EU regulation is regional. A trip from an EU country to a non-EU destination, or a trip between non-EU countries, has no equivalent universal rule in the material considered here. The provider’s current terms, the destination’s law and any applicable bilateral or regional rules determine what is permitted.
Even when a service lets you sign in normally, its technical experience can change. A provider may show a different catalog, disable some downloads, apply local maturity ratings or limit particular playback features. Those technical changes are not, by themselves, a legal ruling about your conduct.
What does “temporarily present” mean?
The portability rule is designed for a limited stay, not an elective change of residence. The regulation ties the right to the subscriber’s Member State of residence and temporary presence in another Member State. It does not specify a single number of travel days in the source material, so do not assume that an extended stay or relocation automatically remains “temporary.”

Providers may use account, payment or residence checks to establish where a subscription is based. Keep your account information accurate and review the provider’s explanation of residence verification before traveling. If your circumstances have changed permanently, use the moving procedure rather than treating the travel rule as a permanent catalog switch.
Can I use my subscription while traveling if the service is free?
Paid and free services are treated differently under EU portability law. Article 6 of Regulation (EU) 2017/1128 allows a provider of a service supplied without payment to extend portability, but does not impose the same mandatory obligation that applies to covered paid services. A free service can therefore decide whether and under what conditions to support cross-border use.
Check whether “free” means genuinely unpaid or is bundled with another paid product. Advertising, registration, device limits and geographic restrictions may be governed by separate terms. The absence of a subscription fee does not create a general right to any country’s catalog.
Can I watch another country’s catalog with a VPN?
That is different from ordinary travel. In this scenario, you are deliberately presenting an apparent location in another country to reach content licensed for that market. The EU portability regulation addresses temporary presence; it is not a general entitlement to choose a foreign library from home.

A VPN can also trigger the provider’s technical controls. Netflix’s current help guidance says that VPN use can hide the user’s region and limit the visible selection to titles available globally. That is a service behavior, not a statement that every VPN user has committed a crime or that every use is contractually allowed.
The sources do not support a universal “legal everywhere” or “piracy everywhere” answer. The result can turn on:
- the law where you are physically located;
- the law connected to the account or transaction;
- the provider’s subscriber agreement and acceptable-use rules;
- whether protected works are being communicated or accessed without authorization;
- whether a jurisdiction regulates circumvention of a technical access control; and
- how the provider and local authorities enforce those rules.
Is it illegal to use a VPN for streaming?
VPN technology itself has many lawful uses, including securing traffic on public networks. Streaming through one raises a narrower question: whether using it to defeat a geographic restriction breaches a contract, infringes a protected right, violates an anti-circumvention rule, or falls within an exception. Those questions are jurisdiction-specific.

A WIPO paper on VPNs and geo-blocking analyzes the issue through copyright rights used without authorization. It is contextual legal analysis, not a single rule for every subscriber, platform or country. For a personal decision, read the service agreement and obtain advice on the law in the countries that matter to you.
Why catalogs differ between countries
Licensing commonly explains a missing film or series. Netflix states that each country has its own catalog of original and licensed programs. It says a title may be unavailable because the service cannot obtain rights in that country or because another platform holds exclusive rights there.
Those licensing facts explain why the same account can display different titles while you travel. They do not decide whether your chosen access method complies with local law or your contract. A catalog difference is therefore evidence of territorial licensing, not proof that a VPN is lawful or unlawful.

Moving is legally and technically distinct from visiting. Netflix says an account country cannot be changed unless the subscriber moves. A genuine move can affect billing currency, available plans, content rights, payment verification and the catalog associated with the new residence.
Before relocating within the EU, consult the provider’s moving instructions and the European Commission’s consumer guidance. A long-term stay may require a new local subscription or account-country process even though short visits receive portability protection. Do not rely on repeated temporary-travel access as a substitute for updating your residence.
Netflix as a current example
Netflix’s published help pages illustrate the difference between travel and catalog targeting:
- While traveling, viewers can use Netflix on mobile devices and computers, but selection, downloads and maturity ratings may differ in the country visited.
- The account country remains tied to the subscriber’s home arrangement unless the subscriber moves.
- Netflix says a VPN can hide the region and restrict the visible selection to titles available globally.
- Regional rights or another platform’s exclusive rights can make a title unavailable in a particular country.
These statements describe the provider’s current product behavior. They are not a legal conclusion for every country, account or access method. Service rules and detection methods can change, so read the latest help pages and subscriber terms before relying on them.

- Identify your physical location. Write down your home country and destination, and whether the destination is another EU Member State.
- Classify the stay. Decide whether it is a short visit, an extended stay or a permanent move. The EU portability rule is tied to temporary presence.
- Check whether the service is paid. A paid EU online-content service can be subject to mandatory portability; a free service may opt out.
- Describe the access method accurately. Signing in through the normal connection while abroad is different from using a VPN, proxy or other tool to appear in a chosen country.
- Read the provider’s current terms and travel page. Look for country changes, residence verification, VPN restrictions, downloads, ratings and account consequences.
- Separate technical behavior from legality. A block, reduced catalog or playback error shows how the provider responds; it does not by itself settle civil, criminal or copyright liability.
- For a high-stakes or disputed use, obtain local advice. Ask a lawyer familiar with the law where you are located and the law governing the service or account.
What to do when access fails abroad
If you are traveling normally
- Confirm that the app is updated and that your account is active in your home country.
- Turn off location-masking tools if the provider requires a normal connection for travel use.
- Check whether the missing title, download or rating is a country-specific limitation.
- Use the provider’s support channel and state that you are temporarily abroad rather than requesting a country change.
If you have moved
- Follow the account-country or residence-change process instead of repeatedly retrying a travel session.
- Review payment and plan requirements for the new country.
- Expect the available catalog and maturity ratings to reflect local licensing.
If you are considering a VPN
- Read the exact subscriber agreement for your service and country.
- Check local rules on copyright, access controls and circumvention.
- Understand that the provider may limit you to globally available titles, block playback or take account action.
- Do not assume that a successful connection proves legal permission.
What information is needed for a definite answer?
A reliable answer requires four facts: the streaming provider, your home country, your destination, and whether the trip is temporary. Add a fifth fact if relevant: whether you are using a VPN or another location-masking method. Without those details, “Can I watch abroad?” is too broad to answer with a responsible yes or no.
