Yes, but only when the map source’s license or service contract permits your exact use. A paid game can use real-world geography, yet a publicly visible map, screenshot, tile, business listing, road network or satellite image is not automatically free to copy. OpenStreetMap is generally the most flexible option because its Open Database Licence (ODbL) allows commercial use with attribution and possible share-alike duties. Google Maps Platform and Mapbox are contract services: they support certain in-app displays but impose important limits on exporting, scraping, tracing, caching, rehosting and building substitute map products.
The decisive questions are which provider supplied each layer, whether the game renders it live or ships it as an asset, where players can access it, and whether the terms allow storage and redistribution. Treat roads, imagery, terrain, elevation, points of interest, geocoding, traffic and user edits as separate assets rather than assuming one map license covers everything.

What determines whether real map data is legal in a game?
“Real map data” is a description of content, not a license. The legal answer comes from the rights attached to the particular dataset and the contract for the delivery method. A game may combine several sources: OpenStreetMap road data, aerial imagery from another supplier, a commercial elevation model, a geocoder, and a traffic feed. Each can have different ownership, attribution wording, storage rules and territorial limits.
Commercial use is only one permission
Permission to use data commercially does not necessarily permit every technical implementation. A license can allow a paid game while requiring a visible credit, preserving notices, sharing a modified database, or limiting redistribution of the original files. A service contract can allow a live map view while prohibiting tile downloads, local storage or use outside the provider’s SDK.

Rendering, caching and shipping are different uses
A game that requests a map at runtime and displays it through an approved SDK is legally different from one that bakes tiles into a level, stores a complete city on a disc, or traces roads into a new proprietary dataset. “Offline” generally means the game is redistributing a copy, so it needs explicit permission for both storage and delivery to players.
Provider comparison at a glance
| Provider | Commercial posture | Attribution | Important restrictions | Typical fit |
|---|---|---|---|---|
| OpenStreetMap under ODbL | Commercial use is allowed, subject to ODbL conditions. | “© OpenStreetMap contributors” plus a link to the OSM copyright or ODbL page. | Qualifying adaptations of the database can trigger share-alike duties; retain license notices. | Self-hosted or properly licensed rendered data, including an offline game asset when ODbL obligations are met. |
| Google Maps Platform | Use is granted through a non-exclusive, non-transferable, non-sublicensable service license during the contract term. | Visible Google Maps and required data-provider notices. | No exporting, extracting, scraping, bulk tile or data downloads, rehosting, redistribution or substitute map products under the stated terms. | Live, in-service map display when the chosen API and game design fit its terms. |
| Mapbox | Commercial use is governed by the selected product, SDK, plan and product terms. | Usually both the Mapbox logo and text attribution; additional supplier credits may apply. | Tracing or extracting service content is restricted except for specified cases; supplier terms can add conditions. | SDK- or service-rendered maps after reviewing the exact plan and distribution model. |
This table describes the general licensing posture, not a substitute for the current terms of a particular API, SDK, tileset or territory. Imagery, terrain, geocoding, points of interest and traffic can carry separate conditions even when they appear in one map view.
Using OpenStreetMap commercially
What ODbL allows
The OpenStreetMap Legal FAQ says OSM data is available for personal, group and commercial use under the Open Database Licence. Commercial monetization, a premium download or an ad-supported title is therefore not disqualifying by itself. The license is an attribution/share-alike license, so the way you alter and distribute the database matters.
Required credit
The requested wording is “© OpenStreetMap contributors”. OpenStreetMap guidance also says users should make clear that the data is available under ODbL by linking to the OSM copyright or ODbL page. In a game, put the credit in a location players can reach, such as the title screen, legal notices or credits. The OpenStreetMap Foundation says a splash-screen credit must be easily legible and remain visible long enough for a typical viewer to comprehend it; a nearly invisible one-frame notice is not a safe implementation.
When share-alike can apply
If your team edits or enriches the OSM database and distributes that adapted database, ODbL can require the adaptation to be shared under the same license. That question is different from merely creating a game world that happens to use OSM-derived roads. Have counsel classify your output, especially if you publish an edited road graph, a downloadable map database, or tools that expose the combined dataset. Keep the original license text and notices with the distributed material.
Keep OSM separate from other layers
OSM permission does not cover non-OSM satellite imagery, photographs, elevation, proprietary business listings, geocoding results or traffic feeds. Maintain a layer register showing the provider, license, version or capture date, processing performed and the attribution required. If a road mesh is generated from OSM but its terrain texture comes from another supplier, document both sources and satisfy both sets of conditions.

Using Google Maps Platform in a commercial game
What the service license covers
Google Maps Platform terms grant a non-exclusive, non-transferable, non-sublicensable license to use the services in a customer application during the term. That structure is designed for use through Google’s services, not for acquiring a permanent copy of Google map content for your own distribution.

A game that displays a live map through an allowed API, supplies the required Google Maps and data-provider attribution, and stays within API-specific limits is a different pattern from an offline game containing copied tiles. The terms prohibit exporting, extracting or scraping Maps Content for use outside the services, including pre-fetching and bulk downloading tiles, geocodes, directions, roads or elevation data. They also prohibit redistributing content or creating a substitute for Google Maps or its features.
Design consequences
- Do not download a city’s tiles in advance and package them with the game unless current written terms expressly authorize that distribution.
- Do not trace Google roads or buildings into a replacement map layer intended to avoid API use.
- Do not store Google points of interest, directions or elevation results as a permanent game database without a specific permission analysis.
- Show the required attribution where the Google content appears; hiding it behind a menu can fail a visible-attribution requirement.
Because API products and terms can differ, review the current service-specific rules for the selected platform, SDK, usage tier and territory before launch.
Using Mapbox in a commercial game
Attribution and branding
Mapbox documentation says maps using Mapbox designs, data or software usually must display both the Mapbox logo and text attribution. For Mapbox Streets, the text can include “© Mapbox,” “© OpenStreetMap” and an “Improve this map” link. Other tilesets, including satellite products, can require additional supplier attribution. The exact wording and placement should come from the relevant SDK or product documentation.
Extraction and tracing limits
Mapbox Product Terms restrict tracing or extracting licensed service content except in specified cases. Turning rendered Mapbox roads into a separate permanent road database, exporting imagery, or using service content to build a substitute map can therefore be outside the permission even if the game itself is commercial. Check the selected product, plan, SDK, platform and distribution model together; an entitlement for a development environment does not automatically authorize every shipped platform or offline cache.

Offline distribution is where otherwise workable designs most often fail. Ask whether the player receives a copy of the provider’s content, whether the copy can be retained indefinitely, and whether the provider can control or revoke access. A cache that survives updates may be treated differently from a short-lived technical cache, but you should not assume the distinction without written terms.

| Game design | Licensing risk | Safer approach |
|---|---|---|
| Live map requested through an approved SDK | Usually focuses on attribution, API limits and platform terms. | Use the provider’s supported renderer and keep attribution visible. |
| Temporary runtime cache | May still be restricted; retention, size and purpose can matter. | Follow the SDK’s cache rules and obtain clarification for persistent storage. |
| Tiles or imagery packaged with the game | Often treated as export and redistribution. | Use a dataset whose license expressly permits redistribution, such as a compliant ODbL workflow, or obtain written permission. |
| Roads traced from a proprietary map | Can be an unauthorized derivative or extraction. | Build from a source that permits derivative data and document the provenance. |
| Offline POI, geocoding or elevation database | These layers commonly have separate terms and retention limits. | License each layer independently and preserve its notices. |
How to implement attribution correctly
- Inventory every layer. List roads, boundaries, imagery, terrain, elevation, addresses, business listings, traffic and user edits. Record the owner, license or contract, source version/date and delivery API.
- Classify the distribution model. Mark each asset as live-rendered, temporarily cached, persistently cached, bundled in the install, downloadable after launch or generated by players.
- Place credits where players can see them. Use an always-available legal screen, title-screen notice or credits entry. Ensure text is legible, remains on screen long enough to read and is not obscured by menus or post-processing.
- Use exact wording. For OSM, include “© OpenStreetMap contributors” and a link to the OSM copyright or ODbL page. For Mapbox, include the required logo and text attribution and any additional supplier credits. For Google, include the Google Maps and relevant data-provider notices required by the displayed API.
- Preserve notices with the build. Keep license files, attribution text, source registers and approval records in the project repository and release documentation so updates do not silently remove them.
- Review modifications. If your team edits an OSM-derived database, determine whether the adapted database must be offered under ODbL. If content comes from a contract service, verify that any extraction, tracing or export is expressly allowed.
- Obtain a written answer for exceptions. Ask the provider before shipping unusual 3D terrain, copied imagery, persistent offline caches, real business listings, user-generated map edits or a product that could substitute for the provider’s map.
Common scenarios and the practical answer
A paid game displays a live world map
This can be lawful when the selected API permits game use, the game stays within technical and contractual limits, and attribution is displayed as required. Payment for the game does not itself grant rights to copy the provider’s underlying assets.
The studio wants a screenshot for a loading screen
A screenshot is still a copy of map content. Attribution alone does not cure a term that prohibits exporting or redistributing imagery or tiles. Use an expressly licensed image, create original art from a permitted dataset, or obtain written permission.
The team wants realistic roads but no visible map
Invisible use is not automatically exempt. A road network baked into gameplay can still be extracted or derivative data. Use a source whose license permits that transformation and record how the geometry was produced.
The game sells downloadable city packs
Each pack is a new redistribution event. Recheck whether the license permits commercial redistribution, whether attribution travels with every pack, and whether updates introduce layers with different suppliers.
Players can edit or add locations
User-generated edits create ownership, privacy and database-licensing questions in addition to the base-map license. Define who grants rights to submissions, avoid importing restricted provider content, and obtain legal review before publishing edits back into a shared map database.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Failure modes and recovery steps
Attribution is missing or unreadable
Pause distribution of the affected build, add the exact provider credit to a reachable legal screen and verify it on every supported resolution and platform. Keep a screenshot or test record showing placement for release review.

A proprietary tile set was bundled by mistake
Remove the files from future builds and distribution servers, identify every release containing them, and ask the provider whether a retroactive license or takedown procedure exists. Replace the assets with a source that grants offline redistribution rather than assuming a subscription fixes the issue.
A traced map has unclear provenance
Stop extending the traced dataset, preserve the source and processing history, and have counsel determine whether it is an adaptation or extraction. Rebuild from an expressly permissive source if the original terms do not authorize the workflow.
A provider changes its terms
Record the terms and product version used at each release, monitor provider notices, and make map licensing part of patch and platform-certification checklists. A design that was permitted under one product or plan may not be permitted under another.
FAQ
Can I use OpenStreetMap in a game that earns money?
Yes, ODbL permits commercial use, provided you meet attribution and any applicable share-alike obligations. The permission applies to OSM data, not automatically to imagery, elevation, geocoding or other layers obtained elsewhere.
Do I need to credit OpenStreetMap if players never open a map screen?
If the game uses OSM-derived data, provide the requested credit in a reasonable, accessible place such as legal notices or credits. The OpenStreetMap Foundation’s guidance focuses on legibility and a viewing duration sufficient for a typical player to comprehend the credit.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteDoes paying for a Google Maps or Mapbox plan give me offline rights?
Not by itself. Plan payment provides the rights stated for that product and service; offline storage, export and redistribution require terms that expressly cover them.
Best Value
Can I rely on a map screenshot because it is publicly visible online?
No. Public visibility does not waive copyright, database rights or contract restrictions. A screenshot must come from a source whose license or written permission allows reuse in your game.
When should a lawyer review the project?
Get counsel involved before launch when you combine providers, ship offline assets, publish edited databases, trace proprietary geometry, include real business information, generate 3D terrain, or accept player map edits. Those uses can create obligations that a standard attribution line cannot resolve.
Frequently Asked Questions
