Can You Legally Resell or Share Starlink Internet? Terms and Local Rules

Sometimes—but not on every plan, and not automatically under local law. Starlink’s customer terms generally prohibit reselling service access unless Starlink authorizes it. The April 28, 2025 terms make an express exception for Priority Plan customers reselling access as community Wi-Fi or a hotspot. Whether a particular setup is also lawful depends on the country, the users, and any required permits or approvals.

What Starlink’s terms allow—and prohibit

Starlink’s customer service agreement dated April 28, 2025 says customers may not resell access as a stand-alone, integrated, or value-added service unless Starlink authorizes it. It then makes a specific exception: customers who purchase a Priority Plan may resell access as community Wi-Fi or a hotspot to third parties, with hotel guests and boat passengers given as examples.

That exception is specific to the Priority Plan and the named community Wi-Fi or hotspot use. A plan marketed for business use is not, by itself, proof that resale is authorized. If the arrangement does not clearly fit the exception, check the current terms in the Starlink Customer Portal or obtain authorization from Starlink before charging others for access. The agreement says a violation of the resale section may result in service termination; it does not say termination is automatic in every case.

How your proposed setup compares

Arrangement What the cited terms establish What to check
Sharing Wi-Fi with a neighbor without charging The cited resale clause addresses reselling access; it does not expressly settle every form of informal, no-charge sharing. Check your current account terms and local rules. Do not assume that free sharing is permitted everywhere.
Charging hotel guests or boat passengers for hotspot access Starlink’s April 28, 2025 terms expressly name these as examples of third-party hotspot or community Wi-Fi resale permitted to Priority Plan customers. Confirm the account is on a qualifying Priority Plan and that the arrangement complies with local law and any required approvals.
Selling internet access as a separate service or bundling it into another offering The general rule prohibits resale as a stand-alone, integrated, or value-added service unless Starlink authorizes it; the Priority Plan exception is specifically for community Wi-Fi or hotspot access. Get Starlink’s authorization unless the use clearly falls within the stated exception, and check local licensing requirements.
Using a connection for your company’s own work or branches The cited terms do not create a general local-law exemption for business use. Local rules may distinguish an organization’s own use from service to third parties. Check the rules where the terminal is located and who will use the connection.
Reselling through a formal Starlink reseller relationship Starlink describes authorized resellers as operating in locations where it is licensed and certified by local regulators. Verify the reseller’s authorization and territory through Starlink’s official channels; confirm any local licensing requirements.

The terms do not expressly decide whether every instance of free neighbor sharing counts as resale. Money changing hands is therefore an important detail to assess, but it is not the only one: who gets access, how it is offered, the plan, and local rules also matter.

Starlink’s permission is not a local telecom license

The customer agreement makes the customer responsible for complying with applicable law and obtaining authorizations needed for installation and service. It also identifies possible property-related requirements, including building codes, zoning, association rules, lease obligations, landlord approval, and permits. Permission under a Starlink plan does not waive those requirements or grant a blanket right to provide internet service to others.

Check the rules for the country and location where the equipment will operate, not just the country where you bought it. Depending on the jurisdiction and arrangement, relevant questions may include whether the service is licensed there, who may subscribe, whether third-party access is allowed, and whether equipment or installation needs approval.

Lebanon illustrates why the location matters

The Telecommunications Regulatory Authority of Lebanon’s Starlink FAQ, published March 17, 2026 and last modified September 23, 2026, describes a jurisdiction-specific framework. Under the framework stated in that FAQ, commercial companies operating in Lebanon may use the service for their own business activities; the FAQ also identifies specified maritime and aviation connectivity and certain official or civil-society bodies as permitted. It says residential and individual subscriptions are not authorized under the then-current framework, and tourists and visitors may not use Starlink roaming in Lebanon under the current license conditions.

The same FAQ says an eligible entity may use multiple devices under one centrally managed account across its locations, and may distribute connectivity among its own branches through a private intranet only for the entity’s own activities. That is a Lebanon-specific rule, not a general permission for a business elsewhere to serve branches or customers.

Not Official Starlink Standard Kit AX Tri-Band Wi-Fi System, High-Speed Low-Latency Internet, Gen 3 Router, Self-Install Setup, Global Satellite Coverage, Bundle - No Warranty
  • Not official Starlink Bundle. No warranty.
  • This is not an official starlink bundle. Purchasing this item does not come with a Starlink warranty.
  • This is not Starlink. You will not receive a warranty with this bundle created by an outside seller.

The FAQ also says user equipment must be imported through Starlink Lebanon or an officially appointed distributor and complete the regulator’s approval procedures before supply; private importation is not permitted under the stated framework. This example shows why a plan label or permission in one country cannot answer the legal question for another.

Formal authorized reselling is different from informal sharing

Starlink’s help material describes authorized resellers as operating only in locations where Starlink is licensed and certified by local regulators. Customers who buy through an authorized reseller manage their account, service, billing, and support through that reseller. Starlink’s indirect-reselling information describes responsibilities such as support, onboarding, training, billing, and compliance, and asks prospective partners for details including market location and evidence of local licensing where required.

Those channels are distinct from an ordinary subscriber informally charging neighbors, customers, or guests. Verify a seller against Starlink’s official reseller listings and confirm the territory is covered. A referral link is not resale authority: Starlink’s referral terms prohibit referrers from presenting themselves as agents, distributors, resellers, or representatives, or conducting transactions on SpaceX’s behalf.

What to verify before sharing or charging for access

  1. Identify the exact use. Write down who will connect, where, whether access is free or paid, and whether it is incidental to a venue or service or being offered as internet service itself.
  2. Check the current plan terms. Review the agreement in your Starlink Customer Portal. The cited customer terms are dated April 28, 2025 and direct customers to the portal for the most current terms.
  3. Confirm Starlink authorization. If you plan to resell access, establish that your plan and setup fit the stated Priority Plan hotspot/community Wi-Fi exception or obtain separate authorization.
  4. Check the local regulator’s rules. Confirm the service and equipment are permitted at the actual location, and whether subscriber eligibility, resale, roaming, import, or equipment approval conditions apply.
  5. Check property and installation requirements. Review applicable permits, building and zoning rules, lease terms, association rules, and landlord approvals.
  6. Keep evidence of approvals. Retain the relevant plan details and any written authorization, permits, or regulatory approvals for your arrangement.
