Usually, yes. If the promotion gave your Steam account a permanent DLC license and you claimed it before the deadline, the DLC normally remains attached to that account after the promotion ends. Steam describes this type of offer as “Free to Keep.”
That is different from a Free Weekend, trial, subscription benefit, or any offer that only grants temporary access. Those entitlements can end when the stated event or subscription period ends. The wording on the individual DLC promotion—not simply the fact that its price was temporarily zero—determines what you received.

What “free” means on Steam
A zero-price button does not, by itself, tell you whether you acquired a lasting license. Steam uses different promotion mechanisms that can look similar in the store. The key question is whether the transaction added a license to your account or merely enabled temporary access.
In its Steamworks documentation, Valve defines a Free to Keep promotion as a time-limited promotion that lets a player “permanently acquire a license” for a game at no charge. The promotion window is temporary, but the license acquired during that window is intended to remain on the account.

By contrast, Valve’s Free Weekends documentation describes temporary access. After the event, continued play requires purchasing the full version. Those pages define promotions for games rather than every possible DLC campaign, so apply the same distinction to downloadable content only when the DLC’s own offer uses permanent-license wording.
Offer language that points to permanent ownership
- “Free to Keep.”
- “Add to your account.”
- Language stating that you acquire, own, or receive a license.
- A normal claim or purchase confirmation that lists the DLC as part of your Steam account’s owned content.
Language that points to temporary access
- “Free Weekend,” “trial,” or “play for free.”
- An explicit end date or an access window.
- Access supplied through a subscription or another service benefit.
- Terms saying you must buy the product after the event to continue using it.

The practical test is therefore contractual language plus the account record. A claim made during a sale is permanent only when the offer actually granted a permanent license. A free download that was available for a few days could still be a trial.
How to read a DLC promotion before claiming it
Open the DLC’s store or promotion page while signed in to the Steam account you intend to keep using. Look for the entitlement description near the claim button, in the event rules, and in any confirmation shown after clicking the button.

- Find the entitlement wording. Prefer an explicit statement that the DLC is added to your account or licensed to you. “Free to Keep” is the clearest Steam label.
- Check for an end date. An end date for the promotion is normal for a permanent offer; an end date for your access is not. Distinguish “claim by Friday” from “play until Friday.”
- Look for conditions. Note whether the offer requires the base game, a subscription, a particular edition, or continued eligibility.
- Save the terms. Keep a screenshot or copy of the page showing the wording and deadline. Promotion pages can change after the event closes.
- Complete the claim while signed into the intended account. A license is tied to the account that accepted it, not to the computer where the files were downloaded.
How to verify that Steam added the DLC to your account
Steam Support identifies several places where account-owned DLC can be viewed and managed in its guide, “Find Downloadable Content (DLC) for My Games.” Use the same account that claimed the promotion.
- Open your Library. Select the base game associated with the promotional DLC.
- Open the game’s properties. In the game’s Library entry, choose Properties, then select DLC.
- Check the DLC entry. Confirm that the promotional item appears as owned, included, or available to install. The exact label can vary by game.
- Check the Library DLC section as well. Steam’s support instructions also point to the DLC section on the game’s Library page. This can help distinguish an uninstalled item from an item that was never added.
- Install only if you want to play it. Installation changes the files on your device; it is not the event that creates the account entitlement.
If the DLC appears in these locations, uninstalling the base game or deleting the DLC files does not, by itself, show that the license vanished. You can reinstall later while using the same account, subject to the game’s own requirements.
What the Steam account license controls
The Steam Subscriber Agreement describes access to Steam content and services through applicable subscriptions and license terms. In practical terms, Steam checks the account’s entitlement when deciding whether the client can download or launch associated content.

The account matters more than the computer
Moving to another computer, reinstalling Steam, or replacing a hard drive does not transfer ownership to a new account, but those actions also do not normally erase an account license. Sign in to the account that performed the claim and check the game’s DLC list there.

Owning the base game may still be required
A permanent DLC license does not necessarily make the DLC usable by itself. Many add-ons require the corresponding base game, a particular edition, or a compatible platform. Treat that requirement as separate from whether the DLC license is permanent.
Subscriptions can change the result
If the DLC was supplied as a subscription benefit, access can depend on maintaining that subscription. A subscription-delivered entitlement should not be treated as equivalent to a standalone Free to Keep claim unless the offer expressly says that a permanent license is granted.

Common situations and the correct interpretation
“I claimed it during a sale. Is it mine forever?”
Only if the sale’s DLC terms granted a permanent license. A sale deadline describes when you can claim the offer; it does not automatically describe how long you can use the content. Verify the wording and then confirm the item under the game’s DLC list.
“The promotion ended, but the DLC is still installed.”
Installed files are not decisive. The account license is what matters. If the item remains listed as owned or installable in Steam, the closed promotion does not by itself indicate revocation. Conversely, files left on a drive do not prove that temporary access was converted into ownership.
“I uninstalled the game and now I cannot see the DLC.”
Reinstalling or removing local files can alter what is displayed until the game is selected again, but uninstalling is not itself a license cancellation. Open the base game’s Library page, inspect Properties > DLC, and make sure you are signed into the claiming account.
“The DLC was free for a weekend.”
If the page called it a Free Weekend or trial, treat it as temporary unless the terms separately granted a permanent DLC license. Valve’s Free Weekends definition specifically describes temporary access and says continued play after the event requires purchasing the full version.
“The DLC is missing even though I clicked claim.”
A click is not always a completed claim. Check whether Steam showed a confirmation, whether the account changed, and whether the promotion required the base game or another condition. Then inspect the DLC list in the Library and in Properties > DLC.
What to do when the entitlement is absent

- Confirm that you are using the exact Steam account that accepted the offer.
- Reopen the game’s Library page and inspect both the DLC list and Properties > DLC.
- Check the saved promotion terms for an expiration, subscription requirement, base-game requirement, or platform restriction.
- Restart the Steam client and allow the Library to refresh; do not assume that a missing local download means the license was revoked.
- Review any account or transaction confirmation associated with the claim.
If the DLC is still absent after a successful claim, contact Steam Support and provide the promotion details, the date you claimed it, the game and DLC name, and any confirmation or transaction information. Support can examine the account record; a local file listing cannot do that.
A reliable checklist for future free-DLC promotions
- Sign in to the intended Steam account before selecting the claim button.
- Read whether the offer says “Free to Keep” or otherwise grants a permanent license.
- Record the promotion deadline separately from any access-expiration date.
- Note requirements such as ownership of the base game or an active subscription.
- Complete the claim and retain the confirmation.
- Verify the DLC on the game’s Library page and under Properties > DLC.
- Keep the account secure; the entitlement follows that account rather than a particular device.
The decisive distinction is simple: a time-limited opportunity to claim a permanent license can leave lasting DLC ownership, while a time-limited permission to play does not. Read the offer’s license language and verify the resulting account entry before relying on the content after the event ends.
