A quick report can help banks and investigators trace or hold funds before they move, and the government process provides for restoring eligible funds to rightful claimants. Whether you recover money depends on the case, what can be traced, and the actions taken by the financial entities and law-enforcement agencies involved.
What to do immediately after a cyber-fraud payment
- Call 1930 as soon as possible. Then report the financial cyber fraud through the National Cyber Crime Reporting Portal. These are the government reporting channels for financial cyber fraud. The helpline is intended to assist with lodging online cyber complaints, not to guarantee recovery.
- Contact your bank or payment provider immediately through the fraud-reporting channel in its official app, website or on your card. Ask it to register the unauthorized-transaction complaint, safeguard the account and prevent further debits. Do not trust a phone number sent by an unknown caller or message. RBI guidance stresses immediate notification and requires banks to provide reporting channels and act on reports: RBI customer-protection directions.
- Keep the details and acknowledgements together. Save transaction IDs, dates and amounts, beneficiary information, messages, bank or provider complaint numbers, the NCRP acknowledgement and a short timeline of events. The portal asks complainants for transaction and bank, wallet or merchant information: NCRP reporting instructions.
- Follow up with both the bank and the police process. The portal supports reporting and coordination; the relevant State or Union Territory law-enforcement agency handles the investigation and subsequent action under law.
How a cyber-fraud report can lead to recovery
The Indian Cyber Crime Coordination Centre (I4C) launched the Citizen Financial Cyber Fraud Reporting and Management System (CFCFRMS) in 2021 to enable prompt reporting and help stop funds from being siphoned further. The government’s July 2026 description says a comprehensive standard operating procedure (SOP) sets out complaint processing, coordination with banks, grievance handling, removal of lien markings and restoration of defrauded money to rightful claimants. Its Money Restoration and Grievance Redressal modules were reported functional from April 2026. See the I4C/CFCFRMS 2.0 release and the MHA SOP overview.

A hold is not the same as money returned
If funds are described as “saved,” “put on hold” or “marked as lien,” that generally means they have been secured pending complaint handling—not that they have reached your account. Restoration is a separate step subject to the case and due process. The Ministry of Home Affairs describes the earlier CFCFRMS workflow this way: “The money thus seized is then restored to the victim following due legal process.” (MHA statement on the CFCFRMS workflow.)

What published recovery figures do—and do not—show
As of 30 June 2026, I4C/CFCFRMS reported more than ₹11,158 crore saved in more than 32.80 lakh complaints. This is an aggregate system-level “saved” figure, not the amount already refunded or a measure of an individual complainant’s chance of recovery. Government data for 2021–2025 separately labels amounts reported and amounts marked as lien; neither category should be read as completed refunds. The figures are available in the MHA’s 2021–2025 data. The cited official sources do not establish a case-level completed-refund rate or one universal refund timeline.

Two different routes may affect whether you get money back
Fund tracing under the cyber-fraud reporting process and a bank’s liability assessment under RBI rules are related but distinct. The first may help locate and hold defrauded funds; the second concerns whether the customer is liable for a defined unauthorized electronic banking transaction.
| Route | What triggers it | Who acts | Timing and what the outcome means |
|---|---|---|---|
| CFCFRMS / police fund tracing and restoration | A financial cyber-fraud report; recovery depends on funds being traceable or held. | I4C system, banks and other financial entities, and State/UT law enforcement. | No universal refund deadline is established in the cited sources. A lien or hold is not a completed restoration. |
| RBI unauthorized-transaction liability | An unauthorized electronic banking transaction that meets the applicable conditions. | The customer’s bank assesses liability under RBI directions. | Reporting delay and responsibility affect liability. If zero or limited liability applies, the bank must make a shadow reversal within 10 working days after notification; it must resolve the complaint and establish any customer liability within its policy timeline, which cannot exceed 90 days. |
When RBI rules may require the bank to bear the loss
RBI’s customer-protection directions concern unauthorized electronic banking transactions; they do not automatically entitle everyone tricked into making a payment to a refund. Relevant facts include whether you authorized the transaction, whether you shared payment credentials, whether the bank was at fault, the type of breach and when you notified the bank. A payment you made after being deceived may be treated differently from a debit you did not authorize; the cited material does not resolve every payment-method scenario.
Reporting deadlines for a third-party breach
For the RBI category in which neither the bank nor customer is at fault, the customer’s liability depends on how quickly the bank is notified after the transaction communication:

- In four to seven working days: liability is limited to the transaction value or the applicable cap, whichever is lower.
- After seven working days: the bank’s board-approved policy applies.
If the customer was negligent by sharing credentials, the customer bears the loss up to the time the bank is notified; the bank bears subsequent loss. Where zero or limited liability applies, the bank must make the shadow reversal within 10 working days of notification without waiting for insurance settlement. The bank must resolve the complaint and determine any customer liability within its policy timeline, capped at 90 days; the RBI directions also specify payment if the bank cannot resolve the complaint or establish liability within that period. Notify the bank immediately and keep the timestamp and acknowledgement.

Who handles each part of the process?
- I4C, NCRP and CFCFRMS: receive reports and coordinate financial cyber-fraud response.
- Your bank or payment provider: registers the transaction complaint, takes account-safety steps and assesses any applicable customer liability.
- State or UT law enforcement: investigates and takes subsequent action under law. The government SOP covers coordination, grievance handling, lien removal and restoration to rightful claimants: MHA SOP overview.
- Restoration process: handles the return of funds held through the system to rightful claimants, subject to due process—not simply the submission of an online form.
